Kur e gjith\u00eb bota \u00ebsht\u00eb n\u00eb luft\u00eb me “Coronavirus”-in, politikan\u00ebt e pap\u00ebrgjegjsh\u00ebm kosovar\u00eb b\u00ebjn\u00eb luft\u00eb nj\u00ebri me tjetrin p\u00ebr pushtet. E filluan me mocionin p\u00ebr rr\u00ebzimin e qeveris\u00eb, tani po vazhdojn\u00eb betej\u00ebn e re politike n\u00eb kuvend n\u00eb rrethana t\u00eb jasht\u00ebzakonshme, gj\u00eb e cila nuk ndodh\u00eb n\u00eb asnj\u00eb vend t\u00eb bot\u00ebs.<\/p>\n

Sikurse seanca e par\u00eb e jasht\u00ebzakonshme e dit\u00ebs s\u00eb merkur\u00eb e 25 marsit 2020, me k\u00ebrkes\u00ebn e LDK-s\u00eb, n\u00eb rrethana t\u00eb jasht\u00ebzakonshme q\u00eb rezultoi me rr\u00ebzimin e qeveris\u00eb legjitime, edhe seanca e nes\u00ebrme e jasht\u00ebzakonshme, dit\u00eb e mart\u00eb, 14 prill 2020 me k\u00ebrkes\u00ebn e PDK-s\u00eb, kinse p\u00ebr miratimin e nj\u00eb pako emergjente financiare, do t\u00eb shkaktoj\u00eb turbulenca t\u00eb reja politike n\u00eb Kuvend.<\/p>\n

Sikurse nj\u00ebra, ashtu edhe tjetra jan\u00eb seanca t\u00eb orkestruara q\u00eb p\u00ebr q\u00ebllim t\u00eb fundit kan\u00eb luft\u00ebn politike p\u00ebr pushtet e jo interesin e qytetar\u00ebve.<\/p>\n

P\u00ebr dallim nga seanca e par\u00eb e jasht\u00ebzakonshme n\u00eb koh\u00eb pandemie, kur u shkarkua qeveria, n\u00eb t\u00eb cil\u00ebn deputet\u00ebt e PDK-s\u00eb qendruan t\u00eb heshtur gjat\u00eb realizimit t\u00eb planit t\u00eb tyre 100 % p\u00ebrmes LDK-s\u00eb, n\u00eb seanc\u00ebn e nes\u00ebrme t\u00eb jasht\u00ebzakonshme, p\u00ebrseri n\u00eb koh\u00eb pandemie, do t\u00eb jen\u00eb t\u00eb koordinuara mes tyre LDK-ja dhe PDK-ja, ku si zakonisht m\u00eb t\u00eb z\u00ebshmit n\u00eb diskutimet e tyre kund\u00ebr qeveris\u00eb n\u00eb detyr\u00eb t\u00eb Albin Kurtit do t\u00eb jen\u00eb k\u00ebta t\u00eb fundit, t\u00eb ndihmuar nga AAK dhe NISMA.<\/p>\n

“Testi demokratik” i fushat\u00ebs n\u00eb kuvend<\/strong><\/p>\n

\u00cbsht\u00eb e v\u00ebshtir\u00eb t\u00eb parashikohet se \u00e7far\u00eb do t\u00eb ndodh\u00eb n\u00eb seanc\u00ebn e nes\u00ebrme e Kuvendit, p\u00ebr shkak se aq t\u00eb paparashikuesh\u00ebm jan\u00eb b\u00ebr\u00eb politikan\u00ebt kosovar\u00eb, saq\u00eb nuk ju besohet m\u00eb p\u00ebr asgj\u00eb!<\/p>\n

Seanca do t\u00eb jet\u00eb nj\u00eb “test demokratik” i fillimit t\u00eb fushat\u00ebs elektorale n\u00eb Kuvendin e Kosov\u00ebs dhe jo vet\u00ebm. N\u00eb k\u00ebt\u00eb seanc\u00eb do t\u00eb maten impulset e deputet\u00ebve dhe analizohet mund\u00ebsia e grupimeve t\u00eb reja parlamentare p\u00ebr formimin e qeveris\u00eb s\u00eb re n\u00eb kund\u00ebrshtim me vullnetin e qytetar\u00ebve t\u00eb Kosov\u00ebs.<\/p>\n

P\u00ebr m\u00eb tep\u00ebr se kaq, seanca e nes\u00ebrme e kuvendit, p\u00ebrveqse do t\u00eb sh\u00ebnoj\u00eb fillimin e fushat\u00ebs elektorale n\u00eb parlament, do t\u00eb jet\u00eb kjo edhe p\u00ebrballja e par\u00eb mes LVV-s\u00eb PLAN-it n\u00eb kuvend.<\/p>\n

PLAN apo LAN, si do q\u00eb t\u00eb jet\u00eb varianti final, po v\u00ebrtetohet se futja e NISMA-s n\u00eb kuvend ishte plan, p\u00ebrderisa qeveria e re e dal\u00eb nga kjo p\u00ebrb\u00ebrje do t\u00eb jet\u00eb n\u00ebn tutel\u00ebn e plot\u00eb t\u00eb Hashim Tha\u00e7it dhe nd\u00ebrkomb\u00ebtar\u00ebve deri n\u00eb n\u00ebnshkrimin e marr\u00ebveshjes me Serbin\u00eb.<\/p>\n

