{"id":52191,"date":"2020-03-04T07:18:03","date_gmt":"2020-03-04T06:18:03","guid":{"rendered":"https:\/\/fjala.info\/?p=52191"},"modified":"2020-03-04T07:18:03","modified_gmt":"2020-03-04T06:18:03","slug":"referendum-popullor-per-marreveshjen-finale-me-serbine","status":"publish","type":"post","link":"https:\/\/jehonashqiptare.al\/fjala\/referendum-popullor-per-marreveshjen-finale-me-serbine\/","title":{"rendered":"Referendum popullor p\u00ebr marr\u00ebveshjen finale me Serbin\u00eb"},"content":{"rendered":"<p>Shkruan: <strong>Florim Zeqa<\/strong>, <em>04.03.2020<\/em><\/p>\n<p>Referendumi \u00ebsht\u00eb nj\u00eb instrument demokratik, me t\u00eb cilin elektoratit i k\u00ebrkohet t\u00eb shprehet me vot\u00eb t\u00eb drejtp\u00ebrdrejt\u00eb p\u00ebr propozime t\u00eb ve\u00e7anta, me mund\u00ebsin\u00eb p\u00ebr t\u00eb zgjedhur n\u00eb mes dy ose m\u00eb shum\u00eb opsioneve t\u00eb paracaktuara (p\u00ebr shembull: po \/ jo, republik\u00eb parlamentare \/ presidenciale \/ monarki, q\u00ebndrim \/ largim, bashkim \/ ndarje, etj.).<\/p>\n<p>Referendumi \u00ebsht\u00eb forma m\u00eb e lart\u00eb e demokracis\u00eb s\u00eb drejtp\u00ebrdrejt\u00eb, n\u00eb t\u00eb cil\u00ebn qytetar\u00ebt, pa asnj\u00eb nd\u00ebrmjet\u00ebsim apo p\u00ebrfaq\u00ebsim politik, mund t\u00eb ushtrojn\u00eb vullnetin e tyre dhe t\u00eb vendosin p\u00ebr \u00e7\u00ebshtje madhore p\u00ebr vendin.<\/p>\n<p><strong>Rrug\u00ebtimi 30 vje\u00e7ar i Kosov\u00ebs<\/strong><\/p>\n<p>Kosova si ish nj\u00ebsi federale e Republik\u00ebs Socialiste Federative t\u00eb Jugosllavis\u00eb, \u00ebsht\u00eb vendi i fundit q\u00eb e fitoi m\u00ebvet\u00ebsin\u00eb si rrjedhoj\u00eb e shp\u00ebrb\u00ebrjes s\u00eb p\u00ebrgjakshme t\u00eb k\u00ebsaj federate.<\/p>\n<p>Edhe pse me 2 korrik 1990 Kosova u shpall Republik\u00eb p\u00ebrmes Deklarat\u00ebs s\u00eb Pavar\u00ebsis\u00eb, nd\u00ebrsa nga data 26-30 shtator 1991 p\u00ebrmes referendumit popullor u shpall shtet i pavarur, mir\u00ebpo nuk arriti ta jet\u00ebsonte pavar\u00ebsin\u00eb e vet n\u00eb rrethanat e pushtimit ushtarak serb q\u00eb zgjati plot nj\u00eb dekad\u00eb (1989\u20131999).<\/p>\n<p>Q\u00ebndresa e gjat\u00eb paq\u00ebsore mbar\u00ebpopullore, lufta \u00e7lirimtare (1998\u20131999) dhe nd\u00ebrhyrja ajrore e NATO-s n\u00eb pranver\u00eb t\u00eb 1999 i dhan\u00eb fund genocidit t\u00eb Serbis\u00eb mbi popullat\u00ebn shqiptare t\u00eb Kosov\u00ebs. Trupat e NATO-s hyn\u00eb n\u00eb Kosov\u00eb n\u00eb qershor 1999 dhe Kosova u administrua nga nj\u00eb mision i Kombeve t\u00eb Bashkuara (UNMIK) deri n\u00eb 2008.<\/p>\n<p>M\u00eb 17 shkurt 2008, Kosova u (ri) shpall shtet i pavarur dhe sovran. Edhe pse deri m\u00eb tani Kosova ishte njohur nga mbi 116 vende t\u00eb bot\u00ebs, Serbia po vazhdon fushat\u00ebn politike p\u00ebr \u00e7&#8217;njohjen e shtetit dhe pretendimet e saj p\u00ebr ripushtim dhe shtrirje t\u00eb sovranitet mbi territorin e Kosov\u00ebs.<\/p>\n<p>Mir\u00ebpo, edhe pas 21 vitesh nga \u00e7lirimi dhe 12 nga (ri) shpallja e pavar\u00ebsis\u00eb, trupat e NATO-s (KFOR-i) jan\u00eb mbrojt\u00ebsit kryesor t\u00eb liris\u00eb dhe pavar\u00ebsis\u00eb s\u00eb shtetit ton\u00eb.