Diskursi politik<\/em><\/p>\n

Ndikimi i votuesve t\u00eb pjes\u00ebtar\u00ebve t\u00eb popujve pakic\u00eb n\u00eb Mal t\u00eb Zi (kryesisht boshnjak\u00ebt dhe shqiptar\u00ebt), paraqet rast unik n\u00eb regjion, sepse ata ishin p\u00ebrcaktues me par\u00eb n\u00eb referendumin p\u00ebr pavar\u00ebsi t\u00eb Malit t\u00eb Zi t\u00eb mbajtur me 21 maj 2006, e po ashtu edhe n\u00eb zgjedhjet presidenciale te mbajtura me 15 prill 2018, duke u p\u00ebrcaktuar p\u00ebr nj\u00eb politik\u00eb integruese q\u00eb duhet t\u00eb jet\u00eb n\u00eb favor t\u00eb barazis\u00eb qytetare e nacionale n\u00eb k\u00ebt\u00eb mjedis multinacional, \u00e7\u00ebshtje t\u00eb cilat k\u00ebrkojn\u00eb zgjidhje sipas standard\u00ebve europiane e jo t\u00eb politik\u00ebs utilitare.<\/p>\n

Nail Draga<\/strong><\/p>\n

Zgjedhjet e treta presidenciale pas shpalljes s\u00eb pavar\u00ebsis\u00eb s\u00eb Malit t\u00eb Zi, k\u00ebsaj radhe u dalluan nga t\u00eb m\u00ebparshmet me numrin e lart\u00eb t\u00eb konkuruesve p\u00ebr postin e presidentit si dhe me koh\u00ebn e shkurt\u00eb t\u00eb fushat\u00ebs zgjedhore. Por, ajo qe i ka befasuar qytetar\u00ebt \u00ebsht\u00eb e dh\u00ebna se opozita ndon\u00ebse kishte paralajm\u00ebrime se do t\u00eb dalin ne zgjedhje me nj\u00eb kandidat t\u00eb vet\u00ebm, ata nuk pat\u00ebn konsenzus, duke u p\u00ebrcaktuar n\u00eb momentin e fundit p\u00ebr nj\u00eb kandidat i cili dukej se ishte nj\u00eb zgjidhje e imponuar, gjoja si kandidat jopartiak, por pa ndonj\u00eb epitet karizmatik n\u00eb opinionin e gjer\u00eb n\u00eb Mal t\u00eb Zi. Nga ana tjet\u00ebr opozita e vetquajtur qytetare u paraqit me kandidatin e cila ishte p\u00ebrfaq\u00ebsuese e Partis\u00eb Socialdemokratike q\u00eb u mbeshtet edhe nga subjekti politik DEMOS-i, duke qen\u00eb risi sepse ishte kandidatja e vetme fem\u00ebr deri m\u00eb tash n\u00eb zgjedhjet presidenciale.<\/p>\n

Edhe pse \u00ebsht\u00eb pritur qe DPS-i t\u00eb dal\u00eb me her\u00ebt me kandidatin e vet p\u00ebr president ata u p\u00ebrcaktuan n\u00eb jav\u00ebn e fundit p\u00ebr kryetarin e partis\u00eb s\u00eb tyre M.Gjukanoviqin, duke eliminuar spekulimet se ai k\u00ebsaj here nuk do t\u00eb kandidohet. Duke marr\u00eb parasysh rrethanat aktuale politike, k\u00ebt\u00eb kandidat e mbeshtet\u00ebn partner\u00ebt e koalicionit qeveritar, do t\u00eb thot partit\u00eb politike t\u00eb pakicave n\u00eb Mal t\u00eb Zi. Nj\u00eb mbeshteje e till\u00eb nga fillimi jepte p\u00ebr t\u00eb kuptuar se M.Gjukanoviqi \u00ebsht\u00eb n\u00eb p\u00ebrpar\u00ebsi t\u00eb madhe ndaj konkurenteve t\u00eb tjer\u00eb, q\u00eb u d\u00ebshmu edhe nga sondazhet parazgjedhore.Por, dilema qendronte ne ate se sa do t\u00eb jen\u00eb t\u00eb motivuar qytetar\u00ebt p\u00ebr t\u00eb dalur n\u00eb zgjedhje dhe si do t\u00eb jet\u00eb p\u00ebrcaktimi i tyre n\u00eb kutit\u00eb e votimit.<\/p>\n

