Ma. Sergjio Mazreku<\/strong><\/p>\n<p>Ngecja e dy kahjeve t\u00eb politik\u00ebs shqiptare ka sjell\u00eb me vete dhe ngecjen e procesit zgjedhor dhe nj\u00eb ecuri normale t\u00eb gj\u00ebrave, duke mbartur me vete rrezikun e avragimit t\u00eb situat\u00ebs deri n\u00eb befje t\u00eb pad\u00ebshiruara, t\u00eb ngjashme me traumat kolektive t\u00eb vitit 1997. P\u00ebr fat t\u00eb keq, debati nuk mund t\u00eb reduktohet n\u00eb nj\u00eb debat procedurial dhe jurdik, si\u00e7 pretendon qeveria dhe as n\u00eb nj\u00eb ultimatum t\u00eb prer\u00eb, pa asnj\u00eb shans verifikimi, si\u00e7 pretendon opozita.<\/p>\n<p>Edi Rama e hodhi i pari dorashk\u00ebn e \u201cl\u00ebshimit\u201d, kur deklaroi n\u00eb Kongresin e Partis\u00eb Socialiste se do ta iniconte zgjedhjet e parakohshme n\u00eb shtator, n\u00ebse opozita fiton qoft\u00eb dhe nj\u00eb bashki m\u00eb tep\u00ebr nga socialist\u00ebt.<\/p>\n<p>Lideri i opozit\u00ebs Basha iu p\u00ebrgjigj me mosbesimin tashm\u00eb t\u00eb njohur se Kryeministri priste q\u00eb t\u2019i vidhte p\u00ebrs\u00ebri votat, q\u00eb t\u00eb deklaronte se ishte i pathyesh\u00ebm. Pak a shum\u00eb ky \u00ebsht\u00eb qarku i mbyllur ku \u201cvegjetojn\u00eb\u201d t\u00eb patundura dy forcat politike kund\u00ebrshtare, q\u00eb nuk i hapin rrug\u00eb nj\u00ebra tjetr\u00ebs.<br \/>\nN\u00eb k\u00ebt\u00eb rreth vicioz, ku v\u00ebrtiten dy kampet politike, nuk duken gjasa zgjidhjeje dhe n\u00ebse nuk dalin n\u00eb sken\u00eb qasje t\u00eb reja nga t\u00eb dyja pal\u00ebt ekziston rreziku i nj\u00eb konfrontimi civil, me pasoja.<\/p>\n<p>Si avokat dhe pinjoll i nj\u00eb familje historike, familjes s\u00eb Aqif Pash\u00eb Elbasanit, q\u00eb njihet si nj\u00eb politikan i djatht\u00eb por i komkompromiseve, p\u00ebr hir t\u00eb \u00e7\u00ebshtjeve madhore komb\u00ebtare, dhe gjithashtu st\u00ebrnip i Luigj Gurakuqit, me agjenda t\u00eb majta politike, Dua t\u00eb jap\u00eb mendimin tim modest, n\u00eb nj\u00eb qasje modeste politike, se si mund t\u00eb zgjidhej kjo kriz\u00eb, q\u00eb t\u00eb mos percipitonte n\u00eb gjendje bllokuese dhe n\u00eb kthim prapa t\u00eb proceseve demokratike.<\/p>\n<p>Nuk jam i angazhuar n\u00eb asnj\u00eb parti politike dhe interesi i vet\u00ebm q\u00eb kam n\u00eb k\u00ebt\u00eb mes \u00ebsht\u00eb interesi i t\u00eb gjith\u00eb shqiptar\u00ebve, q\u00eb duan t\u00eb jetojn\u00eb n\u00eb nj\u00eb vend normal dhe t\u00eb b\u00ebhen pjes\u00eb e pakthyeshme e agjend\u00ebs eurotlantike.<\/p>\n<p>Un\u00eb mendoj se Partia Socialiste \u00ebsht\u00eb nj\u00eb parti serioze q\u00eb ka ditur t\u00eb menaxhoj\u00eb krizat dhe t\u00eb sakrifikoj\u00eb n\u00eb em\u00ebr t\u00eb interesave m\u00eb t\u00eb larta se agjendat e saj t\u00eb pushtetit me \u00e7do kusht.