Natyrisht q\u00eb subjektet politike t\u00eb Lugin\u00ebs duke dashur q\u00eb k\u00ebt\u00eb marr\u00ebveshje t\u00eb e kamuflojn\u00eb n\u00ebn petkun e Tiran\u00ebs, se gjoja Tirana zyrtare e k\u00ebrkon nj\u00eb gj\u00eb t\u00eb till\u00eb e q\u00eb n\u00eb fakt tani m\u00eb e kan\u00eb m\u00ebsuar se shum\u00eb m\u00eb leht\u00eb t\u00eb heqin barr\u00ebn nga vetja duke ia v\u00ebn\u00eb ose Prishtin\u00ebs ose Tiran\u00ebs. Tirana dhe Prishtina gjithsesi jan\u00eb qendra nga t\u00eb cilat \u00e7do rrug\u00eb e jona si shqiptar\u00eb duhet filluar dhe mbaruar.<\/p>\n<p>Shumica e subjekteve politike edhe n\u00eb nivelin lokal nuk paraqesin ndonj\u00eb r\u00ebnd\u00ebsi politike dhe rrjedhimisht nuk kan\u00eb as edhe mund\u00ebsi ligjore kushtetuese pasi q\u00eb Kushtetuta e Serbis\u00eb si e till\u00eb \u00ebsht\u00eb anashkaluese dhe diskriminuese p\u00ebr kompetencat q\u00eb pretendoj q\u00eb do ti marrin ata nj\u00eb apo dy deputet q\u00eb mund t\u00eb zgjidhen. Assesi nuk mund t\u00eb konkludohet apo t\u00ebrhiqet ndonj\u00eb paraleliz\u00ebm rreth interpretimit mes t\u00eb drejtave t\u00eb serb\u00ebve q\u00eb jetojn\u00eb n\u00eb Kosov\u00eb dhe shqiptar\u00ebve t\u00eb Preshev\u00ebs, Bujanocit dhe Medvegj\u00ebs.<\/p>\n<p>Serb\u00ebt n\u00eb Kosov\u00eb jan\u00eb pjes\u00eb e sistemit t\u00eb saj kushtetues dhe si t\u00eb till\u00eb kan\u00eb kompetenca edhe n\u00eb nivel qendror ashtu edhe n\u00eb at\u00eb lokal. Kurse shqiptar\u00ebt e Preshev\u00ebs, Bujanocit dhe Medvegj\u00ebs jo q\u00eb nuk jan\u00eb pjes\u00eb e sistemit juridiko-kushtetues t\u00eb Serbis\u00eb por p\u00ebr m\u00eb tep\u00ebr trajtohen si pakic\u00eb jo-etnike n\u00eb k\u00ebto komuna kurse kompetenca p\u00ebr nivel qendror asnj\u00ebher\u00eb nuk kan\u00eb pasur deri m\u00eb sot, por duke p\u00ebrjashtuar edhe ato kompetenca n\u00eb nivel lokal direkt i kan\u00eb t\u00eb dirigjuar nga niveli qendror i Serbis\u00eb.<\/p>\n<p>Se dalja n\u00eb zgjedhjet ka d\u00ebshmuar s\u00eb paku disa her\u00eb q\u00eb disa subjekte q\u00eb kan\u00eb marr\u00eb pjes\u00eb n\u00eb k\u00ebto zgjedhje dhe ajo q\u00eb kan\u00eb arritur m\u00eb s\u00eb shumti ka qen\u00eb nj\u00eb apo dy deputet. Tani q\u00eb shteti serb ka b\u00ebr\u00eb shlyerje t\u00eb vendbanimeve-adresave t\u00eb shqiptareve me q\u00ebllim t\u00eb qart\u00eb p\u00ebr t\u00eb ndryshuar struktur\u00ebn etnike t\u00eb popullsis\u00eb, kjo gjithsesi do t\u00eb n\u00ebnkuptonte q\u00eb t\u00eb drejt vote k\u00ebta qytetar nuk do t\u00eb ken\u00eb. Ish-deputet q\u00eb m\u00eb shum\u00eb jan\u00eb krekosur me petkun deputetit \u201cRepublikan\u201d q\u00eb n\u00eb fakt as edhe nj\u00eb her\u00eb nuk iu \u00ebsht\u00eb d\u00ebgjuar z\u00ebri s\u00eb paku p\u00ebr t\u00eb d\u00ebshmuar dhun\u00ebn dhe gjenocidin serb mbi shqiptar\u00ebt e k\u00ebtyre komunave, dhe as q\u00eb mund t\u00eb flasim q\u00eb kan\u00eb pasur ndonj\u00eb r\u00ebnd\u00ebsi vendimmarr\u00ebse.