Termi &#8220;Quarantene&#8221; rrjedh nga dyzet dit\u00eb, koh\u00ebzgjatja tipike e izolimit t\u00eb cilit iu n\u00ebnshtruan anijet nga zonat e prekura nga murtaja n\u00eb shekullin XIV-t\u00eb.<\/p>\n<p>Karantina n\u00ebnkupton nj\u00eb periudh\u00eb t\u00eb ndarjes dhe v\u00ebzhgimit parandalues. P\u00ebrdoret tek njer\u00ebzit (ose kafsh\u00ebt) q\u00eb kan\u00eb s\u00ebmundje infektive ose ngjit\u00ebse p\u00ebr t\u00eb shmangur p\u00ebrhapjen tek njer\u00ebzit e tjer\u00eb. Fjal\u00eb p\u00ebr fjal\u00eb kuptimi i termit &#8220;Quarantene&#8221; apo Karantin\u00eb siq i themi ne \u00ebsht\u00eb &#8220;dyzet dit\u00eb&#8221;, q\u00eb ishte numri i dit\u00ebve n\u00eb t\u00eb cilat anijet nga zonat e prekura nga murtaja n\u00eb shekullin e kat\u00ebrmb\u00ebdhjet\u00eb mbet\u00ebn n\u00eb det t\u00eb hapur para se t\u00eb ulnin mallrat dhe pasagjer\u00ebt. Megjithat\u00eb, sot, periudha e karantin\u00ebs \u00ebsht\u00eb e ndryshueshme.<\/p>\n<p>N\u00eb zhargonin e sh\u00ebndetit publik, karantina \u00ebsht\u00eb nj\u00eb mas\u00eb q\u00eb p\u00ebrfshin izolimin e detyruar t\u00eb njer\u00ebzve, mallrave ose kafsh\u00ebve t\u00eb infektuar me nj\u00eb virus infektiv. Karantina nuk e zhduk virusin, por parandalon p\u00ebrhapjen e tij, duke i b\u00ebr\u00eb t\u00eb infektuarit t\u00eb infektuar t\u00eb pad\u00ebmsh\u00ebm. Periudha e izolimit \u00ebsht\u00eb e ndryshueshme, por pothuajse asnj\u00ebher\u00eb m\u00eb e shkurt\u00ebr se dit\u00ebt e inkubacionit t\u00eb s\u00ebmundjes.<\/p>\n<p>\u201dQuarantena\u201d e dit\u00ebve t\u00eb sotme ka sjell\u00eb ndryshime n\u00eb m\u00ebnyr\u00ebn e jet\u00ebs , n\u00eb n\u00eb sjelljen, n\u00eb pun\u00ebn, dhe n\u00eb karekterin e njer\u00ebzve. Izolimi i gjat\u00eb i njer\u00ebzve n\u00eb sht\u00ebpit\u00eb e tyre, p\u00ebrveq pasivitetit dhe monotonis\u00eb ka shkaktuar edhe frik\u00eb dhe pasiguri n\u00eb jet\u00ebn e njer\u00ebzve, duke mos e pasur t\u00eb qart\u00eb se \u00e7far\u00eb mund t&#8217;ju sjell\u00eb e nes\u00ebrmja e af\u00ebrt!<\/p>\n<p><strong>Abuzimi i pandemis\u00eb p\u00ebr mbajtje-marrje t\u00eb pushtetit<\/strong><\/p>\n<p>E fillova shkrimin me historikun e karantin\u00ebs, koh\u00ebzgjatjen dhe efektet e saj, p\u00ebr t\u00eb vazhduar m\u00eb pas, p\u00ebr nevoj\u00ebn e nj\u00eb karantinimi t\u00eb gjat\u00eb t\u00eb politik\u00ebs s\u00eb infektuar kosovare nga virusi kancerogjen i korrupsionit dhe krimit t\u00eb organizuar.