Zgjedhje pa befasi<\/strong><\/p>\n

Sipas t\u00eb dh\u00ebnave nga KZSH nga 532.599 qytetar\u00eb me t\u00eb drejt vote, k\u00ebt\u00eb t\u00eb drejt\u00eb e kan\u00eb shfryt\u00ebzuar 340.462 votues apo 63.92% e qytetar\u00ebve apo 10% me pak votues, s\u00eb n\u00eb zgjedhjet parlamentare n\u00eb vitin 2016. Nga ana tjet\u00ebr flet\u00eb t\u00eb vlefshme gjithsej kan\u00eb qen\u00eb 334.464. Pas numrimit t\u00eb votave kandidat\u00ebt p\u00ebr president kan\u00eb marr\u00eb k\u00ebto vota: Gjukanoviqi 180.274 vota apo 53.9% e votave t\u00eb p\u00ebrgjithshme, M.Bojaniqi 111.711 vota (33.4%), D.Vuksanoviqi 27.441 vota(8.2%), M.Milla\u00e7iqi 9.405 vota (2.81%), H.Kalla\u00e7i 2.677 vota (0,8%), V.Mili\u00e7koviqi 1.593 vota (0.48%) dhe D.De\u00acde\u00aci\u00acqi 1.363 vota (0,41%).<\/p>\n

Duhet cekur m\u00eb k\u00ebt\u00eb rast se nga t\u00eb dh\u00ebnat num\u00ebrike t\u00eb votave t\u00eb kandidat\u00ebve konkurues, del se tre kandidat\u00eb kan\u00eb fituar num\u00ebr simbolik t\u00eb votave, p\u00ebrkt\u00ebsisht m\u00eb pak se kan\u00eb siguruar n\u00ebnshkrime p\u00ebr tu kandiduar, nga del se ato kan\u00eb qen\u00eb t\u00eb vetdijsh\u00ebm p\u00ebr mund\u00ebsit\u00eb e tyre por si duket n\u00eb pyetje ishte p\u00ebrfitimi financiar e asgj\u00eb m\u00eb shum\u00eb.<\/p>\n

Votat e popujve pakic\u00eb vendimtare p\u00ebr fitore<\/strong><\/p>\n

T\u00eb dh\u00ebnat num\u00ebrike d\u00ebshmojn\u00eb fitor\u00ebn e M.Gjukanoviqit i cili vet ka fituar m\u00eb shum\u00eb vota se t\u00eb gjith\u00eb t\u00eb tjer\u00ebt s\u00eb bashku. Nj\u00eb rezultat i till\u00eb nuk ishte befasi duke pasur konkurent t\u00eb dob\u00ebt, por pyetja ishte se sa do t\u00eb ishte diferenca me vota ndaj t\u00eb tjer\u00ebve. Por,n\u00ebse analizohen votat sipas komunave p\u00ebrkat\u00ebsisht t\u00eb vendvotimeve te popujve pakic\u00eb del se fitor\u00ebn presidentit t\u00eb ri ia kan\u00eb siguruar n\u00eb rundin e par\u00eb pik\u00ebrisht ata. Nj\u00eb e dh\u00ebn\u00eb e till\u00eb nuk \u00ebsht\u00eb befasi se tash nj\u00ebzet vite jan\u00eb votat e popujve pakic\u00eb q\u00eb jan\u00eb duke p\u00ebrcaktuar fituesin. <\/p>\n

