{"id":51238,"date":"2020-02-19T13:17:16","date_gmt":"2020-02-19T12:17:16","guid":{"rendered":"https:\/\/fjala.info\/?p=51238"},"modified":"2020-02-19T13:17:26","modified_gmt":"2020-02-19T12:17:26","slug":"fillimisht-njohja-pastaj-reciprociteti","status":"publish","type":"post","link":"https:\/\/jehonashqiptare.al\/fjala\/fillimisht-njohja-pastaj-reciprociteti\/","title":{"rendered":"Fillimisht njohja, pastaj reciprociteti!"},"content":{"rendered":"<p>Shkruan: <strong>Florim Zeqa<\/strong>, <em>19.02.2020<\/em><\/p>\n<p>Albin Kurti reciprocitetin si mas\u00eb kusht\u00ebzuese ndaj Serbis\u00eb e kishte k\u00ebrkuar q\u00eb n\u00eb vitin 2011 si lider\u00eb opozitar p\u00ebrmes nj\u00eb rezolute me 7 dhjetor 2011, n\u00eb Kuvendin e Republik\u00ebs s\u00eb Kosov\u00ebs, e cila ishte miratuar me 42 vota p\u00ebr, 33 kunnd\u00ebr dhe 2 abstenime, n\u00eb t\u00eb cil\u00ebn thuhej: &#8220;Qeveria t\u2019i marr\u00eb masat e reciprocitetit t\u00eb plot\u00eb politik, ekonomik e tregtar ndaj Serbis\u00eb&#8221;.<\/p>\n<p>Mir\u00ebpo, vet\u00ebm nj\u00eb muaj m\u00eb pas, me 20 janar 2012, me imponim t\u00eb kryeministrit t\u00eb at\u00ebhersh\u00ebm, Hashim Tha\u00e7i, tani president i vendit, n\u00eb Kuvendin e Kosov\u00ebs u votua kund\u00ebr rezoluta, e cila e e anuloi reciprocitetin me Serbin\u00eb.<\/p>\n<p>Edhe pas kaq viteve, p\u00ebrseri e nj\u00ebjta p\u00ebrballje me Serbin\u00eb, e nj\u00ebjta p\u00ebrballje e Albin Kurtit me Hashim Tha\u00e7in! Por dallimi q\u00ebndron n\u00eb koh\u00eb dhe p\u00ebrmbajtje. Tani nuk \u00ebsht\u00eb m\u00eb e 2011-ta, e fillimit t\u00eb dialogut me Serbin\u00eb, por \u00ebsht\u00eb e 2020-ta e faz\u00ebs finale t\u00eb dialogut, nga e cila Kosova edhe po t\u00eb doj\u00eb nuk mund t\u00eb ndryshoj\u00eb gj\u00eb me reciprocitet e taks\u00eb, por vet\u00ebm me kushtin e njohjes s\u00eb nd\u00ebrsjell\u00eb.<\/p>\n<p>Tani Albin Kurti nga pozita e kryeministrit p\u00ebr aq sa e ka n\u00eb dor\u00eb, si shef i Qeveris\u00eb, t\u00eb realizoj\u00eb premtimin e tij p\u00ebr masa reciproke ndaj Serbis\u00eb, e ka t\u00eb v\u00ebshtir\u00eb ta realizoj\u00eb p\u00ebr shkak t\u00eb trysnis\u00eb s\u00eb papar\u00eb nd\u00ebrkomb\u00ebtare p\u00ebr heqjen e t\u00eb gjitha kusht\u00ebzimeve ndaj Serbis\u00eb.<\/p>\n<p>Mbet\u00ebt t\u00eb shihet, se a do t\u2019i b\u00ebj ball\u00eb Albin Kurti presionit nd\u00ebrkomb\u00ebtar, n\u00eb ve\u00e7anti atij amerikan lidhur me masen e reciprocitetit!?