P\u00ebrpjekja shkon p\u00ebraf\u00ebrsisht k\u00ebshtu. LDK-ja konsideron se \u00ebsht\u00eb mandatuar nga presidenti i vendit p\u00ebr t\u00eb formuar Qeverin\u00eb e re dhe \u00ebsht\u00eb duke b\u00ebr\u00eb konsultime p\u00ebr koalicion me parti t\u00eb interesuara. N\u00eb momentin kur i ka n\u00ebnshkrimet e marr\u00ebveshjes s\u00eb koalicionit do t\u2019i lajm\u00ebrohet presidentit me p\u00ebrpjekjen p\u00ebr t\u00eb d\u00ebshmuar se e ka shumic\u00ebn parlamentare p\u00ebr t\u00eb formuar Qeverin\u00eb. N\u00eb at\u00eb moment pret t\u00eb marr\u00eb mandatin formal nga presidenti, me t\u00eb cilin mundet pastaj t\u00eb thirret urgjentisht mbledhja e Kuvendit t\u00eb Kosov\u00ebs dhe t\u00eb votohet kjo marr\u00ebveshje koalicioni.<\/p>\n<p>Kontrabandimi do t\u00eb krijoj\u00eb dy realitete. Nj\u00eb \u00ebsht\u00eb shkelja e Kushtetut\u00ebs (sipas interpretimit t\u00eb m\u00ebhersh\u00ebm t\u00eb Gjykat\u00ebs Kushtetuese p\u00ebr \u00e7\u00ebshtje analoge). Dy \u00ebsht\u00eb formimi i Qeveris\u00eb me shumic\u00eb prej 61 votash. K\u00ebto dy realitete jan\u00eb n\u00eb kund\u00ebrshtim me nj\u00ebra-tjetr\u00ebn dhe krijojn\u00eb natyrsh\u00ebm f\u00ebrkim e ndeshje. Qeveria n\u00eb detyr\u00eb ka n\u00eb favor t\u00eb saj procedur\u00ebn (Kushtetut\u00ebn), por jo numrat (shumic\u00ebn n\u00eb Kuvend). Qeveria e kontrabanduar do t\u00eb kishte n\u00eb favor t\u00eb saj shumic\u00ebn, por jo procedur\u00ebn (Kushtetut\u00ebn).<\/p>\n<p><strong>2<\/strong>.<\/p>\n<p>\u00cbsht\u00eb bukur nj\u00eb hap i guximsh\u00ebm q\u00eb t\u00eb nd\u00ebrmerren veprime t\u00eb m\u00ebtejme p\u00ebr formimin e Qeveris\u00eb s\u00eb re n\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb. Do t\u00eb ket\u00eb nj\u00eb zor t\u00eb madh p\u00ebr k\u00ebt\u00eb. Dhe, sado t\u00eb p\u00ebrpiqem t\u2019i kuptoj motivet e larta (morale, politike, atdhetare) pse i duhet hyr\u00eb k\u00ebsaj pune, nuk i gjej. Kriza kryesore, ajo COVID-19, po menaxhohet n\u00eb form\u00eb t\u00eb p\u00ebrgjegjshme e n\u00eb kushte mund\u00ebsish shum\u00eb t\u00eb kufizuara. P\u00ebr veprime t\u00eb tjera, t\u00eb luft\u00ebs kund\u00ebr korrupsionit, nuk besoj se do t\u00eb ndihmonte rikthimi i subjekteve t\u00eb p\u00ebrfshira n\u00eb korrupsion. E p\u00ebr \u00e7\u00ebshtjen e negociatave me Serbin\u00eb e kam v\u00ebshtir\u00eb t\u00eb kuptueshme se si plani i Tha\u00e7it (amnisti, zhb\u00ebrje gjykate, definim t\u00eb Veriut dhe disa t\u00eb zeza t\u00eb tjera) do t\u00eb ishte ndihmes\u00eb p\u00ebr Kosov\u00ebn. Megjithat\u00eb, motivi m\u00eb i lart\u00eb i cituar nga udh\u00ebheqja e LDK-s\u00eb \u00ebsht\u00eb q\u00eb n\u00ebp\u00ebrmjet nj\u00eb Qeverie t\u00eb re ta shp\u00ebtoj\u00eb Kosov\u00ebn nga rreziqet ku e ka sjell\u00eb Qeveria n\u00eb detyr\u00eb, e n\u00eb t\u00eb cil\u00ebn ende formalisht operon edhe LDK-ja.