N\u00eb nivel rajonal, nj\u00eb Shqip\u00ebri e paq\u00ebndrueshme do t\u00eb ndihmoj\u00eb Mosk\u00ebn n\u00eb fushat\u00ebn e saj p\u00ebr t\u00eb destabilizuar dhe delegjitimizuar Kosov\u00ebn si nj\u00eb shtet t\u00eb pavarur. Zyrtar\u00ebt e Kremlinit do t\u00eb inkurajojn\u00eb nacionalizmin serb dhe pretendimet e Beogradit p\u00ebr territorin kosovar me pretekstin e parandalimit t\u00eb p\u00ebrs\u00ebritjes t\u00eb nj\u00eb skenari si ai i Shqip\u00ebris\u00eb n\u00eb Kosov\u00eb. P\u00ebr m\u00eb tep\u00ebr, bisedimet midis Beogradit dhe Prishtin\u00ebs p\u00ebr normalizimin bilateral mund t\u00eb q\u00ebndrojn\u00eb pafund\u00ebsisht \u2018t\u00eb ngrira\u2019.<\/p>\n

Kriza n\u00eb Shqip\u00ebri do t\u00eb p\u00ebrdorej nga Moska edhe p\u00ebr t\u00eb destabilizuar Maqedonin\u00eb e Veriut dhe p\u00ebr t\u00eb parandaluar hyrjen e saj n\u00eb NATO. Si mediat ashtu edhe zyrtar\u00ebt e shtetit rus do t\u00eb inkurajojn\u00eb nacionalizmin maqedonas si nj\u00eb vet\u00ebmbrojtje ndaj radikalizimit t\u00eb supozuar shqiptar dhe do t\u00eb p\u00ebrpiqen t\u00eb p\u00ebrkeq\u00ebsojn\u00eb marr\u00ebdh\u00ebniet nd\u00ebretnike si dhe t\u00eb prishin qeverin\u00eb e koalicionit n\u00eb Shkup. Ata do ta quajn\u00eb hyrjen n\u00eb NATO nj\u00eb recet\u00eb p\u00ebr konflikt edhe m\u00eb t\u00eb madh, i cili nuk mund t\u00eb parandaloj\u00eb nj\u00eb sulm potencial mbi kufijt\u00eb shtet\u00ebror\u00eb.<\/p>\n

Destabiliteti i Shqip\u00ebris\u00eb mund t\u00eb \u2018eksportohet\u2019 edhe n\u00eb Mal t\u00eb Zi, pasi Putini mund t\u00eb k\u00ebrkoj\u00eb t\u00eb hakmerret p\u00ebr grushtin e d\u00ebshtuar t\u00eb shtetit t\u00eb orkestruar nga ai kund\u00ebr qeveris\u00eb pro-per\u00ebndimore n\u00eb tetor 2016. Militantizmi mund t\u00eb nxitet brenda t\u00eb gjith\u00eb grupeve etnike si nj\u00eb m\u00ebnyr\u00eb p\u00ebr t\u00eb dob\u00ebsuar shtetin malazez dhe suporti ndaj nacionalist\u00ebve serb\u00eb pro-rus\u00eb mund intensifikohet.<\/p>\n

Q\u00eb nga r\u00ebnia e komunizmit n\u00eb fillim t\u00eb viteve 1990, Rusia e ka rritur n\u00eb m\u00ebnyr\u00eb dometh\u00ebn\u00eb sesi pranin\u00eb e saj diplomatike edhe at\u00eb t\u00eb spiun\u00ebve n\u00eb Shqip\u00ebri. Ashtu si n\u00eb shtetet e tjera evropiane, Moska ndjek rrug\u00ebn e dep\u00ebrtimit n\u00eb sh\u00ebrbimet lokale t\u00eb inteligjenc\u00ebs, shoqatave t\u00eb biznesit, qarqeve politike, organizatave mediatike, rrjeteve akademike dhe grupeve t\u00eb shoq\u00ebris\u00eb civile.<\/p>\n