<\/p>\n<p><strong>Referendumi instrument demokratik p\u00ebr zgjidhjen p\u00ebrfundimtare t\u00eb \u00e7\u00ebshtjeve t\u00eb hapura me Serbin\u00eb<\/strong><\/p>\n<p>Kosova n\u00eb historin\u00eb m\u00eb t\u00eb re t\u00eb saj ka organizuar referendumin e par\u00eb dhe t\u00eb vet\u00ebm p\u00ebr Kosov\u00ebn shtet sovran dhe t\u00eb pavarur, t\u00eb mbajtur prej 26-30 shtator 1991, n\u00eb t\u00eb cilin kan\u00eb marr\u00eb pjes\u00eb mbi 90 % e popullat\u00ebs s\u00eb Kosov\u00ebs, ku 99,99 % e pjes\u00ebmarr\u00ebsve n\u00eb referendum jan\u00eb deklaruar p\u00ebr Kosov\u00ebn shtet sovran dhe i pavarur.<\/p>\n<p>Pavar\u00ebsia e 17 shkurtit 2008, e ardhur si produkt i Pakos diskriminuese t\u00eb Ahtisarit, p\u00ebrveqse i barazoi shqiptar\u00ebt shumic\u00eb me pakicat etnike, duke e shpallur Kosov\u00ebn multietnike me 90 p\u00ebrqind shqiptar, na zhveshi nga identiteti komb\u00ebtar dhe na hoqi referendumin si instrument demokratik p\u00ebr p\u00ebrcaktimin dhe marrjen e vendimeve plebishitare si shtet i pavarur dhe sovran.<\/p>\n<p>N\u00eb koh\u00ebn kur Kosov\u00ebs po i b\u00ebhet presion i papar\u00eb nd\u00ebrkomb\u00ebtar p\u00ebr t\u00eb hequr taksen, si kusht p\u00ebr vazhdimin e dialogut, nd\u00ebrsa n\u00eb an\u00ebn tjet\u00ebr Serbis\u00eb nuk \u00ebsht\u00eb duke ju b\u00ebr\u00eb asnj\u00eb presion p\u00ebr t\u00eb nd\u00ebrprer\u00eb luft\u00ebn politike dhe fushat\u00ebn p\u00ebr \u00e7&#8217;njohjen e Kosov\u00ebs, k\u00ebrkohet unifikim i faktorit politik shqiptar, p\u00ebr t\u00eb mbajtur taks\u00ebn si t\u00eb vetmen mund\u00ebsi q\u00eb kemi p\u00ebr ta nd\u00ebshkuar Serbin\u00eb derisa ajo t\u00eb njoh\u00eb realitetin e krijuar, p\u00ebrkat\u00ebsisht ta njoh\u00eb shtetin e Kosov\u00ebs.<\/p>\n<p>N\u00eb k\u00ebto rrethana, kur mungon konsensusi nacional p\u00ebr marrjen e vendimeve p\u00ebr temat kruciale n\u00eb Kuvend, siq \u00ebsht\u00eb taksa apo reciprociteti ndaj Serbis\u00eb, \u00e7far\u00eb do t\u00eb b\u00ebjm\u00eb ne me marr\u00ebveshjen finale me Serbin\u00eb!?<\/p>\n<p><strong>Kthimi i Referendumit popullor, imperativ i ngutsh\u00ebm kohor<\/strong><\/p>\n<p>Ka nj\u00eb koh\u00eb t\u00eb gjat\u00eb q\u00eb \u00ebsht\u00eb folur e p\u00ebrfolur p\u00ebr ndryshimet kushtetuese, p\u00ebrkat\u00ebsisht ndryshimin e ligjit zgjedhor, por deri m\u00eb tani nga asnj\u00ebra legjislatur\u00eb e Kuvendit nuk \u00ebsht\u00eb k\u00ebrkuar nxjerrja e nj\u00eb ligji q\u00eb kthen Referendumin si instrument demokratik, i cili i mund\u00ebson sovranit marrjen e vendimeve t\u00eb r\u00ebnd\u00ebsishme p\u00ebr vendin, siq \u00ebsht\u00eb p\u00ebrcaktimi i rendit kushtetues, sovraniteti dhe integriteti territorial i vendit.<\/p>\n<p>N\u00eb rrethanat kur mungon konsensusi politik p\u00ebr gj\u00ebra m\u00eb t\u00eb vogla siq \u00ebsht\u00eb taksa dhe reciprociteti, n\u00eb asnj\u00eb rrethan\u00eb nuk duhet lejuar q\u00eb fati i shtetit t\u00eb mbet\u00ebt n\u00eb dor\u00ebn e lider\u00ebve partiak, qofshin ata n\u00eb pushtet apo opozit\u00eb.<\/p>\n<p>T\u00eb pakt\u00ebn ne, t\u00eb mos b\u00ebhemi pjes\u00eb e loj\u00ebrave t\u00eb ndyta kund\u00ebr pavar\u00ebsis\u00eb s\u00eb shtetit ton\u00eb.
