P\u00ebrtej dukjes, edhe pse dita e an\u00ebtar\u00ebsimit pritet t\u00eb jet\u00eb e larg\u00ebt, e r\u00ebnd\u00ebsishme \u00ebsht\u00eb q\u00eb Shqip\u00ebria dhe Maqedonia jan\u00eb legjitimuar dhe konfirmuar s\u00ebrish n\u00eb b\u00ebrjen e detyrave t\u00eb sht\u00ebpis\u00eb n\u00eb kuad\u00ebr t\u00eb t\u00eb qenit an\u00ebtare me t\u00eb drejta t\u00eb plota n\u00eb Bashkimin Evropian: Kryesisht detyrat kan\u00eb lidhje me luft\u00ebn kund\u00ebr korrupsionit dhe ecurin\u00eb e reform\u00ebs n\u00eb drejt\u00ebsi p\u00ebr Shqip\u00ebrin\u00eb. Ve\u00e7 k\u00ebsaj, KE ka treguar se \u00ebsht\u00eb e aft\u00eb t\u00eb integroj\u00eb an\u00ebtar\u00eb t\u00eb rinj, pavar\u00ebsisht nevoj\u00ebs s\u00eb brendshme p\u00ebr reformim.<\/p>\n<p>A ka sh\u00ebnuar Shqip\u00ebria arritje sa i p\u00ebrket institucioneve t\u00eb q\u00ebndrueshme q\u00eb garantojn\u00eb demokracin\u00eb, shtetin e s\u00eb drejt\u00ebs, respektimin e t\u00eb drejtave t\u00eb njeriut dhe mbrojtjen e minoriteteve, element\u00eb k\u00ebta q\u00eb p\u00ebrkojn\u00eb me 5 prioritetet tona t\u00eb diktuara nga KE?<\/p>\n<p>Edhe n\u00ebse Shqip\u00ebrin\u00eb e ka shp\u00ebtuar k\u00ebsaj radhe vet\u00ebm implementimi i reform\u00ebs n\u00eb drejt\u00ebsi, rekomandimi pozitiv \u00ebsht\u00eb nj\u00eb inkurajim p\u00ebr t\u00eb vijuar reformat e nd\u00ebrmarra. Gjasat duken q\u00eb edhe n\u00ebse K\u00ebshilli merr vendimin unanim p\u00ebr hapjen e negociatave me Shqip\u00ebrin\u00eb, k\u00ebto negociata pritet t\u00eb zgjasin t\u00eb pakt\u00ebn 10 vjet. Ky \u00ebsht\u00eb nj\u00eb hamend\u00ebsim, sepse dat\u00eb t\u00eb p\u00ebrcaktuar nuk mund t\u00eb ket\u00eb. N\u00ebse i referohemi rastit t\u00eb Malit t\u00eb Zi \u2013 nuk ka problem qartazi t\u00eb mbetur pezull, si Serbia \u00e7\u00ebshtjen e Kosov\u00ebs \u2013 i ka hapur negociatat para 6 vjet\u00ebsh dhe deri tani ka mbyllur provizorisht vet\u00ebm 3 kapituj nga 33 q\u00eb jan\u00eb gjithsej.<\/p>\n<p>Nd\u00ebrsa Serbia q\u00eb i ka hapur negociatat n\u00eb vitin 2014, deri tani ka mbyllur provizorisht vet\u00ebm 2 kapituj. Data e an\u00ebtar\u00ebsimit e supozuar n\u00eb Strategjin\u00eb e Zgjerimit t\u00eb KE-s\u00eb s\u00eb vitit 2018 p\u00ebr Malin e Zi dhe Serbin\u00eb \u00ebsht\u00eb viti 2025. Megjithat\u00eb, k\u00ebto t\u00eb dh\u00ebna mund t\u00eb sh\u00ebrbejn\u00eb p\u00ebr t\u00eb krijuar nj\u00eb ide rreth dat\u00ebs s\u00eb an\u00ebtar\u00ebsimit t\u00eb Shqip\u00ebris\u00eb, por nuk tregojn\u00eb asesi q\u00eb i till\u00eb do t\u00eb jet\u00eb edhe rasti I Shqip\u00ebris\u00eb. Ecuria e negociatave t\u00eb nj\u00eb vendi \u00ebsht\u00eb individuale. Zgjatja e tyre mund t\u00eb varioj\u00eb, fakti q\u00eb dy vende fillojn\u00eb negociatat n\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb, nuk do t\u00eb thot\u00eb se i p\u00ebrfundojn\u00eb po n\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb.