XHABIR ZEJNUNI<\/strong><\/p>\n<p>K\u00ebto dit\u00eb (dhe net\u00eb!), nga opozita jasht\u00eb parlamentare po diskutohet (por, po k\u00ebrkohet edhe n\u00eb shesh me shum\u00eb \u201czjarr\u201d!) shtyrja e zgjedhjeve lokale dhe krijimi i nj\u00eb Qeverie Tranzitore, e cila t\u00eb mund\u00ebsoj\u00eb krijimin e kushteve t\u00eb rregullta t\u00eb zgjedhjeve t\u00eb ardhshme parlamentare. Shpresohet dhe urohet q\u00eb k\u00ebto zgjedhje parlamentare t\u00eb jen\u00eb m\u00eb n\u00eb fund t\u00eb ndershme!<\/p>\n<p>Opozita jasht\u00eb parlamentare, si k\u00ebrkes\u00eb par\u00ebsore ka dor\u00ebheqjen e Ram\u00ebs nga posti i Kryeministrit. Kaq mund t\u00eb k\u00ebrkoj\u00eb opozita, e cila mendon se me k\u00ebt\u00eb dor\u00ebheqje Rama do dob\u00ebsohet (por, jo nga sh\u00ebndeti!). N\u00eb k\u00ebt\u00eb rast, opozita jasht\u00eb parlamentare mendon q\u00eb t\u2019i heq\u00eb Ram\u00ebs nga duart\u00eb vet\u00ebm nj\u00eb let\u00ebr nga loja e pokerit politik q\u00eb po luhet aktualisht. Por, edhe k\u00ebshtu Rama ka n\u00eb dor\u00eb m\u00eb shum\u00eb letra se sa opozita jasht\u00eb parlamentare. Ai \u00ebsht\u00eb Kryetar i Partis\u00eb Socialiste n\u00eb pushtet.<\/p>\n<p>Por, \u00ebsht\u00eb edhe deputet n\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb. Nd\u00ebrsa opozit\u00ebs jasht\u00eb parlamentare i mungon letra kryesore p\u00ebr t\u00eb luajtur, e cila \u00ebsht\u00eb mandati i deputetit, t\u00eb cil\u00ebs ajo ja \u201cvuri flak\u00ebn\u201d n\u00eb shkurt t\u00eb k\u00ebtij viti! U mendua se vendet bosh n\u00eb Parlament nuk do plot\u00ebsoheshin nga lista rendit\u00ebse! Por, si p\u00ebr \u00e7udi n\u00eb Parlament hyn\u00eb gati 40 deputet\u00eb t\u00eb rinj, t\u00eb cil\u00ebt nuk ju bind\u00ebn diktatit t\u00eb partive t\u00eb tyre. Plus Murrizit (t\u00eb cilit ja b\u00ebn\u00eb kurrizin m\u00eb t\u00eb but\u00eb se sa barkun!) dhe Hajdarit q\u00eb nuk e dor\u00ebzuan mandatin e tyre.<\/p>\n<p>Duhet pohuar se pranimi i mandateve, i dha nj\u00eb legjitimitet Parlamentit aktual. Por, nga ana tjet\u00ebr opozita jasht\u00eb parlamentare nuk po i njeh deputet\u00ebt e rinj (jo vet\u00ebm n\u00eb mosh\u00eb!) dhe madje po i anatemon ata. Por, k\u00ebtu kemi nj\u00eb kontradiksion t\u00eb pariparuesh\u00ebm. Kemi nj\u00eb opozit\u00eb de facto jasht\u00eb parlamemtare dhe kemi nj\u00eb opozit\u00eb de jure n\u00eb Parlament, q\u00eb p\u00ebr momentin nuk kan\u00eb lidhje mes tyre!<\/p>\n<p><img decoding=\"async\" class=\"aligncenter\" title=\"Rama - Basha, karikatur\u00eb\" src=\"https:\/\/fjala.info\/2019\/rama_basha_karikature.jpg\" alt=\"\" width=\"800\" border=\"0\" \/><\/p>\n<p>N\u00ebse do kemi nj\u00eb Qeveri Tranzitore, do thot\u00eb q\u00eb n\u00eb tratativa do p\u00ebrfshihet opozita jasht\u00eb parlamentare de facto dhe pozita aktuale parlamentare. Po opozita parlamentare de jure do p\u00ebrfshihet n\u00eb tratativa? N\u00ebse po, me \u00e7far\u00eb \u00c7MIMI do b\u00ebhen k\u00ebto tratativa?