<\/p>\n<p>Ajo q\u00eb \u00ebsht\u00eb e dhimbshme se po k\u00ebta ish-deputet asnj\u00eb vizit\u00eb nuk kan\u00eb zhvilluar n\u00ebp\u00ebr instancat e politik\u00ebs evropiane me iniciativ\u00ebn e tyre rreth lobimit p\u00ebr t\u00eb drejtat e shqiptar\u00ebve, kur dihet kemi raste t\u00eb shumta t\u00eb vrasje t\u00eb civil\u00ebve shqiptare s\u00eb paku q\u00eb nga vitet e 90 deri m\u00eb sot deri edhe vrasje t\u00eb f\u00ebmij\u00ebve shqiptar\u00eb nga ana e forcave ushtarake serbe.<\/p>\n<p>Gjithsesi se kjo dalje n\u00eb zgjedhje para faktorit nd\u00ebrkomb\u00ebtar do t\u00eb n\u00ebnkuptonte nj\u00eb vazhdimi t\u00eb lojalitetit t\u00eb sken\u00ebs politike shqiptare karshi asaj serb, rrjedhimisht do t\u00eb zbehte tej mase nj\u00eb s\u00ebr\u00eb Deklaratash e Kuvende t\u00eb K\u00ebshilltar\u00ebve Shqiptar\u00eb, koh\u00eb m\u00eb par\u00eb q\u00eb jan\u00eb miratuar. Gjithashtu kur koh\u00ebve t\u00eb fundit n\u00eb gjeopolitik\u00ebn rajonale iu ka dh\u00ebn\u00eb mund\u00ebsia e faktorizimit t\u00eb \u00e7\u00ebshtjes s\u00eb Preshev\u00ebs, Bujanocit dhe Medvegj\u00ebs si nj\u00eb problem politik q\u00eb k\u00ebrkon zgjidhje dhe duke pasur disa mund\u00ebsi reale shikuar rrjedhat nd\u00ebrkomb\u00ebtare q\u00eb k\u00ebrkesa historike e k\u00ebsaj popullat\u00eb ti bashkohet Kosov\u00ebs, me k\u00ebto vendime b\u00ebjm\u00eb hapa mbrapa.<\/p>\n<p>Subjektet politike t\u00eb Lugin\u00ebs duhet t\u00eb jen\u00eb t\u00eb unifikuar p\u00ebr \u00e7\u00ebshtje si: me k\u00ebmb\u00ebngulje t\u00eb k\u00ebrkoj t\u00eb gjitha t\u00eb drejtat elementare q\u00eb jan\u00eb t\u00eb parapara me Deklarat\u00ebn Universale t\u00eb t\u00eb Drejtave dhe Lirive t\u00eb Njeriut, si dhe me paktet tjera mbi t\u00eb drejta e njeriut, t\u00eb k\u00ebrkojn\u00eb drejt\u00ebsi mbi vrasjet e civil\u00ebve shqiptar\u00eb, t\u00eb ndalojn\u00eb diskriminimi e shqiptar\u00ebve nga ana e shtetit serb, t\u00eb k\u00ebrkojn\u00eb arsimin edukimin n\u00eb gjuh\u00ebn shqipe sipas nj\u00eb korrikule nga Kosova-Shqip\u00ebria, p\u00ebrdorimi i simboleve shqiptare, t\u00eb ndalojn\u00eb shlyerjen nga vendbanimet e tyre, dhe me qindra \u00e7\u00ebshtjet m\u00eb thelb\u00ebsore t\u00eb shqiptar\u00ebve t\u00eb k\u00ebsaj pjes\u00eb sesa p\u00ebr t\u00eb garuar n\u00eb zgjedhje n\u00eb nivel qendror.<\/p>\n<blockquote><p>Valon Jashari: * Ma.sc.