<\/p>\n<p>Ndoshta n\u00eb vend t\u00eb motiveve \u00ebsht\u00eb m\u00eb leht\u00eb q\u00eb gjendja t\u00eb kuptohet n\u00ebp\u00ebrmjet tre p\u00ebrb\u00ebr\u00ebsve themelor\u00eb t\u00eb nj\u00eb Qeverie t\u00eb re t\u00eb kontrabanduar. Kjo qeveri do t\u00eb p\u00ebrb\u00ebhej, ta p\u00ebrshkruajm\u00eb n\u00eb vizatim t\u00eb lir\u00eb, nga 3 lista: Lista Serbe, Lista Ruse dhe Lista e t\u00eb Hyrave.<\/p>\n<p><strong>3<\/strong>.<\/p>\n<p>Lista Serbe \u00ebsht\u00eb n\u00eb Qeverin\u00eb e tanishme n\u00eb detyr\u00eb, por jo si an\u00ebtare e koalicionit. Qeveria e kontrabanduar po k\u00ebrkon q\u00eb Lista Serbe t\u00eb hyj\u00eb n\u00eb koalicion. Kjo do t\u00eb thot\u00eb se pa numrat e saj koalicioni nuk \u00ebsht\u00eb i mundur. Dhe kjo do t\u00eb thot\u00eb se pa p\u00eblqim t\u00eb drejtp\u00ebrdrejt\u00eb t\u00eb Beogradit nuk mund t\u00eb formohet koalicioni i kontrabanduar. Dhe kjo do t\u00eb thot\u00eb at\u00ebher\u00eb se p\u00ebr p\u00ebrmbushjen e motivit t\u00eb lart\u00eb t\u00eb Qeveris\u00eb s\u00eb re &#8211; shp\u00ebtimit t\u00eb Kosov\u00ebs nga degradimi q\u00eb e solli Qeveria n\u00eb detyr\u00eb &#8211; duhet medoemos vullneti i presidentit t\u00eb Serbis\u00eb t\u00eb manifestuar n\u00ebp\u00ebrmjet List\u00ebs Serbe, si an\u00ebtare e koalicionit qeveris\u00ebs. Apo, thjesht, vet\u00ebm Vu\u00e7iqi mund ta formoj\u00eb Qeverin\u00eb e re, pra edhe ta shp\u00ebtoj\u00eb Kosov\u00ebn.<\/p>\n<p>Lista Ruse p\u00ebrfaq\u00ebsohet nga Behgjet Pacolli. Ai m\u00eb 1998 ishte i d\u00ebrguar i Rusis\u00eb p\u00ebr ta bindur udh\u00ebheqjen e Kosov\u00ebs q\u00eb t\u00eb negocioj\u00eb drejtp\u00ebrdrejt me Milosheviqin p\u00ebr nj\u00eb status t\u00eb autonomis\u00eb e pa nd\u00ebrmjet\u00ebsim amerikan. Prej se ka hyr\u00eb n\u00eb institucionet e Kosov\u00ebs nuk \u00ebsht\u00eb spikatur si p\u00ebrfaq\u00ebsues i interesave ruse (s\u00eb paku jo publikisht), por ka p\u00ebrfaq\u00ebsuar nj\u00eb model rus n\u00eb politik\u00eb, n\u00eb t\u00eb cilin nuk ekziston kufiri mes biznesit privat dhe \u00e7\u00ebshtjeve publike &#8211; q\u00eb t\u00eb gjitha jan\u00eb p\u00ebr shitje ofertuesit m\u00eb t\u00eb madh. LDK-s\u00eb i nevojiten votat e List\u00ebs Ruse, andaj edhe p\u00ebrpjekja e tij prej trileri komik p\u00ebr t\u00eb ardhur n\u00eb Kosov\u00eb nga Zvicra me avionin privat, por duke shmangur karantin\u00ebn. Ardhja e Pacollit n\u00eb Kosov\u00eb duhej t\u00eb garantonte q\u00eb me dy votat e tij t\u00eb formohej Qeveria e cila do ta godiste korrupsionin.