Revista amerikane \u201cNational Interest\u201d \u2013 e cila del dy her\u00eb n\u00eb muaj e q\u00eb botohet nga \u201cCenter for National Interest\u201d &#8212; e konsideron veten si nj\u00eb revist\u00eb q\u00eb promovon nj\u00eb politik\u00eb t\u00eb jashtme realiste, megjith\u00ebse n\u00eb mbulimin e subjekteve nuk kufizohet krejt\u00ebsisht, mbi politik\u00ebn e jashtme.<\/p>\n<p>N\u00eb artikulllin e tyre, tre ekspert\u00ebt e njohur amerikan\u00eb t\u00eb \u00e7\u00ebshtjeve q\u00eb kan\u00eb t\u00eb b\u00ebjn\u00eb me politikat ndaj vendeve t\u00eb Ballkanit Per\u00ebndimor, shprehen se deri m\u00eb tani Evropa dhe Shtetet e Bashkuara jan\u00eb p\u00ebrpjekur t\u00eb rregullojn\u00eb pun\u00ebt e Ballkanit Per\u00ebndimor, por pa sukses, nd\u00ebrkoh\u00eb q\u00eb b\u00ebjn\u00eb thirrje p\u00ebr nj\u00eb mekaniz\u00ebm t\u00eb ri, duke th\u00ebn\u00eb se ndaj k\u00ebtij rajoni tani nevojitet, \u201cNj\u00eb politik\u00eb q\u00eb pranon seriozitetin e problemeve, ndon\u00ebse do t\u00eb marr\u00eb nj\u00eb koh\u00eb t\u00eb gjat\u00eb si edhe burime t\u00eb konsiderueshme, p\u00ebr t\u2019i zgjidhur problemet e shum\u00ebta t\u00eb rajonit.\u201d<\/p>\n<p>Zot\u00ebrinjt Wisner, Munter dhe Prelec shkruajn\u00eb se n\u00eb samitin e koh\u00ebve t\u00eb fundit q\u00eb u mbajt n\u00eb Berlin, udh\u00ebheqsit e Franc\u00ebs dhe t\u00eb Gjermanis\u00eb u bind\u00ebn se duhet t\u00eb p\u00ebrqendrohen mbi zgjidhjet reale t\u00eb problemeve q\u00eb kan\u00eb pllakosur vendet e Ballkanit Pe\u00ebrndimor. \u201cVizioni i \u2018nj\u00eb Evrope t\u00eb lir\u00eb, t\u00eb t\u00ebr\u00eb dhe n\u00eb paqe\u2019, nuk \u00ebsht\u00eb realizuar ende n\u00eb rajonin q\u00eb tani e quajm\u00eb Ballkani Per\u00ebndimor.\u201d Nd\u00ebrsa ata thon\u00eb se gj\u00ebndja n\u00eb \u201cBosnje, Kosov\u00eb, Serbi, Maqedonin\u00eb e Veriut dhe n\u00eb Mal t\u00eb Zi \u00ebsht\u00eb e qet\u00eb\u201d, eskpert\u00ebt n\u00eb fjal\u00eb paralajm\u00ebrojn\u00eb nj\u00ebkoh\u00ebsisht, se kjo \u201c\u00ebsht\u00eb nj\u00eb qet\u00ebsi e rrejshme\u201d, duke u shprehur se, \u201cRajoni ka probleme t\u00eb m\u00ebdha, t\u00eb cilat mund t\u00eb p\u00ebrhapen n\u00eb pjes\u00eb t\u00eb tjera t\u00eb Evrop\u00ebs dhe si rrjedhim t\u00eb prekin edhe interesat dhe sigurin\u00eb edhe t\u00eb Shteteve t\u00eb Bashkuara.\u201d P\u00ebrve\u00e7 problemeve me t\u00eb cilat p\u00ebrballen vendet e k\u00ebtij rajoni, p\u00ebrfshir\u00eb sipas tyre edhe korrupsionin e p\u00ebrhersh\u00ebm, tre ekspert\u00ebt amerikan\u00eb p\u00ebrmendin gjithashtu edhe influenc\u00ebn negative t\u00eb Rusis\u00eb n\u00eb rajon, si nj\u00eb prej problemeve me t\u00eb cilat p\u00ebrballen vendet e Ballkanit Per\u00ebndimor.<\/p>\n<p>Ata thek\u00ebsojn\u00eb se p\u00ebrpjekjet, n\u00eb t\u00eb kaluar\u00ebn, p\u00ebr t\u00eb zgjidhur problemet e k\u00ebtij rajoni kan\u00eb d\u00ebshtuar p\u00ebr arsye t\u00eb injorimit t\u00eb problemeve reale dhe p\u00ebr shkak t\u00eb p\u00ebrpjekjeve t\u00eb ngutshme p\u00ebr t\u00eb arritur shum\u00eb, brenda nj\u00eb kohe t\u00eb shkurt\u00ebr. \u201cP\u00ebr vite me radh\u00eb, Evropa dhe Shtetet e Bashkuara kan\u00eb inkurajuar udh\u00ebheqsit vendor q\u00eb t\u00eb largonin v\u00ebmendjen nga problemet m\u00eb t\u00eb m\u00ebdha t\u00eb rajonit \u2013 gj\u00eb q\u00eb shkaktoi konflikte serioze midis tyre \u2013 e t\u00eb merreshin me pun\u00ebn teknike dhe politike t\u00eb procesit t\u00eb integrimit n\u00eb Bashkimin Evropian dhe n\u00eb NATO. Shpresohej\u201d, shkruajn\u00eb tre ekspert\u00ebt amerikan\u00eb t\u00eb pun\u00ebve ballkanike se, \u201cn\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb do t\u00eb zbuteshin q\u00ebndrimet e pal\u00ebve ndaj konflikteve m\u00eb serioze midis tyre, duke b\u00ebr\u00eb t\u00eb mundur, eventualisht, zgjidhjen e tyre.