Tashm\u00eb kapitulli 35, q\u00eb ka sh\u00ebrbyer vitet e kaluara si kusht p\u00ebr pro\u00e7esin e an\u00ebtar\u00ebsimit t\u00eb Serbis\u00eb n\u00eb BE, nuk do t\u00eb shihet m\u00eb si i till\u00eb n\u00eb saj\u00eb t\u00eb ndryshimit t\u00eb metodologjis\u00eb s\u00eb Komisionit Europian, p\u00ebrsa i p\u00ebrket an\u00ebtar\u00ebsimit t\u00eb vendeve t\u00eb Ballkanit P\u00ebrendimor.<\/p>\n<p>N\u00eb nj\u00eb dokument q\u00eb KE i ka komunikuar Parlamentit Europian, K\u00ebshillit, Komisionit Europian Ekonomik e Social dhe Komisionit t\u00eb Rajoneve thuhet se \u00ebsht\u00eb e nevojshme q\u00eb t\u00eb p\u00ebrmir\u00ebsohet efektiviteti i pro\u00e7esit t\u00eb an\u00ebtar\u00ebsimit dhe monitorimit t\u00eb implementimit t\u00eb reformave nga ana e shteteve.<\/p>\n<p>Propozimi \u00ebsht\u00eb q\u00eb t\u00eb zhvillohet nj\u00eb proces m\u00eb dinamik n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb injektohet dinamiz\u00ebm i m\u00ebtejsh\u00ebm n\u00eb procesin e negociatave dhe t\u00eb nxiten p\u00ebrpjekjet p\u00ebrtej kapitujve individual\u00eb. Kapitujt negociues do t\u00eb organizohen n\u00eb baz\u00eb t\u00eb temave m\u00eb gjith\u00ebp\u00ebrfshir\u00ebse si\u00e7 jan\u00eb qeverisja e mir\u00eb, tregu i brendsh\u00ebm, konkurrueshm\u00ebria ekonomike dhe konektiviteti, thuhet n\u00eb dokument.<\/p>\n<p>Dokumenti i Komisionit p\u00ebrmend nd\u00ebr t\u00eb tjera p\u00ebrpjekjet q\u00eb duhet t\u00eb b\u00ebhen p\u00ebr zgjidhjen\u00a0 e mosmarr\u00ebveshjeve bilaterale, duke v\u00ebn\u00eb theksin n\u00eb rolin e dialogut mes Prishtin\u00ebs dhe Beogradit t\u00eb leht\u00ebsuar nga BE-ja, i cili duhet t\u00eb mbyllet me nj\u00eb marr\u00ebveshje\u00a0 gjith\u00ebp\u00ebrfshir\u00ebse t\u00eb normalizimit, ligj\u00ebrisht t\u00eb detyrushme. Mir\u00ebpo tashm\u00eb ky nuk \u00ebsht\u00eb nj\u00eb kusht q\u00eb do t\u00eb pengonte Serbin\u00eb n\u00eb rrug\u00ebn drejt BE-s\u00eb.<\/p>\n<p>Pozicioni i BE-s\u00eb p\u00ebrsa i p\u00ebrket an\u00ebtar\u00ebsimit t\u00eb Serbis\u00eb n\u00eb kapitullin 35 ka qen\u00eb shum\u00eb i qart\u00eb. Aty thuhej se marr\u00ebveshjet e arritura gjat\u00eb negociatave n\u00eb kapituj specifik\u00eb, edhe ata t\u00eb ve\u00e7ant\u00eb, mund t\u00eb mos konsiderohen si finale derisa nj\u00eb marr\u00ebveshje gjith\u00ebp\u00ebrfshir\u00ebse mund t\u00eb arrihej p\u00ebr t\u00eb gjitha kapitujt. Kjo do t\u00eb thot\u00eb se n\u00ebse Serbia nuk do t\u00eb normalizonte raportet me Kosov\u00ebn, pra t\u00eb p\u00ebrmbyllte kapitullin 35, nuk do t\u00eb mund t\u00eb an\u00ebtar\u00ebsohej n\u00eb BE.