Hyrje<\/strong><\/p>\n<p>Tashm\u00eb gjat\u00eb Luft\u00ebs s\u00eb Dyt\u00eb Bot\u00ebrore kishte kontakte t\u00eb ngushta nd\u00ebrmjet komunist\u00ebve jugosllav\u00eb dhe atyre shqiptar\u00eb. Qysh nga ajo koh\u00eb planifikohej q\u00eb pas luft\u00ebs Shqip\u00ebrin\u00eb t`ia bashkojn\u00eb federat\u00ebs jugosllave, p\u00ebr ta shmangur problemin me popullsin\u00eb shqiptare n\u00eb Kosov\u00eb e Maqedoni.<sup>1<\/sup> M\u00eb 28 prill 1945 Jugosllavia njohu qeverin\u00eb shqiptare-komuniste. Jugosllavia dhe Shqip\u00ebria, me komunist\u00ebt n\u00eb pushtet, n\u00eb janar t\u00eb vitit 1946 miratojn\u00eb kushtetutat e tyre komuniste.<sup>2<\/sup> Si rezultat i k\u00ebsaj &#8220;<em>v\u00ebllaz\u00ebrie ideologjike<\/em>&#8221; n\u00eb vitin 1946 lidhet nj\u00eb traktat miq\u00ebsie dhe bashk\u00ebpunimi, i cili parashikonte koordinimin e planeve ekonomike t\u00eb dy vendeve, rregullimin e sistemit monetar, nj\u00eb bashkim doganor dhe nj\u00eb sistem t\u00eb p\u00ebrbashk\u00ebt \u00e7mimesh.<\/p>\n<p>Me k\u00ebt\u00eb traktat Shqip\u00ebria u b\u00eb nj\u00eb shtet satelitor jugosllav.<sup>3<\/sup> Komunist\u00ebt shqiptar\u00eb u konsideruan si pasues t\u00eb jugosllav\u00ebve.<sup>4<\/sup> Zvicra nuk donte t\u00eb vendoste marr\u00ebdh\u00ebnie diplomatike me qeverin\u00eb komuniste n\u00eb Shqip\u00ebri. Nga nj\u00ebra an\u00eb p\u00ebr shkak se kjo \u00e7\u00ebshtje p\u00ebr politik\u00ebn e jashtme t\u00eb Zvicr\u00ebs ishte n\u00eb fund t\u00eb list\u00ebs s\u00eb prioriteteve dhe n\u00eb an\u00ebn tjet\u00ebr, sepse paraqitet shqet\u00ebsim p\u00ebr shkak t\u00eb konfliktit\u00a0mes Greqis\u00eb \u2013 me t\u00eb cil\u00ebn Zvicra donte t&#8217;i ruante edhe m\u00eb tutje \u201c<em>marr\u00ebdh\u00ebnie miq\u00ebsore tradicionale<\/em>\u201d &#8211; dhe Shqip\u00ebris\u00eb. Tensionet midis Bashkimit Sovjetik dhe fuqive per\u00ebndimore kishin njashtu nj\u00eb r\u00ebnd\u00ebsi t\u00eb caktuar si dhe p\u00ebr arsye t\u00eb &#8220;<em>kushteve t\u00eb v\u00ebshtira<\/em>&#8221; n\u00eb vet\u00eb Shqip\u00ebrin\u00eb q\u00eb ende nuk ishin sqaruara mjaft.<sup>5<\/sup><\/p>\n<p>Qeveria zvicerane dyshonte n\u00eb legjitimitetin e qeveris\u00eb shqiptare. Kjo mosnjohje megjithat\u00eb nuk do ta pengoj\u00eb Zvicr\u00ebn n\u00eb rast nevoje her\u00eb pas her\u00eb t\u00eb trajtoj \u00e7\u00ebshtje ekonomike me p\u00ebrfaq\u00ebsuesit zyrtar t\u00eb Shqip\u00ebris\u00eb.<sup>6<\/sup> N\u00eb an\u00ebn tjet\u00ebr Zvicra njohu qeverin\u00eb e Titos me em\u00ebrimin e nj\u00eb ambasadori t\u00eb ri zviceran, m\u00eb 4.5.1945, p\u00ebrpara t\u00ebrheqjes s\u00eb<br \/>\nUshtris\u00eb s\u00eb Kuqe nga Jugosllavia dhe shpalljes s\u00eb vendit Republik\u00eb Popullore.<sup>7<\/sup> N\u00eb prill t\u00eb vitit 1945 nj\u00eb mision tregtar jugosllav vizitoi Zvicr\u00ebn p\u00ebr t\u00eb bler\u00eb mallra t\u00eb nevojshme p\u00ebr rind\u00ebrtim. Megjithat\u00eb nj\u00eb marr\u00ebveshje tregtare dhe pagesash nuk pati deri n\u00eb vitin 1946.<sup>8<\/sup><\/p>\n<p>N\u00eb janar t\u00eb vitit 1948 n\u00eb Mosk\u00eb u diskutua \u00e7\u00ebshtja e Shqip\u00ebris\u00eb midis p\u00ebrfaq\u00ebsuesve jugosllav dhe Stalinit. Stalini dha drit\u00ebn e gjelb\u00ebr q\u00eb Jugosllavia ta &#8220;g\u00eblltit&#8221; Shqip\u00ebrin\u00eb, nd\u00ebrsa pala jugosllave e quante &#8220;bashkim&#8221;.