<\/p>\n<p><strong>Ballkani n\u00eb BE<\/strong><\/p>\n<p><strong>Shqip\u00ebria<\/strong> \u2013 Merr rekomandimin pozitiv p\u00ebr hapjen e negociatave<br \/>\n<strong>Bosnja dhe Hercegovina<\/strong> \u2013 Potencial Kandidat, ka paraqitur k\u00ebrkes\u00ebn p\u00ebr an\u00ebtar\u00ebsim n\u00eb shkurt 2016<br \/>\n<strong>Kosova<\/strong> \u2013 Potencial kandidat n\u00eb prill 2016, ka hyr\u00eb n\u00eb fuqi Marr\u00ebveshja e Stabilizim Asociimit<br \/>\n<strong>Mali i Zi<\/strong> \u2013 Vend kandidat, ka hapur negociatat n\u00eb 29 qershor 2012<br \/>\n<strong>Serbia<\/strong> \u2013 Vend kandidat, negociatat kan\u00eb nisur n\u00eb 21 Janar 2014.<br \/>\n<strong>Maqedonia<\/strong> \u2013 Merr rekomandimin pozitiv p\u00ebr hapjen e negociatave<br \/>\n<strong>Turqia<\/strong> &#8211; vend kandidat, le t\u00eb pres\u00eb&#8230; :p<\/p>\n<p><strong>Hapat pas rekomandimit p\u00ebr hapjen e negociatave<\/strong><\/p>\n<p>Negociatat e an\u00ebtar\u00ebsimit nuk mund t\u00eb fillojn\u00eb derisa t\u00eb dakord\u00ebsohen qeverit\u00eb e t\u00eb gjitha vendeve an\u00ebtare, n\u00eb form\u00ebn e nj\u00eb vendimi unanim t\u00eb marr\u00eb nga K\u00ebshilli i Bashkimit Evropian. Kjo konsiderohet si nj\u00eb mandat p\u00ebr nisjen e negociatave me vendin kandidat, n\u00eb k\u00ebt\u00eb rast me Shqip\u00ebrin\u00eb, pritet t\u00eb merret n\u00eb muajin qershor.<\/p>\n<p>Negociatat zhvillohen midis ministrave dhe ambasador\u00ebve t\u00eb vendeve t\u00eb BE-s\u00eb dhe vendit kandidat n\u00eb at\u00eb q\u00eb quhet konferenc\u00eb nd\u00ebrqeveritare.<\/p>\n<p>Negociatat p\u00ebr \u00e7do kapitull bazohen n\u00eb element\u00ebt e m\u00ebposht\u00ebm:<\/p>\n<p><strong>Screening<\/strong> \u2013 Komisioni b\u00ebn nj\u00eb ekzaminim t\u00eb detajuar, s\u00eb bashku me vendin kandidat p\u00ebr secilin kapitull p\u00ebr t\u00eb p\u00ebrcaktuar sa \u00ebsht\u00eb p\u00ebrgatitur vendi n\u00eb k\u00ebt\u00eb fush\u00eb. Gjetjet p\u00ebr \u00e7do kapitull, Komisioni ia paraqet vendeve an\u00ebtare n\u00eb form\u00ebn e nj\u00eb raporti analizues. Konkluzioni i k\u00ebtij raporti \u00ebsht\u00eb nj\u00eb rekomandim i Komisionit p\u00ebr t\u00eb hapur direkt negociatat apo p\u00ebr t\u00eb vendosur disa kushte t\u00eb caktuara \u2013 fillimisht duhen arritur \u201cstandardet e hapjes\u201d ose si\u00e7 quhen <strong>opening benchmarks.<\/strong><\/p>\n<p><strong>Pozitat e negocimit<\/strong> \u2013 para se negociatat t\u00eb nisin, vendi kandidat duhet t\u00eb tregoj\u00eb pozicionin e tij dhe Komisioni duhet t\u00eb p\u00ebrcaktoj\u00eb ose t\u00eb p\u00ebrshtas\u00eb nj\u00eb q\u00ebndrim t\u00eb p\u00ebrgjithsh\u00ebm. P\u00ebr shumic\u00ebn e kapitujve Komisioni do t\u00eb vendos\u00eb standarde p\u00ebrfundimtare t\u00eb cilat duhet t\u00eb arrihen patjet\u00ebr nga vendi kandidat q\u00eb negociatat t\u00eb konsiderohen t\u00eb p\u00ebrfunduara. N\u00eb rastin e Shqip\u00ebris\u00eb, mendohet t\u00eb jet\u00eb nj\u00eb start i mir\u00eb fakti q\u00eb \u00ebsht\u00eb b\u00ebr\u00eb nj\u00eb pun\u00eb paraprake sa I p\u00ebrket Screening (analiz\u00ebs) me kapitujt q\u00eb do t\u00eb happen t\u00eb par\u00ebt, 23 dhe 24 dhe q\u00eb p\u00ebrfshijn\u00eb gjyq\u00ebsorin dhe reform\u00ebn n\u00eb drejt\u00ebsi.