Shtrohet pyetja, n\u00ebse shkohet n\u00eb zgjedhje pa reform\u00eb zgjedhore \u00e7far\u00eb do t\u00eb ndryshoj n\u00eb Kosov\u00eb!? P\u00ebrgjigja \u00ebsht\u00eb, asgj\u00eb!<\/p>\n<p>N\u00eb m\u00ebnyr\u00eb q\u00eb zgjedhjet t\u00eb ken\u00eb kuptim dhe t\u00eb arrihet ndryshimi n\u00eb Kosov\u00eb, fllimisht k\u00ebrkohet ndryshimi i ligjit zgjedhor, p\u00ebrkat\u00ebsisht kalimi nga nj\u00eb zon\u00eb n\u00eb disa zona zgjedhore, nga listat e mbyllura n\u00eb lista t\u00eb hapura dhe amandamentimi i nj\u00eb ligji t\u00eb ve\u00e7ant\u00eb q\u00eb mund\u00ebson zgjedhjen e presidentit drejt\u00ebp\u00ebrdrejt nga populli.<\/p>\n<p>Pa reform\u00ebn zgjedhore q\u00eb mund\u00ebson votimin me lista t\u00eb hapura p\u00ebr kandidat\u00ebt p\u00ebr deputet dhe pa zgjedhjen e Presidentit t\u00eb vendit drejt\u00ebp\u00ebrdrejt\u00eb nga populli, jo vet\u00ebm q\u00eb nuk do t\u00eb kemi stabilitet politik, nuk do t\u00eb kemi p\u00ebrfaq\u00ebsim t\u00eb denj\u00eb n\u00eb Kuvendin e Republik\u00ebs s\u00eb Kosov\u00ebs.<\/p>\n<p>Assesi nuk b\u00ebn t\u00eb shkohet n\u00eb zgjedhje p\u00ebr interesa t\u00eb partive politike dhe ambicie t\u00eb lider\u00ebve partiak, e aq m\u00eb pak t\u00eb zgjedhet Presidenti sikurse deri m\u00eb tani nga marr\u00ebveshjet politike brenda Kuvendit, ku deputet\u00ebt vet\u00ebm zbatojn\u00eb urdh\u00ebrat e lider\u00ebve partiak dhe mbrojn\u00eb interesat e ngushta partiake, klanore dhe personale.<\/p>\n<p>Edhe pse n\u00eb t\u00eb kaluar\u00ebn kishte dakordim t\u00eb plot\u00eb nga partit\u00eb aktuale t\u00eb p\u00ebrfaq\u00ebsuara n\u00eb Kuvend p\u00ebr ndryshimin e ligjit zgjedhor dhe reformen zgjedhore n\u00eb p\u00ebrgjith\u00ebsi, nj\u00eb nism\u00eb e till\u00eb \u00ebsht\u00eb harruar nga t\u00eb gjitha partit\u00eb politike.<\/p>\n<p>Jan\u00eb interesat personale t\u00eb lider\u00ebve partiak, q\u00eb po b\u00ebhen penges\u00eb serioze e reform\u00ebs zgjedhore, e n\u00eb ve\u00e7anti e nxjerrjes s\u00eb ligjit p\u00ebr zgjedhjen e presidentit nga populli.<\/p>\n<p>Pa mb\u00ebshtetjen e vot\u00ebs dhe vullnetin e qytetar\u00ebve, asnj\u00eb president i zgjedhur me marr\u00ebveshje politike n\u00eb Kuvend nuk mund ta p\u00ebrfaq\u00ebsoj vullnetin e popullit, e aq m\u00eb pak t\u00eb luaj rolin unifikues dhe ceremonial e t\u00eb parit t\u00eb vendit.<\/p>\n<p>Zgjedhja e presidentit nga populli do t\u00eb eliminonte nj\u00eb her\u00eb e mir\u00eb pazaret mes subjekteve politike dhe ambiciet personale t\u00eb lider\u00ebve partiak p\u00ebr t&#8217;u kontrabanduar n\u00eb postin m\u00eb t\u00eb lart\u00eb n\u00eb vend.<\/p>\n<p>Konsensuesi i partive politike t\u00eb p\u00ebrfaq\u00ebsuara n\u00eb Kuvendin e Republik\u00ebs s\u00eb Kosov\u00ebs, duhet t\u00eb shkoj\u00eb n\u00eb funksion t\u00eb reformes zgjedhore e jo n\u00eb funksion t\u00eb zgjedhjes s\u00eb presidentit nga marr\u00ebveshjet politike para (pas) zgjedhore.<\/p>\n<p>N\u00eb reform\u00ebn p\u00ebr zgjedhjen e presidentit nga populli duhet t\u00eb caktohen edhe kriteteret e juridike dhe politike, e jo t&#8217;i ipet mund\u00ebsia secilit q\u00eb ia ka \u00ebndja t\u00eb kandidoj p\u00ebr president.<\/p>\n<p>N\u00eb vendet e zhvilluara dhe demokratike, secili mund t\u00eb formoj\u00eb parti apo t\u00eb b\u00ebhet president i nj\u00eb partie politike, por kur \u00ebsht\u00eb n\u00eb pyetje posti m\u00eb i lart\u00eb shtet\u00ebror dhe reprezentativ i shtetit n\u00eb bot\u00eb, jan\u00eb disa parakushte dhe kritere t\u00eb pakalueshme, siq jan\u00eb; p\u00ebrvoja politike, aft\u00ebsit\u00eb menaxhuese dhe unifikuese, paan\u00ebsia partiake dhe ideologjike, niveli i lart\u00eb intelektual, past\u00ebrtia personale dhe familjare para ligjit dhe nj\u00eb varg\u00eb i gjat\u00eb i d\u00ebshmive tjera ligjore p\u00ebr mosp\u00ebrfshirje n\u00eb afera korruptive apo kriminale.<\/p>\n<p>Nj\u00eb president i zgjedhur drejt\u00ebp\u00ebrdrejt\u00eb nga populli konform\u00eb kritereve t\u00eb sip\u00ebrpermendura do t&#8217;ia p\u00ebrmir\u00ebsonte imazhin shtetit dhe do t&#8217;ua rriste krenarin\u00eb e qytetar\u00ebve t\u00eb Kosov\u00ebs.<\/p>\n<p>Zoti e bekoft\u00eb vot\u00ebn e lir\u00eb dhe vullnetin e qytetar\u00ebve t\u00eb vendit tim!<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Shkruan: Florim Zeqa, 15.09.2020 Edhe pse mandati kushtetues \u00ebsht\u00eb deri n\u00eb fund t\u00eb muajit Prill t\u00eb vitit t\u00eb ardhsh\u00ebm, dit\u00ebve t\u00eb fundit, bashk\u00eb me z\u00ebrat jan\u00eb shtuar edhe kandidaturat p\u00ebr pasuesin e presidentit aktual.