<\/p>\n<p>Pasi vet\u00eb opozita aktuale parlamentare de jure \u00ebsht\u00eb m\u00eb se e vet\u00ebdijshme q\u00eb ajo \u00ebsht\u00eb nj\u00eb opozit\u00eb tranzitore, duke qen\u00eb se n\u00eb zgjedhjet e ardhshme ajo nuk do p\u00ebrfshihet n\u00eb listat p\u00ebrkat\u00ebse t\u00eb kandidat\u00ebve! Pasi v\u00ebshtir\u00eb se do i leverdis\u00eb partive ndryshimi i ndryshimeve kushtetuese t\u00eb prillit t\u00eb vitit 2008!<\/p>\n<p>Po ashtu, kjo situate politike k\u00ebrkon edhe nj\u00eb garanci tjet\u00ebr n\u00eb k\u00ebt\u00eb periudh\u00eb tranzitive, e cila ka t\u00eb b\u00ebj\u00eb me zgjedhjen e nj\u00eb Kryeprokurori t\u00eb ri (\u201ctri partizan\u201d!).<\/p>\n<p>Q\u00eb do thot\u00eb se vendi m\u00eb n\u00eb fund duhet t\u00eb ket\u00eb nj\u00eb KRYEPROKUROR t\u00eb VERTET\u00cb, i cili t\u00eb jet\u00eb jasht\u00eb ndikimeve politike dhe jo si \u201cshefja aktuale e kuadrit t\u00eb Prokuroris\u00eb s\u00eb P\u00ebrgjithshme\u201d, apo paraardh\u00ebsi i saj tashm\u00eb n\u00eb syrgjyn! Pra, do duhet t\u00eb zgjedhet nj\u00eb profesionist me an\u00eb t\u00eb votimit n\u00eb Parlament.<\/p>\n<p>Ligji Nr. 97\/2016, \u201c<em>P\u00ebr organizmimin dhe funksionimin e Prokuroris\u00eb n\u00eb Republik\u00ebn e Shqip\u00ebris\u00eb<\/em>\u201d, tek neni 35, par. 2, disponon se \u201c<em>Prokurori i P\u00ebrgjithsh\u00ebm em\u00ebrohet n\u00eb p\u00ebrputhje me nenin 148\/a t\u00eb Kushtetut\u00ebs<\/em>\u201d.<\/p>\n<p>Por, sipas nenit 148\/a t\u00eb Ligjit Nr. 76\/2016 (ndryshimet kushtetuese!) t\u00eb votuara nga 100% e deputet\u00ebve, \u201c<em>Prokurori i P\u00ebrgjithsh\u00ebm zgjidhet me TRE t\u00eb PESTAT e an\u00ebtar\u00ebve t\u00eb Kuvendit, mes tre kandidat\u00ebve t\u00eb propozuar nga K\u00ebshilli i Lart\u00eb i Prokuroris\u00eb, p\u00ebr nj\u00eb mandat 7-vje\u00e7ar dhe pa t\u00eb drejt\u00eb riem\u00ebrimi<\/em>\u201d. Pra, do nevojiten 84 vota, q\u00eb PS-ja aktualisht nuk i ka.<\/p>\n<p>Por, edhe k\u00ebtij ng\u00ebr\u00e7i i \u00ebsht\u00eb gjetur \u201cila\u00e7i\u201d! N\u00ebse nuk zgjidhet Kryeprokurori, at\u00ebher\u00eb n\u00eb \u201cndihm\u00eb\u201d na vjen par. 2, i cili disponon se \u201c<em>N\u00ebse Kuvendi nuk zgjedh Prokurorin e P\u00ebrgjithsh\u00ebm brenda 30 dit\u00ebve nga paraqitja e propozimeve, kandidati i renditur i pari nga K\u00ebshilli i Lart\u00eb i Prokuroris\u00eb shpallet i em\u00ebruar<\/em>\u201d. Fantastike! Q\u00eb do thot\u00eb se n\u00eb k\u00ebt\u00eb rast vota e \u201ctradh\u00ebtar\u00ebve\u201d nuk do nevojitet fare!<\/p>\n<p>Por, k\u00ebtu lind nj\u00eb pyetje e sikletshme: \u201c<em>E n\u00ebse e PARA n\u00eb list\u00eb, do renditet \u201cshefja AKTUALE e Kuadrit t\u00eb Prokuroris\u00eb<\/em>\u201d, si do i b\u00ebhet hallit?!<br \/>\nDhe pyetja vijuese: \u201c<em>A do ket\u00eb aq forc\u00eb opozita jasht\u00eb parlamentare q\u00eb t\u00eb mund\u00ebsoj\u00eb renditjen e saj n\u00eb list\u00eb m\u00eb posht\u00eb se vendi i par\u00eb<\/em>\u201d? P\u00ebr efekte \u201csigurie\u201d natyrisht!<\/p>\n<p>N\u00ebse problemi i Kryeprokurorit (res) edhe mund t\u00eb zgjidhet, kjo gj\u00eb nuk mund t\u00eb arrihet p\u00ebr ligjet e tjera, ku do nevojitet patjet\u00ebr shumica e CIL\u00cbSUAR. Si\u00e7 eshte KODI ZGJEDHOR p\u00ebr shembull, t\u00eb cilin opozita k\u00ebrkon ta ndryshoj\u00eb.