Kujtojm\u00eb me k\u00ebt\u00eb rast zgjedhjet presidenciale(rundi i dyt\u00eb) me 19.10.1997, ku Millo Gjukanoviqin president e kan\u00eb b\u00ebr\u00eb votat e popujve pakic\u00eb e poashtu kan\u00eb qen\u00eb vendimtare edhe n\u00eb referndumin p\u00ebr pavar\u00ebsi t\u00eb Malit t\u00eb Zi me 21 maj 2006. Po ashtu edhe Qeveria e formuar pas zgjedhjeve parlamentare n\u00eb tetor t\u00eb vitit 2016 \u00ebsht\u00eb formuar duke u mbeshtetur n\u00eb deputetet e popujve pakic\u00eb. Nuk ka dilem\u00eb se nj\u00eb dukuri e till\u00eb k\u00ebtu \u00ebsht\u00eb specifike qe e ve\u00e7on k\u00ebt\u00eb vend nga t\u00eb tjer\u00ebt n\u00eb regjionin e Ballkanit per\u00ebndimor.<\/p>\n

Rekomandime nga Shqip\u00ebria e Kosova<\/strong><\/p>\n

Me t\u00eb shpallur kandidatur\u00ebn p\u00ebr president M.Gjukanoviqit i ofruan mbeshtetje subjektet politike parlamentare t\u00eb popujve pakic\u00eb si t\u00eb boshnjak\u00ebve e kroat\u00ebve po ashtu nuk mungoi mbeshtetja e subjekteve politike parlamentare te shqiptar\u00ebve(UDSH, AA, FORCA). Nd\u00ebrsa nga ato joparlamentare nd\u00ebr t\u00eb parat q\u00eb i ofroi mbeshtetje ishte Partia Demokratike. Por, duhet cekur se vet\u00ebm nj\u00eb subjekt politik i shqiptar\u00ebve nuk i ofroi mb\u00ebshtetje e ajo ishte LDSH, duke dh\u00ebn\u00eb arsyetim p\u00ebr nj\u00eb veprim t\u00eb till\u00eb, duke ftuar antar\u00ebt e elektoratin votues shqiptar q\u00eb t\u00eb abstenojn\u00eb n\u00eb votim.<\/p>\n

N\u00eb lidhje me k\u00ebto zgjedhje presidenciale si\u00e7 duket n\u00eb saj\u00eb t\u00eb rrethanave gjeopolitike ne regjion dhe m\u00eb gj\u00ebr\u00eb subjektet politike shqiptare kan\u00eb pasur rekomandime nga p\u00ebrfaq\u00ebsuesit politik\u00eb e shtet\u00ebror nga Shqip\u00ebria dhe Kosova q\u00eb shqiptar\u00ebt pa hezitim ta votojn\u00eb M.Gjukanoviqin. Dhe nga nj\u00eb situat\u00eb e till\u00eb mediatike e politike duke mos pasur ndonj\u00eb alternativ\u00eb tjet\u00ebr, shqiptar\u00ebt me shumic\u00eb e votuan M.Gjukanoviqin, duke e vler\u00ebsuar si kandidat me i pranuesh\u00ebm n\u00eb krahasim me konkurent\u00ebt e tjer\u00eb. Por, n\u00ebse analizojm\u00eb daljen e votuesve shqiptar\u00eb n\u00eb vendvotime del se nj\u00eb num\u00ebr i konsideruar ka abstenuar, duke e shfryt\u00ebzuar t\u00eb drejt\u00ebn e tyre qytetare p\u00ebr t\u00eb mos votuar asnj\u00eb kandidat, ku rasti i Ulqinit meriton nj\u00eb analiz\u00eb t\u00eb ve\u00e7ant\u00eb!<\/p>\n

D\u00ebshtimi i opozit\u00ebs dhe abstenimi i qytetar\u00ebve<\/strong><\/p>\n

Nga t\u00eb dh\u00ebnat statistikore te tyre zgjedhjeve bie n\u00eb sy abstenimi i nj\u00eb numri t\u00eb lart\u00eb t\u00eb qytetar\u00ebve. Madje n\u00eb total nj\u00eb num\u00ebr i till\u00eb nuk \u00ebsht\u00eb i vog\u00ebl por 195.137 qytetar\u00eb me t\u00eb drejt\u00eb vote nuk kan\u00eb votuar. At\u00ebher m\u00eb t\u00eb drejt b\u00ebh\u00ebt pyetja se kush humbi m\u00eb s\u00eb shumti nga nj\u00eb abstenim i till\u00eb. Nuk ka dilem\u00eb se m\u00eb s\u00eb shumti humbi opozita p\u00ebrkat\u00ebsisht kandidat\u00ebt e tyre, sepse ka munguar motivimi i qytetar\u00ebve p\u00ebr t\u00eb dalur n\u00eb zgjedhje. Nj\u00eb konstatim t\u00eb till\u00eb e mbeshtesim n\u00eb faktin se kan\u00eb abstenuar m\u00eb s\u00eb shumti ata nga ana e opozit\u00ebs e jo t\u00eb pozit\u00ebs q\u00eb d\u00ebshmon edhe rezultati p\u00ebrfundimtar.<\/p>\n

