Un\u00eb jam nj\u00eb ish an\u00ebtar i Dhom\u00ebs s\u00eb P\u00ebrfaq\u00ebsuesve n\u00eb SHBA (p\u00ebrfaq\u00ebsues nga Nju Jorku) dhe themeluesi e Presidenti i Lidhjes Qytetare Shqiptaro-Amerikane, nj\u00eb organizat\u00eb e regjistruar n\u00eb SHBA q\u00eb promovon t\u00eb drejtat e njeriut t\u00eb shqiptar\u00ebve n\u00eb Evrop\u00ebn Juglindore si dhe marr\u00ebdh\u00ebnie t\u00eb forta me Shtetet e Bashkuara.<\/p>\n<p>Paraardh\u00ebsit e mi e kan\u00eb origjin\u00ebn nga nj\u00eb fshat i vog\u00ebl shqipfol\u00ebs, Gre\u00e7i, n\u00eb provinc\u00ebn Avellino, Itali. Ata i p\u00ebrkasin pakic\u00ebs Arb\u00ebreshe n\u00eb Itali, m\u00eb sakt\u00eb nga nj\u00eb batalion i ushtris\u00eb s\u00eb Gjergj Kastriotit Sk\u00ebnderbeut q\u00eb i dha ndihm\u00eb t\u00eb r\u00ebnd\u00ebsishme ushtarake Mbretit t\u00eb Napolit n\u00eb Shekullin XV dhe q\u00eb prej at\u00ebher\u00eb u vendos\u00ebn atje.<\/p>\n<p>Grek\u00ebt dhe Shqiptar\u00ebt jan\u00eb popujt m\u00eb t\u00eb vjet\u00ebr n\u00eb Gadishullin Ballkanik. Ndjenjat e tyre t\u00eb miq\u00ebsis\u00eb dhe lidhjeve t\u00eb p\u00ebrbashk\u00ebta jan\u00eb shekullore. Ngjash\u00ebm me popullin arb\u00ebresh t\u00eb Italis\u00eb, Arb\u00ebror\u00ebt ose Arvanit\u00ebt e Greqis\u00eb kan\u00eb dh\u00ebn\u00eb nj\u00eb kontribut thelb\u00ebsor n\u00eb Revolucionit t\u00eb 1821 dhe n\u00eb themelimin dhe zhvillimin e Greqis\u00eb Moderne. Pakicat tona p\u00ebrkat\u00ebse sot p\u00ebrb\u00ebjn\u00eb nj\u00eb ur\u00eb t\u00eb fort\u00eb miq\u00ebsie t\u00eb nd\u00ebrsjell\u00eb, t\u00eb vazhdueshme dhe t\u00eb sinqert\u00eb.<\/p>\n<p>P\u00ebr fat t\u00eb keq, nd\u00ebrsa i afrohemi 75 vjetorit t\u00eb fitores n\u00eb Luft\u00ebn e Dyt\u00eb Bot\u00ebrore, Dekreti grek Nr. 2636\/1940 p\u00ebr Statusin e Luft\u00ebs me Shqip\u00ebrin\u00eb mbetet akoma n\u00eb fuqi si nj\u00eb relike absurde e asaj Lufte dhe nj\u00eb penges\u00eb e madhe midis shteteve t\u00eb Greqis\u00eb dhe Shqip\u00ebris\u00eb [shiko dokumentin bashk\u00eblidhur, ribotuar nga shtypi lokal].