Me ose pa nj\u00eb konflikt t\u00eb mir\u00ebfillt\u00eb n\u00eb Shqip\u00ebri, Moska po k\u00ebrkon t\u00eb intensifikoj\u00eb lidhjet e saj me aktor\u00eb t\u00eb ndrysh\u00ebm politik\u00eb, ekonomik\u00eb dhe social\u00eb, n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb ul\u00eb mb\u00ebshtetjen p\u00ebr NATO-n dhe BE-n\u00eb. N\u00eb rast krize institucionale apo t\u00eb k\u00ebrc\u00ebnimit t\u00eb demokracis\u00eb n\u00eb shtetet m\u00eb pak t\u00eb mbrojtura t\u00eb Evrop\u00ebs, Rusia shfryt\u00ebzon ato figura politike q\u00eb kan\u00eb m\u00eb shum\u00eb p\u00ebr zem\u00ebr metodat autoritare t\u00eb qeverisjes ose sponsorizon grupe t\u00eb armatosura t\u00eb vet\u00eb-mbrojtjes n\u00eb pjes\u00eb t\u00eb ndryshme t\u00eb vendit, me q\u00ebllim minimin e qeveris\u00eb. N\u00ebse autoriteti shtet\u00ebror (i vendit n\u00eb fjal\u00eb) d\u00ebmtohet, Moska, madje, mund t\u00eb interferoj\u00eb si forc\u00eb nd\u00ebrmjet\u00ebse ose paqeruajt\u00ebse.<\/p>\n

Shqip\u00ebria sigurisht q\u00eb nuk ka imunitet ndaj parave t\u00eb korrupsionit apo dep\u00ebrtimit t\u00eb organizatave kriminale t\u00eb lidhura me sh\u00ebrbimet e inteligjenc\u00ebs ruse. Ata do t\u00eb p\u00ebrdorin shansin e pasiguris\u00eb politike, trazirave sociale dhe t\u00eb nj\u00eb sistemi t\u00eb dob\u00ebt ligjor p\u00ebr t\u00eb zgjeruar shtrirjen e tyre, dhe p\u00ebr t\u2019i dh\u00ebn\u00eb ryshfet ose p\u00ebr t\u2019i shantazhuar sh\u00ebnjestrat e tyre politike.<\/p>\n

Nj\u00eb objektiv i r\u00ebnd\u00ebsish\u00ebm i nd\u00ebrhyrjes ruse n\u00eb Ballkan jan\u00eb t\u00eb rinjt\u00eb q\u00eb kan\u00eb pak ose aspak kujtime t\u00eb komunizmit apo sovjetizmit. Ata jan\u00eb m\u00eb t\u00eb prirur sesa gjeneratat m\u00eb t\u00eb vjetra ndaj dezinformimit t\u00eb Mosk\u00ebs n\u00ebp\u00ebrmjet stimujve financiar\u00eb dhe turizmit politik. Kjo \u00ebsht\u00eb nj\u00eb metod\u00eb si e predikuesve selefist\u00eb, q\u00eb i futin musliman\u00ebt e rinj fetar\u00eb n\u00eb rrjetet e tyre t\u00eb propagand\u00ebs anti-per\u00ebndimore dhe aktivizmit t\u00eb dhunsh\u00ebm.<\/p>\n

P\u00ebr shembull, ambasada ruse n\u00eb Tiran\u00eb kultivon lidhje sociale dhe kulturore me t\u00eb rinjt\u00eb e talentuar shqiptar\u00eb dhe po i ushqen ata si mb\u00ebshtet\u00ebs t\u00eb ardhsh\u00ebm t\u00eb politikave t\u00eb Kremlinit. Kjo \u00ebsht\u00eb e dukshme n\u00eb programin e \u201cForumit Nd\u00ebrkomb\u00ebtar t\u00eb Rinis\u00eb\u201d t\u00eb sponsorizuar nga shteti rus. Ky program d\u00ebrgon t\u00eb rinj t\u00eb mir\u00eb-arsimuar shqiptar\u00eb dhe nga vendet e tjera t\u00eb Ballkani n\u00eb So\u00e7i t\u00eb Rusis\u00eb, ku ata marrin nj\u00eb doz\u00eb t\u00eb fort\u00eb indoktrinimi, t\u00eb ngjashme me at\u00eb t\u00eb koh\u00ebve sovjetike.<\/p>\n

Moska, gjithashtu, do t\u00eb vazhdoj\u00eb t\u00eb k\u00ebrkoje rrug\u00eb nd\u00ebrhyrjeje n\u00eb mediat shqiptare, duke llogaritur se ajo mund t\u00eb ul\u00eb pro-amerikanizmin e popullit dhe angazhimet politike dhe ushtarake n\u00eb NATO (t\u00eb vendit). Pak arritje t\u00eb Mosk\u00ebs n\u00eb Ballkan mund t\u00eb ishin m\u00eb t\u00eb m\u00ebdha sesa kthimi i Shqip\u00ebris\u00eb nga nj\u00eb aleat i besuesh\u00ebm i Amerik\u00ebs n\u00eb nj\u00eb komb t\u00eb paq\u00ebndruesh\u00ebm me konflikte t\u00eb brendshme, n\u00eb t\u00eb cilin NATO nuk mund t\u00eb ket\u00eb m\u00eb besim dhe t\u00eb cilin BE nuk e do.<\/p>\n