<\/p>\n<p><strong>Reciprocitet real e jo formal<\/strong><\/p>\n<p>Reciprociteti n\u00eb radh\u00eb t\u00eb par\u00eb e n\u00ebnkupton l\u00ebvizjen e lir\u00eb t\u00eb qytetar\u00ebve, gjegj\u00ebsisht hyrjen dhe daljen nga shteti i Serbis\u00eb n\u00eb Kosov\u00eb dhe anasjelltas me pasaporta e jo t\u00eb vazhdojn\u00eb kusht\u00ebzimet e nj\u00ebanshme nga shteti i Serbis\u00eb p\u00ebr shtetasit kosovar vet\u00ebm me let\u00ebrnjoftim, nd\u00ebrsa shtetasit serb t\u00eb kalojn\u00eb me pasaporta t\u00eb Serbis\u00eb n\u00eb territorin e Kosov\u00ebs.<br \/>\nReciprociteti do t\u00eb ket\u00eb kuptim vet\u00ebm n\u00ebse Serbia i zbaton t\u00eb nj\u00ebjtat masa t\u00eb cilat ajo i aplikon ndaj Kosov\u00ebs.<\/p>\n<p>Mir\u00ebpo, pa nj\u00eb trysni t\u00eb v\u00ebrtet\u00eb nd\u00ebrkomb\u00ebtare, v\u00ebshtir\u00eb \u00ebsht\u00eb t\u00eb besohet q\u00eb Serbia pa njohje paraprake do t\u00eb zbatoj masat e reciprocetit, gjegj\u00ebsisht pranimin e pasaportave dhe dokumentave tjera me logon e Republik\u00ebs s\u00eb Kosov\u00ebs.<\/p>\n<p>Pra, reciprociteti duhet t\u00eb jet\u00eb real e jo formal, siq ishte taksa 100 %, e shoq\u00ebruar me invazion t\u00eb lart\u00eb fiskal dhe kontraband\u00eb mallrash nga Serbia n\u00eb Kosov\u00eb.<\/p>\n<p>Reciprociteti real e kthen dialogun n\u00eb binar\u00eb normal, n\u00eb t\u00eb kund\u00ebrt\u00ebn, reciprociteti formal, jo vet\u00ebm q\u00eb nuk e ndal fushat\u00ebn e Serbis\u00eb p\u00ebr t\u00ebrheqjen e njohjeve, do ta d\u00ebmtoj\u00eb dialogun dhe fus\u00eb Kosov\u00ebn n\u00eb nj\u00eb aventur\u00eb akoma m\u00eb t\u00eb rrezikshme, e cila mund t\u00eb rezultoj\u00eb me \u00e7&#8217;njohje edhe nga shtetet me ndikim n\u00eb Bashkimin Evropian.<\/p>\n<p>Edhe po t\u00eb vihet reciprociteti nga ana e &#8216;Qeveris\u00eb Kurti&#8217;, duhet t\u00eb v\u00ebzhgohet me kujdesin maksimal zbatimi nga Serbia para vazhdimit t\u00eb \u00e7do dialogu me nd\u00ebrmjet\u00ebsimin e BE-s\u00eb dhe SHBA-s\u00eb, p\u00ebr t&#8217;u siguruar q\u00eb Kosova po hyn n\u00eb faz\u00ebn e njohjes nga Serbia\u201d, n\u00eb t\u00eb kund\u00ebrt\u00ebn zhg\u00ebnjimi p\u00ebr qytetar\u00ebt do t\u00eb jet\u00eb i madh dhe pasojat p\u00ebr shtetin t\u00eb pa llogaritshme.<\/p>\n<p><strong>Nuk ka reciprocitet pa heqjen e Rezolut\u00ebs 1244<\/strong><\/p>\n<p>P\u00ebrderisa Serbia e shfryt\u00ebzoi taks\u00ebn si alibi p\u00ebr fushat\u00eb kund\u00ebr t\u00ebrheqjes s\u00eb njohjeve, t\u00eb nj\u00ebjt\u00ebn gj\u00eb mund ta b\u00ebj edhe me reciprocitetin duke u thirrur n\u00eb Rezolut\u00ebn 1244 t\u00eb K\u00ebshillit t\u00eb Sigurimit t\u00eb OKB-s\u00eb.