<\/p>\n<p>Si\u00e7 e dini, Shqip\u00ebria humbi pavar\u00ebsin\u00eb dhe sovranitetin e saj pasi Italia pushtoi vendin ushtarakisht m\u00eb 7 Prill 1939. Sunduesi i ligjsh\u00ebm i Shqip\u00ebris\u00eb, Mbreti Zog, drejtoi nj\u00eb rezistenc\u00eb simbolike dhe u detyrua t\u00eb largohej nga vendi s\u00eb bashku me gruan e tij amerikano \u2013 hungareze dhe djali i tyre 2 dit\u00ebsh. Nd\u00ebrsa Presidenti Ruzvelt nuk e njohu kurr\u00eb pushtimin e Shqip\u00ebris\u00eb, fqinj\u00ebt e saj nuk l\u00ebviz\u00ebn as gishtin p\u00ebr t\u00eb mb\u00ebshtetur rezistenc\u00ebn e Shqip\u00ebris\u00eb kund\u00ebr Italis\u00eb Fashiste.<\/p>\n<p>Ne e dim\u00eb nga historia se Italia shpalli luft\u00eb kund\u00ebr Greqis\u00eb n\u00eb Tetor 1940, e ndjekur nga nj\u00eb deklarat\u00eb e ngjashme e qeveris\u00eb kukull t\u00eb Shqip\u00ebris\u00eb s\u00eb okupuar, e cila nxiti deklarat\u00ebn reciproke t\u00eb Greqis\u00eb dhe rezistenc\u00ebn heroike t\u00eb popullit grek. Por, n\u00eb syt\u00eb e Ligjit Nd\u00ebrkomb\u00ebtar, \u00e7do shpallje lufte nga nj\u00eb vend i okupuar, si\u00e7 \u00ebsht\u00eb Shqip\u00ebria, kund\u00ebr \u00e7do vendi t\u00eb tret\u00eb \u00ebsht\u00eb e pavlefshme dhe pa asnj\u00eb efekt.<\/p>\n<p>N\u00eb m\u00ebnyr\u00eb t\u00eb ngjashme, n\u00eb dhjetor 1941 Qeveria italiane shpalli luft\u00eb kund\u00ebr Shteteve t\u00eb Bashkuara, dhe k\u00ebshtu b\u00ebri edhe qeveria bashk\u00ebpun\u00ebtore shqiptare.<\/p>\n<p>A do t\u00eb thot\u00eb kjo q\u00eb Shtetet e Bashkuara ishin <em>de jure<\/em> n\u00eb luft\u00eb me Shqip\u00ebrin\u00eb n\u00eb 1941, dhe p\u00ebr pasoj\u00eb, a \u00ebsht\u00eb de jure tani n\u00eb luft\u00eb?<\/p>\n<p>Un\u00eb po sjell n\u00eb v\u00ebmendjen tuaj pozit\u00ebn parimore t\u00eb qeveris\u00eb amerikane q\u00eb shpreh:<\/p>\n<p>\u201c<em>Aneksimi i Shqip\u00ebris\u00eb nga mbret\u00ebria italiane nuk \u00ebsht\u00eb njohur kurr\u00eb nga Qeveria e Shteteve t\u00eb Bashkuara. Qeveria e kukullave e Shqip\u00ebris\u00eb i shpalli luft\u00eb Shteteve t\u00eb Bashkuara m\u00eb 17 dhjetor 1941. Shtetet e Bashkuara nuk i kan\u00eb shpallur luft\u00eb Shqip\u00ebris\u00eb<\/em>\u201d *<\/p>\n<p>Z. President, me sa di un\u00eb Greqia nuk i ka mbajtur premtimet e saj p\u00ebr Shqip\u00ebrin\u00eb p\u00ebr shfuqizimin e k\u00ebtij Dekreti. N\u00eb t\u00eb v\u00ebrtet\u00eb, rifillimi i marr\u00ebdh\u00ebnieve dypal\u00ebshe greko-shqiptare n\u00eb vitet 1970 ishte parakusht p\u00ebr nj\u00eb hap t\u00eb till\u00eb. Gjithashtu me sa kuptoj un\u00eb, Qeveria e Shqip\u00ebris\u00eb ka k\u00ebrkuar vazhdimisht dhe n\u00eb m\u00ebnyr\u00eb t\u00eb