MOSCOW PROFITSFROM ALBANIA UNREST<\/h3>\n

Russia will be the main international beneficiary if Albania slides toward domestic conflict and instability. Moscow thrives on political crises in any European state. It can increase its various influences wheninstitutions weaken, law and order breaks down, conflicting political factionsbecome more receptive to outside assistance, and Western powers are embroiled in conflict management.<\/p>\n

At the level of propaganda and disinformation, Russia will depict political violence or institutional breakdown in Albania as another failure of the West. Such a destructive scenario will be used by the Kremlin to amplify the message that NATO membership cannot ensure security and that the European Union cannot promote prosperity.<\/p>\n

Russian-owned media outlets, fellow travelers in Western states, and pro-Moscow influencers in extensive social networks will question and undermine the continuing existence of NATO. They will also dismiss the rationale of maintaining a close relationship with the United States. If a staunchly pro-American Albania cannot ensure its security and stability with US assistancethen allegedly no country can rely on Washington as its close friend and ally.<\/p>\n

At the regional level, an unstable Albania will assist Moscow in its campaign to destabilize and delegitimize Kosova as an independent state. Kremlin officials will encourage Serbian nationalism and Belgrade\u2019s claims to Kosovar territory on the pretext of preventing another Albania scenario in Kosova. Moreover, talks between Belgrade and Prishtina on bilateral normalization could be frozen indefinitely.<\/p>\n

Moscow would also use the Albania crisis to destabilize North Macedonia and prevent its entry into NATO. Russian media and state officials will encourage Macedonian nationalism as self-defense against alleged Albanian radicalization and seek to undermine inter-ethnic relations and the coalition government in Skopje. They will depict NATO entry as a recipe for even greater conflict that cannot preclude a potential attack on state borders.<\/p>\n

Instability can also be exported to Montenegro, as Putin may seek revenge for his failed coup against the pro-Western government in October 2016. Militancy can be encouraged among all ethnic groups to weaken the Montenegrin state and assistance to pro-Russian Serbian nationalists could be intensified.<\/p>\n

Since the collapse of communism in the early 1990s, Russia has greatly expanded its diplomatic and espionage presence in Albania. As in other European states, Moscow pursues the penetration of local intelligence services, business associations, political circles, media organizations, academic networks, and civil society groups.<\/p>\n

With or without a full-blown conflict in Albania, Moscow is seeking tointensify its links with various political, economic, and social actorsin order to undermine support for NATO and the EU. In the event of institutional crisis and threats to democracy in vulnerable European states it will exploit those political figures who favor more authoritarian methods of rule or sponsor armed self-defense groups in various parts of the country to undermine the central government. At some point, Moscow can even interject itself as a mediator or peacekeeper ifstate authority breaks down.<\/p>\n

Albania is certainly not immune to corrupt money or to penetration by criminal organizations linked with Russian intelligence services. They will use the opportunity of political uncertainty, social unrest, and a weak legal system to expand their reach and bribe or blackmail their political targets.<\/p>\n

A major target of Russian subversion in the Balkans are young people who may have little or no memory of communism or Sovietism. They can prove more vulnerable than older generations to Moscow\u2019s disinformation through financial incentives and political tourism.This is reminiscent of how Salafist preachers entrap young religious Muslims in their webs of anti-Western propaganda and violent activism.<\/p>\n

For instance, the Russian embassy in Tirana cultivates social and cultural ties with talented young Albanians andis grooming them as future supporters of Kremlin policies. This is evident in the state-sponsored \u201cInternational Youth Forum\u201d program that brings young well-educated Albanians and other youths from the Balkans to Sochi in Russia where they receive a strong dose of indoctrination reminiscent of Soviet days.<\/p>\n

Moscow will also continue to pursue inroads into the Albanian media, calculating that it can undermine popular pro-Americanism and political and military commitments to NATO. There would be few greater prizes for Moscow in the Balkans than to turn Albania from a dependable American ally to an unstable internally conflicted nation on which NATO can no longer rely and which the EU does not want.<\/p>\n