<\/p>\n<p>Edhe Partia Demokratike, si parti e krijuar p\u00ebr t\u00eb thyer murin stalinist dyzet e pes\u00eb vje\u00e7ar, ka treguar se di t\u00eb jet\u00eb e hapur dhe e kompromiseve, kur e lyp nevoja, di t\u00eb l\u00ebshoj\u00eb nga vetja, t\u00eb shoh p\u00ebrtej hund\u00ebs s\u00eb saj, kur ka qen\u00eb puna n\u00eb em\u00ebr t\u00eb interesave t\u00eb vendit dhe vazhdim\u00ebsis\u00eb s\u00eb proceseve demokratike n\u00eb Shqip\u00ebri.<\/p>\n<p>Gjithashtu LSI-ja ka treguar n\u00eb vijim\u00ebsi t\u00eb aksionit t\u00eb saj politik se \u00ebsht\u00eb parti e marr\u00ebveshjeve n\u00eb dobi t\u00eb stabilitteit shoq\u00ebror dhe politik, duke ofruar gjithmon\u00eb agjenda politike kompromisi.<\/p>\n<p>Kriza ku \u00ebsht\u00eb mb\u00ebrthyer pretendimi i opozit\u00ebs \u00ebsht\u00eb kriza e besimit n\u00eb zgjedhje t\u00eb lira, p\u00ebr arsye t\u00eb pretendimit t\u00eb ngritur, t\u00eb mb\u00ebshtetur dhe nga dosje hetimi nga ana e Prokuroris\u00eb, p\u00ebr shitblerjen e votave.<\/p>\n<p>Duhet t\u00eb rikthehet besimi tek zgjedhjet e lira e t\u00eb ndershme dhe kjo nuk b\u00ebhet me fjal\u00eb dhe me retorikat e radh\u00ebs, por me akisone konkrete demokratike, liberale dhe emancipuese.<\/p>\n<p>Nuk duhet t\u00eb presim nga nd\u00ebrkomb\u00ebtar\u00ebt, pasi ata jan\u00eb lodhur duke na k\u00ebshilluar, jan\u00eb lodhur me asistenc\u00eb e me presione, duhet q\u00eb vet\u00eb klasa politike shqiptare, e cila n\u00eb momente de\u00e7izive p\u00ebr fatet e vendit ka treguar gjithmon\u00eb pjekuri e seriozitet, t\u2019i tregoj\u00eb k\u00ebto cil\u00ebsi t\u00eb saj p\u00ebrs\u00ebri, duke mos lejuar thellimin e kriz\u00ebs dhe krijimin e pasojave t\u00eb r\u00ebnda p\u00ebr fatet e demokracis\u00eb shqiptare dhe t\u00eb destinacionit europian t\u00eb shqiptar\u00ebve.<\/p>\n<p>Ka ardhur koha q\u00eb t\u00eb kemi nj\u00eb formul\u00eb t\u00eb re, ku t\u00eb l\u00ebshojn\u00eb di\u00e7ka t\u00eb dy krah\u00ebt e politik\u00ebs, p\u00ebr t\u00eb hyr\u00eb n\u00eb zgjedhjet lokale q\u00eb po trokasin dhe koha m\u00eb nuk pret.<\/p>\n<p>E v\u00ebrteta \u00ebsht\u00eb se marr\u00ebveshje nuk mund t\u00eb b\u00ebhet nga qeveria me opozit\u00ebn fiktive, t\u00eb krijuar me ngut n\u00eb nj\u00eb paralament tashm\u00eb problematik, me deputet\u00eb opozitar\u00eb t\u00eb \u201csajuar\u201d, por vet\u00ebm me opozit\u00ebn reale, opozit\u00ebn institucionale, e cila duhet t\u00eb ndihet realisht e p\u00ebrfaq\u00ebsuar n\u00eb rregullat e nj\u00eb loje t\u00eb ndershme e t\u00eb drejt\u00eb demokratike.