<br \/>\nP\u00ebr k\u00ebt\u00eb arsye duhet t\u00eb tregohemi t\u00eb syqel\u00eb p\u00ebrball\u00eb Serbis\u00eb, q\u00eb t\u00eb mos i krijojm\u00eb nj\u00eb mund\u00ebsi t\u00eb dyt\u00eb p\u00ebr t\u00ebrheqje t\u00eb njohjeve dhe d\u00ebmtim t\u00eb m\u00ebtutjesh\u00ebm t\u00eb imazhit t\u00eb Kosov\u00ebs n\u00eb bot\u00eb.<\/p>\n<p>Q\u00eb kjo t\u00eb mos ndodh\u00eb, paraprakisht \u00e7do lloj takse dhe reciprociteti, Serbis\u00eb duhet parashtruar kushtin themelor, at\u00eb t\u00eb njohjes s\u00eb Republik\u00ebs s\u00eb Kosov\u00ebs shtet i pavarur dhe sovran n\u00eb kufijt e njohur nd\u00ebrkomb\u00ebtarisht.<br \/>\nAsnj\u00eb lloj reciprociteti nuk mund ta deyroj\u00eb Serbin\u00eb ta njoh\u00eb Kosov\u00ebn.<br \/>\nVet\u00ebm njohja e Kosov\u00ebs nga Serbia do ta deyronte K\u00ebshillin e Sigurimit t\u00eb OKB-s\u00eb q\u00eb t\u00eb anuloj\u00eb Rezolut\u00ebn 1244 e cila e njeh\u00eb sovranitetin e Serbis\u00eb mbi Kosov\u00ebn.<\/p>\n<p>Tani nuk b\u00ebhet m\u00eb fjal\u00eb p\u00ebr asnj\u00eb lloj \u00e7lirimi t\u00eb Kosov\u00ebs nga brenda siq po e proklamon Albin Kurti; &#8220;Pas \u00e7lirimit n\u00eb 1999 dhe Deklarat\u00ebs s\u00eb Pavar\u00ebsis\u00eb n\u00eb 2008, njer\u00ebzit e shohin zgjedhjen e qeveris\u00eb son\u00eb si nj\u00eb \u00e7lirim t\u00eb tret\u00eb&#8221; dhe as p\u00ebr &#8220;\u00e7lirim t\u00eb Serbis\u00eb nga Kosova&#8221; siq foli n\u00eb konferenc\u00ebn e Munihut, por p\u00ebr njohje t\u00eb Kosov\u00ebs nga Serbia, si t\u00eb vetmen zgjidhje q\u00eb garanton paqe dhe stabilitet afat\u00ebgjat\u00eb n\u00eb rajon.<\/p>\n<p>Para \u00e7do lloj dialogu, reciprociteti apo takse duhet t\u00eb jet\u00eb njohja e Kosov\u00ebs i vetmi kusht q\u00eb parashtron qeveria Kurti ndaj Serbis\u00eb, pastaj gjitha t\u00eb tjerat do t\u00eb bien n\u00eb binar t\u00eb vet sikurse trenat, pa pasur nevoj\u00eb t\u00eb b\u00ebhet gar\u00eb, se kush e ndali apo e liroi trenin i pari!<\/p>\n<p>I kaluam 21 pas \u00e7lirimit dhe 12 vjet t\u00eb pavar\u00ebsis\u00eb duke u vet\u00ebk\u00ebnaqur e vet\u00ebmashtruar, t\u00eb mb\u00ebshtjellur nga brenda dhe nga jasht\u00eb me vargonj\u00ebt serb, t\u00eb izoluar dhe p\u00ebrbuzur nga Bashkimi Evropian.<\/p>\n<p>Ka ardhur koha q\u00eb t\u00eb lirohemi nga iluzionet e t\u00eb qenurit t\u00eb lir\u00eb e t\u00eb pavarur, kur na mungon l\u00ebvizja e lir\u00eb dhe pavar\u00ebsia n\u00eb marrjen e vendimeve si shtet i pavarur dhe