<\/p>\n<p>N\u00eb fakt, Lista Serbe dhe ajo Ruse jan\u00eb t\u00eb nevojshme p\u00ebr list\u00ebn e tret\u00eb, at\u00eb t\u00eb Hyrave. Sapo vendi t\u00eb shkoj\u00eb n\u00eb zgjedhje t\u00eb parakohshme, deputet\u00ebt e zgjedhur dhe forca politike e tanishme e partive politike do t\u00eb ndryshojn\u00eb. Disa deputet\u00eb nuk do t\u00eb zgjidhen, disa prej tyre nuk do t\u00eb ken\u00eb mund\u00ebsin\u00eb t\u00eb jen\u00eb ministra, disa parti mund t\u00eb mos ken\u00eb forc\u00eb t\u00eb mjaftueshme p\u00ebr vendimmarrje. Q\u00eb t\u00eb gjith\u00eb ata p\u00ebrb\u00ebjn\u00eb forc\u00ebn e quajtur Lista e t\u00eb Hyrave; duan ta nxjerrin n\u00eb maksimum investimin e b\u00ebr\u00eb p\u00ebr zgjedhjet e kaluara. Qeveria e re duhet t\u00eb ruaj\u00eb pozicione deputet\u00ebsh, vende ministrash e z\u00ebvend\u00ebsish dhe t\u00ebr\u00eb aparatura q\u00eb vjen me t\u00eb; duhet t\u00eb ruaj\u00eb t\u00eb hyra p\u00ebr personin e partin\u00eb sa m\u00eb gjat\u00eb t\u00eb jet\u00eb kjo e mundur.<\/p>\n<p><strong>4<\/strong>.<\/p>\n<p>Kontrabandimi q\u00eb po p\u00ebrpiqet t\u00eb b\u00ebhet ka nj\u00eb motiv madhor, e ai \u00ebsht\u00eb kthimi te nj\u00eb status-quo para reformave. Vet\u00ebm shkarkimi i udh\u00ebheqjeve t\u00eb nd\u00ebrmarrjeve publike \u2013 q\u00eb u konsideruan si bankomat\u00eb p\u00ebr partit\u00eb e qeverive t\u00eb m\u00ebparshme &#8211; tregoi maj\u00ebn e Ajsbergut t\u00eb shtetit t\u00eb kapur, por edhe se \u00ebsht\u00eb i mundsh\u00ebm reformimi i vendosur e drastik i shoq\u00ebris\u00eb. Reformimi, po t\u00eb vazhdonte, do t\u00eb prekte \u00e7do segment t\u00eb establishmentit, do ta prishte rehatin\u00eb e List\u00ebs s\u00eb t\u00eb Hyrave.<\/p>\n<p>Udh\u00ebheqja e ngusht\u00eb e LDK-s\u00eb tashm\u00eb e ka kaluar Rubikonin e hamend\u00ebsimit dhe do t\u00eb kthehet te ngroht\u00ebsia e status-quos\u00eb, e siguruar nga tri listat. Por, tash duke marr\u00eb p\u00ebrgjegj\u00ebsin\u00eb e kontrabanduesit t\u00eb mallrave p\u00ebr nd\u00ebrmarrjen e p\u00ebrbashk\u00ebt andejligjore t\u00eb prir\u00eb nga H.Tha\u00e7i.<\/p>\n<p>F\u00ebrkimi t\u00eb cilin do ta sjell\u00eb krijimi i dy realiteteve paralele e kund\u00ebrth\u00ebn\u00ebse (nj\u00eb Qeverie n\u00eb detyr\u00eb me p\u00ebrkrahje t\u00eb Kushtetut\u00ebs dhe nj\u00eb t\u00eb kontrabanduar me p\u00ebrkrahje t\u00eb 61 deputet\u00ebve) do t\u00eb ishte i rreziksh\u00ebm p\u00ebr cilindo vend n\u00eb cil\u00ebndo situat\u00eb. Aq m\u00eb shum\u00eb \u00ebsht\u00eb p\u00ebr Kosov\u00ebn n\u00eb koh\u00ebn e pandemis\u00eb.