\u201d<\/p>\n<p>Ata jan\u00eb t\u00eb mendimit se, \u201cK\u00ebto probleme nuk mund t\u00eb zgjidhen shpejt dhe as nuk do t\u00eb zhduken menj\u00ebher\u00eb, megjith\u00ebse vendet e Ballkanit vazhdojn\u00eb p\u00ebrpjekjet e tyre p\u00ebr an\u00ebtar\u00ebsim n\u00eb Bashkimin Evropian. Zgjidhja e k\u00ebtyre problemeve nevojit\u00eb v\u00ebmendje t\u00eb vazhdueshme dhe t\u00eb durueshme, p\u00ebr nj\u00eb koh\u00eb t\u00eb gjat\u00eb nga shum\u00eb persona, t\u00eb udh\u00ebhequr nga aktor\u00eb vendas, me mb\u00ebshtetjen e Evrop\u00ebs dhe t\u00eb Shteteve t\u00eb Bashkuara\u201d, shkruajn\u00eb zot\u00ebrinjt\u00eb Frank Wisner, Cameron Munter dhe Marko Prelec, n\u00eb revist\u00ebn amerikane National Interest (Interesi Komb\u00ebtar).<\/p>\n<p>Ata b\u00ebjn\u00eb thirrje p\u00ebr vazhdimin e p\u00ebrpjekjeve p\u00ebr t\u00eb gjetur zgjidhje t\u00eb k\u00ebtyre problemeve, por ata propozojn\u00eb q\u00eb k\u00ebto p\u00ebrpjekje duhet t\u00eb b\u00ebhen larg kamerave t\u00eb televizionit dhe pa prit\u00ebshm\u00ebri jo reale p\u00ebr suksesin e tyre. Ata i b\u00ebjn\u00eb thirrje gjithashtu Evrop\u00ebs se &#8212; nd\u00ebrsa vazhdojn\u00eb p\u00ebrpjekjet p\u00ebr zgjidhjen e problemeve t\u00eb Ballkanit Per\u00ebndimor dhe p\u00ebr an\u00ebtar\u00ebsimin e tyre n\u00eb Bashkimin Evropian dhe n\u00eb NATO \u2013 Bashkimi Evropian duhet t\u00eb ndihmoj\u00eb vendet e rajonit q\u00eb t\u00eb rivendosin lidhjet e tyre me pjes\u00ebn tjet\u00ebr t\u00eb kontinentit.<\/p>\n<p>Ata besojn\u00eb se integrimi i Ballkanit Per\u00ebndimor n\u00eb strukturat ekonomike, politike dhe t\u00eb siguris\u00eb per\u00ebndimore mbetet gjithnj\u00eb nj\u00eb objektiv i denj\u00eb dhe jetik p\u00ebr vednet e ktij rajoni. Por si ekspert\u00eb t\u00eb pun\u00ebve t\u00eb rajonit t\u00eb Ballkanit Per\u00ebndimor, ata shkruajn\u00eb se integrimi i tyre nuk do t\u00eb ndodh\u00eb shpejt, nd\u00ebrkoh\u00eb q\u00eb duke u bazuar n\u00eb p\u00ebrvoj\u00ebn e tyre prej dekadash n\u00eb at\u00eb rajon, tre ekspert\u00ebt amerikan\u00eb, paralajm\u00ebrojn\u00eb se integrimi n\u00eb vetvete i k\u00ebtyre vendeve, nuk do t\u00eb zgjidh\u00eb problemet politike t\u00eb rajonit. \u201cNATO dhe Bashkimi Evropian mund t\u00eb pranojn\u00eb n\u00eb radh\u00ebt e tyre vet\u00ebm shtete normale, n\u00eb paq\u00eb me vetveten dhe me fqinjt\u00eb e tyre\u2026Askush nuk d\u00ebshiron nj\u00eb partner p\u00ebr t\u00eb cilin rregullat e shtetit ligjor i konsiderojn\u00eb si tallje dhe fqinjt\u00eb e t\u00eb cil\u00ebve, p\u00ebr ta, jan\u00eb armiq t\u00eb p\u00ebrbetuar\u201d, shkruajn\u00eb tre specialist\u00ebt amerikan\u00eb.<\/p>\n<p>Ata i p\u00ebrfundojn\u00eb komentet e tyre mbi problemet dhe sfidat me t\u00eb cilat p\u00ebrballen vendet e Ballkanit Per\u00ebndimor si dhe politika dhe diplomacia per\u00ebndimore ndaj k\u00ebtij rajoni, duke u shprehur se p\u00ebr zgjidhjen e sfidave n\u00eb at\u00eb pjes\u00eb t\u00eb Evrop\u00ebs nevojitet nj\u00eb nism\u00eb ose nj\u00eb mekaniz\u00ebm i ri, \u201cNuk mjafton q\u00eb p\u00ebr zgjidhjen e sfidave n\u00eb Ballkanin Per\u00ebndimor, t\u00eb varemi gjithnj\u00eb n\u00eb proceset e deritanishme.