<\/p>\n<p>\u201c<em>Avancimi i Serbis\u00eb n\u00eb negociatat p\u00ebr an\u00ebtar\u00ebsim n\u00eb BE do t\u00eb udh\u00ebhiqet nga progresi i Serbis\u00eb n\u00eb p\u00ebrgatitjet p\u00ebr pranim, q\u00eb do t\u00eb matet n\u00eb m\u00ebnyr\u00eb t\u00eb ve\u00e7ant\u00eb me angazhimin e Serbis\u00eb p\u00ebr p\u00ebrmir\u00ebsimin e duksh\u00ebm dhe t\u00eb q\u00ebndruesh\u00ebm t\u00eb mar\u00ebdh\u00ebnieve me Kosov\u00ebn<\/em>,\u201d thuhej ne kapitullin 35, n\u00eb Pik\u00ebn p\u00ebr normalizimin e mar\u00ebdh\u00ebnieve mes Kosov\u00ebs dhe Serbis\u00eb.<\/p>\n<p>Nd\u00ebrsa n\u00eb dokumentin q\u00eb Komisioni i ka d\u00ebrguar institucioneve t\u00eb BE-s\u00eb, duket se ka nj\u00eb ndryshim t\u00eb r\u00ebnd\u00ebsish\u00ebm t\u00eb qasjes, e cila edhe pse nuk lidhet drejtp\u00ebrdrejt me Serbin\u00eb, ajo do t\u00eb p\u00ebrfitoj\u00eb nga m\u00ebnyra se si BE do t\u00eb vler\u00ebsoj\u00eb p\u00ebrparimin e vendeve kandidate, p\u00ebrsa i p\u00ebrket p\u00ebrmbushjes s\u00eb standarteve p\u00ebr an\u00ebtar\u00ebsim.<\/p>\n<p>N\u00eb dokumentin e komisionit thuhet se grumbullimi i kapitujve do t\u00eb lejoj\u00eb nj\u00eb fokusim m\u00eb t\u00eb madh n\u00eb sektor\u00ebt thelb\u00ebsor\u00eb n\u00eb dialogun politik dhe do t\u00eb siguroj\u00eb nj\u00eb korniz\u00eb t\u00eb p\u00ebrmir\u00ebsuar t\u00eb angazhimit politik t\u00eb nivelit t\u00eb lart\u00eb. Kjo metod\u00eb e vler\u00ebsimit do t\u00eb lejoj\u00eb q\u00eb t\u00eb identifikohen reformat m\u00eb t\u00eb r\u00ebnd\u00ebsishme dhe urgjente p\u00ebr secilin sektor.<\/p>\n<p>Bisedimet p\u00ebr secilin grup do t\u00eb hapen si nj\u00eb e t\u00ebr\u00eb &#8211; pasi t\u00eb ken\u00eb p\u00ebrmbushur standardet e hapjes &#8211; n\u00eb vend q\u00eb kapitujt t\u00eb hapen n\u00eb baza individuale. Si rezultat i pro\u00e7esit t\u00eb shqyrtimit t\u00eb realizuar p\u00ebr grup, prioritetet p\u00ebr integrimin e p\u00ebrshpejtuar dhe reformat kryesore do dakordohen midis BE-s\u00eb dhe vendit kandidat.<\/p>\n<p>Sundimi i ligjit, funksionimi i institucioneve demokratike, reforma n\u00eb administrat\u00ebn publike si dhe programi i reformave ekonomike do t\u00eb jen\u00eb kriter\u00ebt baz\u00eb p\u00ebr an\u00ebtar\u00ebsim n\u00eb BE. Mbetet n\u00eb fuqi vler\u00ebsimi sipas meritave individuale t\u00eb shteteve kandidate.<\/p>\n<p>Nd\u00ebrkoh\u00eb p\u00ebrfaq\u00ebsuesit e Kosov\u00ebs, nuk kan\u00eb p\u00ebrmenduar n\u00eb asnj\u00eb deklarat\u00eb nj\u00eb \u00e7\u00ebshtje t\u00eb till\u00eb, p\u00ebr t\u00eb cil\u00ebn si duket as nuk jan\u00eb t\u00eb informuar.
