M\u00eb dije apo pa dij\u00eb ata ngat\u00ebrronin procedur\u00ebn e votimit t\u00eb nj\u00eb ligji me ceremonin\u00eb formale t\u00eb betimit.<\/p>\n

Rregulorja e Kuvendit parashikon n\u00eb nenin 56, par. 1 (\u201cVerifikimi i kuorumit\u201d) se \u201cP\u00ebrpara \u00e7do votimi, drejtuesi i seanc\u00ebs plenare verifikon
\nnumrin e deputet\u00ebve t\u00eb pranish\u00ebm n\u00eb sall\u00eb\u201d. Si shpjegohet at\u00ebher\u00eb q\u00eb Zonja Leskaj si drejtuese e seanc\u00ebs, nuk verifikoi numrin e deputet\u00ebve dje n\u00eb sall\u00eb? Dikush mund t\u00eb thot\u00eb se ajo e vuri re prezenc\u00ebn e madhe n\u00eb sall\u00eb dhe si rrjedhoj\u00eb nuk b\u00ebri verifikimin p\u00ebrkat\u00ebs.<\/p>\n

P\u00ebr verifikimin e numrit t\u00eb deputet\u00ebve, drejtuesi i seanc\u00ebs b\u00ebn thirrjen n\u00eb m\u00ebnyr\u00eb elektronike ose nominale\u201d. Edhe kjo dispozit\u00eb nuk u aplikua dje. Mos vall\u00eb shkeli Kushtetut\u00eb dhe Rregulloren e Kuvendit Zonja Leskaj q\u00eb nuk p\u00ebrmbushi detyrimin p\u00ebrkat\u00ebs?<\/p>\n

Sepse seanca e djeshme, edhe pse u thirr si seanc\u00eb e jasht\u00ebzakonshme nga Presidenti Nishani me 30 qershor (duke qen\u00eb se kishte mbyllur punimet legjislatura me 4 maj), n\u00eb fakt ishte nj\u00eb seanc\u00eb e posa\u00e7me betimi dhe kaq. Edhe po t\u00eb ishin 16 deputet\u00eb n\u00eb sall\u00eb, p\u00ebrs\u00ebri Meta do betohej si President. Por, figur\u00ebn m\u00eb t\u00eb keqe do e b\u00ebnin deputet\u00ebt q\u00eb do mungonin n\u00eb sall\u00eb. Dhe t\u00eb gjith\u00eb deputet\u00ebt k\u00ebsaj radhe nuk gabuan.