<\/p>\n<p>Ritmi i negociatave varet nga shpejt\u00ebsia e reformave dhe p\u00ebrafrimi I legjislacionit t\u00eb vendit me at\u00eb t\u00eb BE-s\u00eb. Edhe pse nuk ka nj\u00eb publikim institucional sa i p\u00ebrket p\u00ebrafrimit t\u00eb legjislacionit ton\u00eb me at\u00eb t\u00eb BE-s\u00eb, mendohet q\u00eb kjo shif\u00ebr t\u00eb mos e kaloj\u00eb 30%. Duhet marr\u00eb parasysh q\u00eb kur nj\u00eb kapitull t\u00eb konsiderohet I mbyllur, legjislacioni I asaj fushe duhet t\u00eb jet\u00eb p\u00ebrafruar 100%.<\/p>\n<p><strong>A p\u00ebrfitohen fonde?<\/strong><\/p>\n<p>N\u00ebse Shqip\u00ebria hap negociatat, a p\u00ebrfiton fonde shtes\u00eb me q\u00ebllim p\u00ebrgatitjen p\u00ebr negociatat e an\u00ebtar\u00ebsimit? Strategjia e Zgjerimit 2018 e KE-s\u00eb parashikon natyrisht burimet financiare p\u00ebr nj\u00eb an\u00ebtar\u00ebsim t\u00eb suksessh\u00ebm t\u00eb vendeve t\u00eb Ballkanit. Instrumenti i Paraaderimit (IPA) \u00ebsht\u00eb instrumenti, q\u00eb u vjen n\u00eb ndihm\u00eb financiarisht k\u00ebtyre vendeve n\u00eb p\u00ebrgatijet e tyre p\u00ebr an\u00ebtar\u00ebsim dhe leht\u00ebson bashk\u00ebpunimin rajonal dhe nd\u00ebrkufitar. Gjat\u00eb viteve 2007-2017, KE ka investuar m\u00eb shum\u00eb se 8.9 miliard\u00eb euro n\u00eb rajon n\u00ebp\u00ebrmjet IPA-s. Vet\u00ebm p\u00ebr vitin 2018 jan\u00eb parashikuar 1.07 miliard\u00eb euro. Strategjia parashikon q\u00eb fondet IPA do t\u00eb p\u00ebrshtaten sipas nevojave t\u00eb vendeve.<\/p>\n<p>Dhe natyrisht Shqip\u00ebria si nj\u00eb vend q\u00eb do t\u00eb hap\u00eb negociatat do t\u00eb ket\u00eb nevoj\u00eb p\u00ebr ndihm\u00eb t\u00eb shtuar financiare. Komisioni ka parashikuar nj\u00eb rritje graduale t\u00eb fondeve t\u00eb instrumentit IPA si support p\u00ebr vendet e Ballkanit deri n\u00eb vitin 2020, aq sa lejon rialokimi i IPA-s. Duke iu referuar p\u00ebrvojave t\u00eb m\u00ebparshme t\u00eb an\u00ebtar\u00ebsimit, nj\u00eb zhvendosje graduale nga etapa e para-an\u00ebtar\u00ebsimit tek ajo e t\u00eb q\u00ebnit vend an\u00ebtar, duhet t\u00eb jet\u00eb e mir\u00ebparashikuar, n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb mund\u00ebsoj\u00eb zhvillimin e kapaciteteve p\u00ebr t\u00eb p\u00ebrthithur fonde.<\/p>\n<p>Pra, e th\u00ebn\u00eb shkurt, n\u00ebse hapat e Shqip\u00ebris\u00eb n\u00eb periudh\u00ebn e negociatave do t\u00eb jen\u00eb t\u00eb qart\u00eb dhe t\u00eb sigurt, edhe mund\u00ebsit\u00eb p\u00ebr t\u00eb p\u00ebrthithur m\u00eb shum\u00eb fonde, do t\u00eb rriten.