<sup>9<\/sup> N\u00eb rrjedh\u00ebn e k\u00ebtyre bisedimeve lidhet nj\u00eb marr\u00ebveshje midis Titos dhe udh\u00ebheq\u00ebsit t\u00eb Partis\u00eb Komuniste Shqiptare, Enver Hoxha, sipas t\u00eb cil\u00ebs do duhet t\u00eb d\u00ebrgohen dy divizione jugosllave p\u00ebr ta mbrojtur Shqip\u00ebrin\u00eb jugore nga nj\u00eb sulm i mundsh\u00ebm &#8220;monarko-fashist\u00ebt&#8221; grek\u00eb. P\u00ebr Mosk\u00ebn kjo ishte e patolerueshme.<\/p>\n<p>Ky projekt u konsiderua si nj\u00eb p\u00ebrpjekje p\u00ebr t\u00eb mashtruar qeverin\u00eb sovjetike, ndon\u00ebse &#8220;<em>zot\u00ebria i Kremlinit (Stalini) ishte m\u00eb pak i shqet\u00ebsuar p\u00ebr vet\u00eb \u00e7\u00ebshtjen por m\u00eb tep\u00ebr p\u00ebr p\u00ebrpjekjen e mashtrimit t\u00eb atij si udh\u00ebheq\u00ebs i rendit politik<\/em>&#8220;.<sup>10<\/sup> Moska do t\u00eb kishte pranuar nj\u00eb federat\u00eb jugosllave-shqiptare n\u00ebn kontrollin sovjetik.<sup>11<\/sup> P\u00ebr shkak t\u00eb konfliktit t\u00eb Kominform-it (1948)<sup>12<\/sup> mes Mosk\u00ebs dhe Beogradit, ku Shqip\u00ebria mb\u00ebshteti an\u00ebn e Bashkimit Sovjetik, si dhe p\u00ebr arsye t\u00eb planit t\u00eb udh\u00ebheqjes jugosllave n\u00eb Beograd, p\u00ebr t\u00eb d\u00ebrguar trupa jugosllave, \u00e7oi n\u00eb nj\u00eb kthes\u00eb t\u00eb politik\u00ebs s\u00eb Mosk\u00ebs ndaj Shqip\u00ebris\u00eb, edhe pse Beogradi ndaloi d\u00ebrgimin e trupave jugosllave n\u00eb Shqip\u00ebri.<\/p>\n<p>Moska k\u00ebsaj situate i p\u00ebrgjigjet n\u00eb mars 1948 me d\u00ebrgimin e njer\u00ebzve t\u00eb besuesh\u00ebm n\u00eb Shqip\u00ebri. Me k\u00ebt\u00eb udh\u00ebheqja pro-jugosllave u pastrua shpejt pas prishjes s\u00eb marr\u00ebdh\u00ebnieve me Jugosllavin\u00eb dhe krahu pro-sovjetik\u00eb mori pushtetin.<sup>13<\/sup> Pas prishjes s\u00eb marr\u00ebdh\u00ebnieve me Mosk\u00ebn fillon p\u00ebrndjekja e stalinist\u00ebve n\u00eb Jugosllavi<sup>14<\/sup> e n\u00eb an\u00ebn tjet\u00ebr p\u00ebrndjekja e &#8220;<em>titist\u00ebve<\/em>&#8221; n\u00eb &#8220;<em>demokracit\u00eb e popullore<\/em>&#8221; si\u00a0Shqip\u00ebria, por edhe n\u00eb vende t\u00eb tjera. N\u00eb vjesht\u00ebn e vitit 1949, Bashkimi Sovjetik anuloi paktin e miq\u00ebsis\u00eb me Jugosllavin\u00eb dhe i k\u00ebrkohet ambasadorit jugosllav t\u00eb largohet nga vendi. <sup>15<\/sup><\/p>\n<p>N\u00eb k\u00ebt\u00eb koh\u00eb t\u00eb &#8220;<em>marr\u00ebdh\u00ebnieve t\u00eb ftohta<\/em>&#8221; \u00ebsht\u00eb interesante t\u00eb shikohet se si jan\u00eb par\u00eb marr\u00ebdh\u00ebniet jugosllave-shqiptare nga diplomacia zvicerane? Zvicra, si nj\u00eb shtet q\u00eb p\u00ebrdor neutralitetin, si nj\u00eb parim udh\u00ebzues n\u00eb politik\u00ebn e jashtme, kishte marr\u00eb informacion interesante dhe t\u00eb sakta duke i p\u00ebrfshir\u00eb edhe marr\u00ebdh\u00ebniet midis k\u00ebtyre dy vendeve. K\u00ebtu \u00ebsht\u00eb b\u00ebr\u00eb nj\u00eb p\u00ebrpjekje p\u00ebr t\u00eb dh\u00ebn\u00eb nj\u00eb pasqyr\u00eb t\u00eb marr\u00ebdh\u00ebnieve jugosllave-shqiptare sipas dosjeve t\u00eb diplomat\u00ebve zviceran\u00eb dhe si jan\u00eb vler\u00ebsuar k\u00ebto marr\u00ebdh\u00ebnie.