p\u00ebrs\u00ebritur shfuqizimin e k\u00ebtij Dekreti. Ish Presidenti i Shqip\u00ebris\u00eb Prof. Dr. Rexhep Meidani e ngriti k\u00ebt\u00eb \u00e7\u00ebshtje edhe n\u00eb Asamblen\u00eb e P\u00ebrgjithshme t\u00eb OKB n\u00eb SHBA n\u00eb Shtator 2000. Duket se Presidenca greke ka bllokuar nj\u00eb veprim t\u00eb till\u00eb kaq t\u00eb domosdosh\u00ebm dhe t\u00eb tejzgjatur.<\/p>\n<p>Me respekt po ju t\u00ebrheq v\u00ebmendjen se Ligji grek p\u00ebr Statusin e Luft\u00ebs me Shqip\u00ebrin\u00eb, si nj\u00eb shkelje e ashp\u00ebr e s\u00eb drejt\u00ebs nd\u00ebrkomb\u00ebtare, p\u00ebrb\u00ebn nj\u00eb shkelje t\u00eb Kart\u00ebs s\u00eb Kombeve t\u00eb Bashkuara, sepse n\u00eb thelb ajo minon \u201cpaqen dhe sigurin\u00eb\u201d. 1, Neni 1. Q\u00ebllimi] dhe indirekt p\u00ebrb\u00ebn \u201c<em>nj\u00eb k\u00ebrc\u00ebnim \u2026 kund\u00ebr t\u00ebr\u00ebsis\u00eb territoriale<\/em>\u201d t\u00eb Shqip\u00ebris\u00eb [Nyja 2.4, Parimet].<\/p>\n<p>Shfuqizimi i k\u00ebtij Dekreti \u00ebsht\u00eb nj\u00eb \u00e7\u00ebshtje urgjente me r\u00ebnd\u00ebsi jetike p\u00ebr popullin e Shqip\u00ebris\u00eb dhe p\u00ebr paqen dhe sigurin\u00eb n\u00eb Evrop\u00ebn Jug-Lindore, dhe nuk mund t\u00eb zgjidhet p\u00ebrmes \u201cnegociatave\u201d, ndonj\u00eb \u201cmarr\u00ebveshje pakete\u201d ose ndonj\u00eb programi shk\u00ebmbimi t\u00eb di\u00e7kaje q\u00eb k\u00ebrkohet p\u00ebr di\u00e7ka tjet\u00ebr.<\/p>\n<p>Nga ju, si President i Republik\u00ebs miq\u00ebsore greke, k\u00ebrkohet nj\u00eb hap i thjesht\u00eb dhe i drejtp\u00ebrdrejt\u00eb: t\u00eb shfuqizohet ky ligj menj\u00ebher\u00eb, pa kushte dhe <em>ex tunc<\/em>, d.m.th n\u00eb m\u00ebnyr\u00eb retroaktive dhe sikur t\u00eb mos ket\u00eb ekzistuar kurr\u00eb q\u00eb nga dita e hyrjes n\u00eb fuqi t\u00eb tij.<\/p>\n<p>Ky do t\u00eb jet\u00eb nj\u00eb kontribut i madh p\u00ebr miq\u00ebsin\u00eb e lasht\u00eb midis dy popujve tan\u00eb, p\u00ebr paqen dhe stabilitetin n\u00eb Evrop\u00eb, dhe me siguri do t\u2019i tregoj\u00eb bot\u00ebs se Greqia me t\u00eb v\u00ebrtet\u00eb respekton t\u00eb drejt\u00ebn nd\u00ebrkomb\u00ebtare, si\u00e7 pretendon ajo.<\/p>\n<p>Do ju kujtohet, zoti President, at\u00eb q\u00eb i tha Presidenti yn\u00eb i madh Ronald Reagan Presidentit t\u00eb BRSS n\u00eb Berlin n\u00eb 12 qershor 1987: \u201c<strong>Z.