<\/p>\n<p>Do kemi shum\u00eb skena kontradiktore dhe komike n\u00eb t\u00eb ardhmen n\u00ebse do krijohet nj\u00eb Qeveri Tranzitore. Opozita jasht\u00eb parlamentare de facto, do b\u00ebj\u00eb sugjerime dhe propozime, t\u00eb cilat do duhet t\u00eb votohen jo vet\u00ebm nga pozita socialiste parlamentare, por edhe nga opozita \u201ctradh\u00ebtare\u201d de jure.<\/p>\n<p>Do jet\u00eb kaq \u201cbujare\u201d at\u00ebher\u00eb opozita \u201ctradh\u00ebtare\u201d de jure t\u00eb votoj\u00eb k\u00ebto ligje, apo ndryshime ligjore, pa marr\u00eb ajo asgj\u00eb n\u00eb k\u00ebmbim?! Apo do kemi nj\u00eb \u201cpajtim\u201d p\u00ebr hir t\u00eb demokracis\u00eb dhe popullit \u201csovran\u201d mes dy opozitave: de facto dhe de jure?! Minimumi q\u00eb mund t\u00eb k\u00ebrkoj\u00eb opozita \u201ctradh\u00ebtare\u201d, do jet\u00eb p\u00ebrfshirja e saj n\u00eb vendet e para t\u00eb listave t\u00eb zgjedhjeve t\u00eb ardhshme parlamentare.<\/p>\n<p>Kjo k\u00ebrkes\u00eb do shoq\u00ebrohet me \u201cgarancit\u00eb p\u00ebrkat\u00ebse dhe t\u00eb nevojshme\u201d dhe nuk do mjaftohet vet\u00ebm me \u201cshtr\u00ebngime duarsh mes burrash\u201d! Pasi burr\u00ebria n\u00eb politik\u00eb nuk ekziston! Por, n\u00eb k\u00ebt\u00eb rast, do rrezikohej shum\u00eb p\u00ebrfaq\u00ebsimi n\u00eb Parlamentin e ardhsh\u00ebm i \u201csenator\u00ebve\u201d aktual\u00eb t\u00eb opozit\u00ebs jasht\u00eb parlamentare. Do jen\u00eb dakord apo \u201cbujar\u00eb\u201d ata q\u00eb t\u00eb rrezikojn\u00eb kaq shum\u00eb p\u00ebr hir t\u00eb demokracis\u00eb p\u00ebrfqa\u00ebsimin e tyre n\u00eb Parlamentin e ardhsh\u00ebm?!<\/p>\n<p>Fakti m\u00eb lart, lidhet edhe me nj\u00eb fakt tjet\u00ebr. Me 29 prill, 5 partit\u00eb e vogla t\u00eb koalicionit opozitar bashk\u00eb me PD-n\u00eb dhe LSI-n\u00eb, paraqit\u00ebn nj\u00eb platform\u00eb me 12 pika, ku pika m\u00eb e realizueshme duket se \u00ebsht\u00eb pika 8, e cila me shum\u00eb t\u00eb drejt\u00eb k\u00ebrkon \u201dKufizimin e mandatit t\u00eb Kryeministrit dhe t\u00eb deputet\u00ebve\u201d. Shum\u00eb dakord. N\u00eb k\u00ebt\u00eb rast, socialist\u00ebt mund t\u00eb tregohen shum\u00eb zem\u00ebrgjer\u00eb p\u00ebr t\u00eb propozuar dhe realizuar \u201ckufizimin e mandatit t\u00eb deputet\u00ebve\u201d.<\/p>\n<p>P\u00ebr shembull, DY (ose tri!) mandate. Do jet\u00eb dakord at\u00ebher\u00eb opozita de facto me k\u00ebt\u00eb ndryshim kushtetues dhe ligjor? Ose m\u00eb sakt\u00eb senator\u00ebt e saj?<br \/>\nNga sa m\u00eb lart, rrjedh se opozita ka b\u00ebr\u00eb GABIM FATAL q\u00eb ja ka \u201cv\u00ebn\u00eb flak\u00ebn\u201d mandateve parlamentare! Do duhen shum\u00eb vite p\u00ebr t\u00eb fituar koh\u00ebn e humbur. Jo p\u00ebr opozit\u00ebn dhe politik\u00ebn n\u00eb k\u00ebte rast, por p\u00ebr popullin \u201csovran\u201d.<\/p>\n<p>P\u00ebr t\u00eb mos th\u00ebn\u00eb se kjo humbje kohe i ka leverdisur dhe do i leverdis\u00eb akoma n\u00eb vijim ortak\u00ebris\u00eb politike p\u00ebr arsye q\u00eb dihen (&#8230;)!<\/p>\n<p>Komplimenti.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>AV.