Opozita nuk duhet t\u00eb akuzoj t\u00eb tjer\u00ebt p\u00ebr d\u00ebshtimin e tyre, sepse ky nuk \u00ebsht\u00eb d\u00ebshtimi i par\u00eb, por duhet t\u00eb jen\u00eb kritik se me retorik\u00eb t\u00eb demoduar, me qasje destruktive e madje edhe antishtet\u00ebrore ka qen\u00eb e pamundur t\u00eb arrijn\u00eb m\u00eb shum\u00eb, duke sh\u00ebnuar d\u00ebshtimin e radh\u00ebs. N\u00ebse k\u00ebtij konstatimi i shtojm\u00eb edhe joseriozitetin n\u00eb p\u00ebrcatimin e kandidatit p\u00ebr president duke e caktuar ate n\u00eb momentin e fundit, si dhe ndarj\u00ebn e opozit\u00ebs n\u00eb dy grupe, ishte e qart\u00eb se kandidati i DPS-it p\u00ebrkat\u00ebsisht i shumic\u00ebs parlamentare kishte p\u00ebrpar\u00ebsi, sepse pas tij ka qendruar e t\u00ebr\u00eb infrastruktura shtet\u00ebrore me t\u00eb gjitha kapacitetet ekzistuese.<\/p>\n

Opozita aktuale i konvenon pushtetit<\/strong><\/p>\n

P\u00ebr d\u00ebshtim t\u00eb till\u00eb m\u00eb s\u00eb paku jan\u00eb fajtor\u00eb qytetar\u00ebt t\u00eb cil\u00ebt nuk kan\u00eb qen\u00eb t\u00eb motivuar p\u00ebr t\u00eb dalur n\u00eb votime. P\u00ebrkundrazi d\u00ebshtimin duhet k\u00ebrkuar t\u00eb lideret e opozit\u00ebs t\u00eb cil\u00ebt vuajn\u00eb nga kompleksi i egoizmit dhe atavizmit politik t\u00eb cil\u00ebt edhe pse kan\u00eb p\u00ebrjetuar humbje t\u00eb vazhdueshme, qendrojn\u00eb ende n\u00eb pozitat e tyre, pa menduar p\u00ebr t\u00eb dh\u00ebn\u00eb dor\u00ebheqje, duke iu dh\u00ebn\u00eb mund\u00ebsi t\u00eb rinj\u00ebve t\u00eb cil\u00ebt jan\u00eb pa hipoteka dhe kan\u00eb gadishm\u00ebri e guxim t\u00eb ballafaqohen me realitetin e sken\u00ebs politike n\u00eb Mal t\u00eb Zi.<\/p>\n

Vet\u00ebm nj\u00eb ndryshim i till\u00eb kadrovik n\u00eb strukturat udh\u00ebheq\u00ebse dhe me nj\u00eb qasje politike optimale p\u00ebr qytetar\u00ebt e k\u00ebtij vendi, do t\u00eb ishte mund\u00ebsi reale p\u00ebr nd\u00ebrrimin e pushtetit n\u00eb m\u00ebnyr\u00eb demokratike. N\u00eb t\u00eb kund\u00ebrt\u00ebn pushtetit aktual i konvenon nj\u00eb opozit\u00eb e till\u00eb destruktive, ataviste e heterogjene dhe pa vizion, sepse duke i falenderuar asaj k\u00ebto vazhdojn\u00eb pushtetin pa nd\u00ebrprerje tash tri dekada nga miratimi i pluralizmit, duke qen\u00eb rast i ve\u00e7ant\u00eb n\u00eb vendet e ish kampit socialist n\u00eb Europ\u00ebn Juglindore.<\/p>\n