Variantet e zgjedhjes s\u00eb qeveris\u00eb s\u00eb re<\/strong><\/p>\n

Pas shkarkimit t\u00eb ‘qeveris\u00eb s\u00eb shpres\u00ebs’, ekzistojn\u00eb dy variante t\u00eb formimit t\u00eb qeveris\u00eb s\u00eb re. Sikurse n\u00eb variantin e par\u00eb, n\u00ebse L\u00ebvizja Vet\u00ebvendosje si parti e par\u00eb n\u00eb zgjedhjet e 6 tetorit, propozon mandatarin e ri dhe provon ta b\u00ebj\u00eb shumic\u00ebn n\u00eb kuvend, ashtu edhe n\u00eb variantin e dyt\u00eb, kur mandati do t’i kalohet partis\u00eb dyt\u00eb t\u00eb dal\u00eb n\u00eb zgjedhjet e 6 tetorit, n\u00eb k\u00ebt\u00eb rast LDK-s\u00eb, me marr\u00ebveshje t\u00eb k\u00ebsaj t\u00eb fundit me partit\u00eb e PAN-it, do ta kemi nj\u00eb qeveri kalimtare me nj\u00eb afat\u00eb t\u00eb shkurt\u00ebr qeveris\u00ebs.<\/p>\n

Kjo qeveri kalimtare e PLAN-it do ta ket\u00eb nj\u00eb dhe vet\u00ebm nj\u00eb mision politik, p\u00ebrmbylljen e dialogut Kosov\u00eb-Serbi, respektivisht n\u00ebnshkrimin e marr\u00ebveshjes politike e cila \u00ebsht\u00eb n\u00eb “Stand By” tani e nj\u00eb koh\u00eb t\u00eb gjat\u00eb n\u00eb kancelarit\u00eb e larta per\u00ebndimore.<\/p>\n

Rregullat parlamentare, kusht\u00ebzojn\u00eb vullnetin p\u00ebr zgjedhje<\/strong><\/p>\n

Shteti i Kosov\u00ebs nuk \u00ebsht\u00eb monarki, por \u00ebsht\u00eb Republik\u00eb Parlamentare dhe se duhen respektuar rregullat parlamentare, gjegj\u00ebsisht vulneti i shumic\u00ebs s\u00eb deputet\u00ebve n\u00eb Kuvend.<\/p>\n

Organizimi politik i vendit ton\u00eb, si Republik\u00eb Parlamentare q\u00eb jemi, e b\u00ebn q\u00eb populli i Kosov\u00ebs nuk mund t\u00eb zgjedh drejt\u00ebp\u00ebrdrejt kryeministin, presidentin dhe as kryeparlamentin por vet\u00ebm p\u00ebrb\u00ebrjen e Parlamentit t\u00eb Kosov\u00ebs.<\/p>\n

Pra, p\u00ebrb\u00ebrja e Parlamentit si produkt i vot\u00ebs s\u00eb qytetar\u00ebve, vendos\u00eb p\u00ebr zgjedhjen e drejtuesve t\u00eb tri institucioneve m\u00eb t\u00eb larta n\u00eb vendn ton\u00eb.<\/p>\n

P\u00ebr t\u00eb mos u l\u00ebshuar m\u00eb thell\u00eb aktet kushtetuese, jan\u00eb tri raste kur shkohet n\u00eb zgjedhje t\u00eb reja parlamentare; d\u00ebshtimi n\u00eb zgjedhjen e presidentit, d\u00ebshtimi n\u00eb zgjedhjen e qeveris\u00eb dhe (vet) shp\u00ebrb\u00ebrja e kuvendit.<\/p>\n

Si rezultat i mos marr\u00ebveshjeve p\u00ebr tejkalimin e kriz\u00ebs institucionale pas rr\u00ebzimit t\u00eb qeveris\u00eb, do t\u00eb jet\u00eb vendimi i Gjykat\u00ebs Kushtetuese, ai i cili i determinon zhvillimet e m\u00ebtutjeshme politike rreth formimit t\u00eb qeveris\u00eb apo shkuarjes n\u00eb zgjedhje t\u00eb reja pas tejkalimit t\u00eb “Covid-19”-it.<\/p>\n

Edhe n\u00eb rast t\u00eb d\u00ebshtimit t\u00eb zgjedhjes s\u00eb qeveris\u00eb s\u00eb re n\u00eb Kuvendin e Kosov\u00ebs, vendi nuk mund t\u00eb shkoj\u00eb menj\u00ebher\u00eb n\u00eb zgjedhje p\u00ebr shkak t\u00eb situat\u00ebs s\u00eb krijuar nga “Covid-19”, prandaj \u00ebsht\u00eb i domosdosh\u00ebm kompromisi politik p\u00ebr zgjedhjen e nj\u00eb qeverie kalimtare, si do t\u00eb quhet ajo “teknike” apo “politike”, derisa t\u00eb krijohen kushte p\u00ebr (vet) shp\u00ebrb\u00ebrjen e parlamnetit, gjegj\u00ebsisht organizimin e zgjedhjeve t\u00eb reja parlamentare.<\/p>\n","protected":false},"excerpt":{"rendered":"
