Jam thell\u00ebsisht e brengosur kur m\u00ebsoj se k\u00ebt\u00eb jav\u00eb Parlamenti shqiptar ndoqi shqyrtimin e dy projektligjeve, t\u00eb njohur si “Paketa Anti-Shpifje”. K\u00ebto ligje kan\u00eb nevoj\u00eb p\u00ebr p\u00ebrmir\u00ebsim urgjent. Disa dispozita n\u00eb t\u00eb v\u00ebrtet\u00eb nuk jan\u00eb n\u00eb p\u00ebrputhje me standardet nd\u00ebrkomb\u00ebtare dhe evropiane p\u00ebr t\u00eb drejtat e njeriut, q\u00eb mbrojn\u00eb lirin\u00eb e shprehjes dhe lirin\u00eb e mediave.<\/p>\n

Un\u00eb jam ve\u00e7an\u00ebrisht e shqet\u00ebsuar q\u00eb kompetencat diskrecionale q\u00eb u jan\u00eb dh\u00ebn\u00eb organeve rregullatore, mund\u00ebsia e vendosjes s\u00eb gjobave t\u00eb tep\u00ebrta dhe bllokimi i faqeve t\u00eb internetit t\u00eb mediave, pa nj\u00eb vendim gjyq\u00ebsor, si dhe futja e rregullimit shtet\u00ebror t\u00eb mediave n\u00eb internet, mund t\u00eb sjellin nj\u00eb goditje t\u00eb fort\u00eb p\u00ebr lirin\u00eb e shprehjes dhe lirin\u00eb e mediave n\u00eb vend. \u00cbsht\u00eb me r\u00ebnd\u00ebsi t\u00eb madhe t\u00eb sigurohet q\u00eb Interneti t\u00eb mbetet nj\u00eb forum i hapur dhe publik dhe t\u00eb mbizot\u00ebroj\u00eb vet\u00eb-rregullimi nga media, p\u00ebrfshir\u00eb edhe mediat online.<\/p>\n

Prandaj, un\u00eb i b\u00ebj thirrje an\u00ebtar\u00ebve t\u00eb Parlamentit t\u00eb Shqip\u00ebris\u00eb, q\u00eb t\u00eb rishikojn\u00eb draftet aktuale dhe t’i afrojn\u00eb ato me praktik\u00ebn gjyq\u00ebsore t\u00eb Gjykat\u00ebs Evropiane t\u00eb t\u00eb Drejtave t\u00eb Njeriut dhe standardet e K\u00ebshillit t\u00eb Evrop\u00ebs.<\/p>\n

Council of Europe Commissioner for Human Rights<\/strong><\/p>\n

I am deeply concerned to learn that this week the Albanian Parliament pursued the examination of two draft laws, known as the \u201cAnti-Defamation Package\u201d. These laws are in need of urgent improvement. Several provisions are indeed not compatible with international and European human rights standards which protect freedom of expression and freedom of the media.<\/p>\n

I am particularly concerned that discretionary powers given to regulatory bodies, the possibility to impose excessive fines and to block media websites without a court order, as well as the introduction of state regulation of online media, may deal a strong blow to freedom of expression and media freedom in the country. It is of the utmost importance to ensure that the Internet remains an open and public forum and that self-regulation by the media, including online media, prevails.<\/p>\n

I therefore urge members of the Parliament of Albania to review the current drafts and bring them in line with the case law of the European Court of Human Rights and Council of Europe standards.<\/p>\n","protected":false},"excerpt":{"rendered":"