<\/p>\n<p>Duhet nj\u00eb marr\u00ebveshje e re mes PS dhe PD, mes Kryeministrit dhe Kryeopozitarit. Mund t\u00eb krijohej struktura e nj\u00eb zv\/kryeministri pran\u00eb Ministris\u00eb s\u00eb Brendshme, q\u00eb t\u00eb merrej vet\u00ebm me menaxhimin e zgjedhjeve, pa pasur funksion dhe p\u00ebrgjegj\u00ebsi tjet\u00ebr administrative, detyr\u00eb q\u00eb mund ta kryente kreu i opozit\u00ebs, zoti Basha. T\u00eb krijohet vendi i nj\u00eb ministri t\u00eb brendsh\u00ebm special dhe i nj\u00eb ministri drejt\u00ebsie special, vet\u00ebm p\u00ebr menaxhimin e zgjedhjeve, q\u00eb t\u00eb mos kishte asnj\u00eb funksion tjet\u00ebr administrativ, detyra ku mund t\u00eb angazhoheshin figurat m\u00eb t\u00eb past\u00ebra t\u00eb PD-s\u00eb, si p.sh z. Bylykbashi dhe z. Alibeja, por dhe ndonj\u00eb figur\u00eb serioze e LSI-s\u00eb.<\/p>\n<p>Mbi t\u00eb gjitha t\u00eb krijohet nj\u00eb taks forc\u00eb e zgjeruar zgjedhore, me lidhje t\u00eb drejtp\u00ebrdrejta me prokurorit\u00eb n\u00eb qarqe dhe prokurorin\u00eb e p\u00ebrgjithshme, e kryesuar nga opozita, q\u00eb t\u00eb kontrollonte gjith\u00eb territorin p\u00ebr moslejimin e shitblerjes s\u00eb vot\u00ebs dhe n\u00eb raste kur kjo ndodhte t\u00eb kishte nd\u00ebshkime t\u00eb rrepta penale.<\/p>\n<p>Komisioner\u00ebt t\u00eb mos jen\u00eb m\u00eb militant\u00eb t\u00eb partive kryesore politike, t\u00eb opozit\u00ebs dhe mazhdoranc\u00ebs, por ekspert\u00eb me shkoll\u00eb t\u00eb lart\u00eb, kryesisht jurist\u00eb, t\u00eb cil\u00ebt t\u00eb mos lejojn\u00eb asnj\u00eb lloj shkelje n\u00eb procedurat standarde t\u00eb votimit, p\u00ebr t\u00eb garantuar zgjedhje t\u00eb lira dhe t\u00eb ndershme.<\/p>\n<p>K\u00ebto struktura lypset t\u00eb ngrihen dhe t\u00eb funskionojn\u00eb deri n\u00eb p\u00ebrmbylljen p\u00ebrfundimtare t\u00eb procesit zgjedhor.<\/p>\n<p>N\u00ebse mazhoranca do t\u00eb vazhdonte t\u00eb kishte mazhoranc\u00ebn edhe n\u00eb k\u00ebto zgjedhje lokale, nuk do t\u00eb kishte nevoj\u00eb p\u00ebr zgjedhje t\u00eb parakohshme. N\u00ebse mazoranca n\u00eb k\u00ebto zgjedhje del n\u00eb opozit\u00eb, si\u00e7 dhe deklaroi vet\u00eb Kryministri, do t\u00eb \u00e7elej rruga p\u00ebr zgjedhje t\u00eb parakohshme.<\/p>\n<p>Kjo formul\u00eb zgjedhore mund t\u00eb vazhdoj\u00eb jo vet\u00ebm n\u00eb k\u00ebto zgjedhje, por sa her\u00eb t\u00eb ket\u00eb zgedhje, deri sa t\u00eb vendoset besimi midis pal\u00ebve politike dhe t\u00eb ecet n\u00eb procedura e rrug\u00eb normale zgjedhore.<\/p>\n<blockquote><p><em>D\u00ebrgoi p\u00ebr publikim, <strong><a href=\"mailto:denihata01@hotmail.com\">Denis Hata<\/a><\/strong>, gazetar<\/em><\/p><\/blockquote>\n","protected":false},"excerpt":{"rendered":"<p>Nga Av.