<\/p>\n<p>N\u00eb fillimin e p\u00ebrhapjes s\u00eb pandemis\u00eb, kur i kishim vet\u00ebm 19 persona t\u00eb infektuar dhe asnj\u00eb t\u00eb vdekur, kreu i shtetit dhe mb\u00ebshtet\u00ebsit e tij morbid k\u00ebrkuan vendosjen e gj\u00ebndjes s\u00eb jasht\u00ebzakonshme n\u00eb vend, nd\u00ebrsa tani kur i kemi mbi 500 t\u00eb infektuar dhe 12 t\u00eb vdekur, k\u00ebrkojn\u00eb zbutjen e masave t\u00eb jasht\u00ebzakonshme t\u00eb v\u00ebna nga qeveria!<\/p>\n<p>Loja apo m\u00eb mir\u00eb t\u00eb themi abuzimi q\u00eb po b\u00ebhet me pandemin\u00eb &#8220;Covid-19&#8221; nga forcat politike, n\u00eb emrin e s\u00eb cil\u00ebs, n\u00eb nj\u00ebr\u00ebn po tentohet t\u00eb mbahet forc\u00ebrisht pushteti, nd\u00ebrsa n\u00eb tjetr\u00ebn me nguti marrja e pushtetit, i ka ndar\u00eb n\u00eb dysh edhe qytetar\u00ebt e vendit.<\/p>\n<p>Nj\u00ebri krah politik (i vetmuar) i bindur n\u00eb mb\u00ebshtjen e popullit po mundohet t\u00eb mbaj\u00eb forc\u00ebrisht pushtetin pa legjitimitetin e kuvendit, nd\u00ebrsa krahu tjet\u00ebr (i bashkuar) por i frik\u00ebsuar nga nd\u00ebshkimi i popullit, po mundohet t&#8217;i ik\u00eb ballafaqimit me popullin.<\/p>\n<p>N\u00eb situat\u00ebn aktuale, t\u00eb kriz\u00ebs institucionale, qeveria dhe parlamenti nuk mund t\u00eb funksionojn\u00eb pa nj\u00ebra-tjetr\u00ebn. Meq\u00eb \u00ebsht\u00eb k\u00ebshtu, do t\u00eb ishte absurde zgjatja e &#8220;Status Quos&#8221; politike. Por, akoma m\u00eb absurde dhe anakronike do t\u00eb ishte q\u00eb pakica parlamentare t\u00eb vazhdoj\u00eb t\u00eb qeveris\u00eb me vendin, pa e pasur mb\u00ebshtetjen e Kuvendit.<\/p>\n<p>Mungesa e nj\u00eb konsensuesi mes forcave politike do t\u00eb prodhoj nj\u00eb zgjidhje t\u00eb keqe, e cila mund t\u00eb prodhoj pak\u00ebnaq\u00ebsi t\u00eb shum\u00ebta, t\u00eb cilat mund t\u00eb rezultojn\u00eb me protesta qytetare deri n\u00eb rrezikimin e rendit kushtetues n\u00eb vend.<\/p>\n<p>Si\u00e7 po shihet Kuvendi i maskave q\u00eb shkarkoj\u00eb &#8216;qeverin\u00eb e shpres\u00ebs&#8217; do ta zgjedh\u00eb &#8216;qeverin\u00eb e s\u00eb keq\u00ebs&#8217;, e cila do t\u00eb mbahet mend gjat\u00eb n\u00eb kujtes\u00ebn ton\u00eb.<\/p>\n<p>Ky diskurs i politikan\u00ebve kosovar\u00eb nuk guxon t\u00eb mbetet i pand\u00ebshkuar nga qytetar\u00ebt e vendit n\u00eb zgjedhjet e ardhshme kurdo q\u00eb t\u00eb mbahen ato.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Shkruan: Florim Zeqa, 20.04.2020 Karantina \u00ebsht\u00eb nj\u00eb izolim i detyruar, q\u00eb zakonisht p\u00ebrdoret p\u00ebr t\u00eb kufizuar p\u00ebrhapjen e nj\u00eb gjendje t\u00eb rrezikshme (shpesh nj\u00eb s\u00ebmundje).
