Kjo mund t\u00eb duket edhe e pa kuptueshme, por v\u00ebrtet\u00eb gj\u00ebrat secil\u00ebn dit\u00eb e m\u00eb shum\u00eb po shkojn\u00eb duke eskaluar p\u00ebr t\u00eb keq. Jo v\u00ebtem q\u00eb qytetar\u00ebt po e kan ndijesin\u00eb e rrezikshmeris\u00eb dhe pa siguris\u00eb, por edhe po jan\u00eb v\u00ebrtet\u00eb t\u00eb rrezikuar. Nuk dua q\u00eb p\u00ebrmes k\u00ebtij shkrimi t\u00eb shpreh\u00eb pesimizem, por shkalla e rreziksh\u00ebmeris\u00eb ekziston kur qytetar\u00ebt. Kur humb besimi n\u00eb aparatin shtet\u00ebror, nuk ka njeriu s\u00eb si mos t\u00eb ndihet i rrezikuar. Kur pakica n\u00eb pushtet i ka t\u00eb gjitha privilegjet, pjesa d\u00ebrmuese automatikisht abrogohen nga sigurimi i t\u00eb drejtave legjitime. Klasa sunduse nuk po ka asnj\u00eb mir\u00ebkuptim karshi qytetar\u00ebve t\u00eb vet. <\/p>\n<p>Ky paralelizem pushtet- qytetar\u00eb, ka b\u00ebr\u00eb q\u00eb kjo e dyta t\u00eb mbetet shtresa e cila detyrohet ti zbatoj urdh\u00ebrat e sundimtareve sikur t\u00eb ishim n\u00eb feudalizem.Qytetar\u00ebt kan mbetur t\u00eb v\u00ebtmuar para aparatit shtet\u00ebror n\u00eb t\u00eb shumt\u00ebn e rasteve edhe represiv. Sundimtar\u00ebt n\u00eb pushtet nuk i durojn\u00eb sygjerimet e qytetar\u00ebve. Frika s\u00eb si do t\u00eb jet\u00eb e ardhmja, frika p\u00ebr ta siguruar ekzistenc\u00ebn, kur gjithqka po plaqkit\u00ebt, po uzurpohet, po zhvatet, nuk kan ku t\u00eb pun\u00ebsohen, me paga te ul\u00ebta , t\u00eb mbushur me kredi bankare t\u00eb tipit piramidal deri n\u00eb fyt, sh\u00ebndet\u00ebsi regresive n\u00eb aspektin moral, arsim t\u00eb pa reformuar , nuk ka s\u00eb si mos t\u00eb jet\u00eb edhe shkalla e lart\u00eb e rrezikshmeris\u00eb.<\/p>\n<p>N\u00eb loj\u00eb po fut\u00ebn gjith\u00eb fare mekanizmave shtet\u00ebror, duke ndar\u00eb his\u00ebn e madhe p\u00ebr vete, kurse qka t\u00eb mbetet p\u00ebr kollon -kusurin siq thot\u00eb nj\u00eb fjal\u00eb e popullit. A nuk hyn\u00eb n\u00eb shkall\u00ebn e lart\u00eb t\u00eb rrezikshmeris\u00eb kur af\u00ebr 30 p\u00ebrqind t\u00eb popullat\u00ebs po jetojn\u00eb skajshm\u00ebrisht dob\u00ebt? Sigurisht s\u00eb po. P\u00ebr k\u00ebt\u00eb kategori njer\u00ebzish moti nuk kam nd\u00ebgjuar dikend nga pushteti q\u00eb \u00ebsht\u00eb interesuar p\u00ebr ta. N\u00eb loj\u00ebn e tyre djall\u00ebzore kan futur edhe tregtin\u00eb m\u00eb integritetin e qytetar\u00ebve. Pasanik\u00ebt e oligarkis\u00eb politiko-financiare m\u00eb t\u00eb af\u00ebrmit e tyre, po e shtojn\u00eb trysnin duke vu n\u00eb funksion gjith\u00eb mekanizmat shtet\u00ebror p\u00ebr ta mbajtur mas\u00ebn e heshtur, p\u00ebr \u00e7ka edhe bukur shum\u00eb ia kan\u00eb arritur q\u00ebllimit. <\/p>\n<p>Mos sigurimi i mjeteve elementare p\u00ebr jet\u00ebs po zgjat\u00eb shum\u00eb. Pa pun\u00ebsimi ka arritur shkall\u00ebn enorme p\u00ebr numrin e banor\u00ebve q\u00eb ka Kosova. Qytetar\u00ebt jan\u00eb futur k\u00ebshtu n\u00eb labirint. Shum\u00eb kategori t\u00eb sistetimit t\u00eb drejt\u00ebsis\u00eb nuk jan\u00eb t\u00eb mira, dhe as q\u00eb vlejn\u00eb p\u00ebr t\u00eb gjith\u00eb qytetar\u00ebt barabart\u00eb. Shteti m\u00eb shum\u00eb po interesohet p\u00ebr normat restriktive, duke l\u00ebn\u00eb anash vendimet e mira t\u00eb cilat do t\u00eb shkojn\u00eb p\u00ebr t\u00eb mir\u00ebn e popullit. Qytetar\u00ebt t\u00eb cil\u00ebt nuk kan ndonj\u00eb lidhje m\u00eb pushtetin mund t\u00eb nd\u00ebshkohen nga organet e drejt\u00ebsis\u00eb edhe p\u00ebr deliktin verbal m\u00eb t\u00eb vog\u00ebl, e mos t\u00eb flasim p\u00ebr ata q\u00eb b\u00ebjn\u00eb vepra t\u00eb r\u00ebnda penale. <\/p>\n<p>Kjo do t\u00eb ishte e mir\u00eb sikur t\u00eb kishim n\u00eb praktik\u00eb kritere dhe vendime p\u00ebr t\u00eb gjith\u00eb njejt\u00eb para ligjit. Kjo nuk po ndodh\u00eb, jo deri me tash, sepse kastat politike n\u00eb pushtet, e kan futur kotrollin edhe n\u00eb organet e drejt\u00ebsis\u00eb. Kjo sigurisht e cenon lirin\u00eb dhe integritetin qytetar\u00eb duke shtuar edhe shkall\u00ebn e rrezikshemeris\u00eb s\u00eb tyre. T\u00eb gjitha k\u00ebto kan b\u00ebr\u00eb q\u00eb t\u00eb jemi larg shtetit ligjor dhe larg shtetit demokratik. I t\u00ebr\u00eb aparati shtet\u00ebror po \u00ebsht\u00eb i dirigjuar nga grup\u00ebt e caktuara politike dhe nga grupet para politike.
