Shumica mendojn\u00eb s\u00eb ko mareveshje, nuk \u00ebsht\u00eb ndonj\u00eb mareveshje e duhur, e nisur nga bishti e jo nga koka, se nuk mund te mbrrihet ndonj\u00eb marr\u00ebveshje vetem me nj\u00eb samit, por p\u00ebr ndonje marevshje lypset koh\u00eb, durim, negociata dhe pajtim te te dyja pal\u00ebve, \u00e7far\u00eb kjo nuk ndodhi n\u00eb Vashington.Kjo do te thot\u00eb se shumica e analisteve nd\u00ebrkomb\u00ebtare por edhe vendor mendojn\u00eb s\u00eb kjo mareveshje ishte e imponuar, sepse nuk mund te k\u00ebt\u00eb kurrfar\u00eb marevshje pa ndonj\u00eb pajtim e ndersjellt\u00eb, pa ndonj\u00eb njohje mes Kosov\u00ebs dhe Serbis\u00eb, nuk mund te zbatohet kjo marevshje kur sot Serbia haptas zotohet dhe b\u00ebtohet se do ta ruaj\u00eb, do te luftoj\u00eb p\u00ebr \u201cKosov\u00ebn\u201d brenda Serbis\u00eb, bile edhe k\u00ebrc\u00ebnohet me luft\u00eb t\u00eb hapur p\u00ebr ta realizuar nj\u00eb gj\u00eb te k\u00ebtill\u00eb.<\/p>\n

Pra, Marr\u00ebveshja e Washingtonit ishte vetem nj\u00eb farc\u00eb p\u00ebr spektak\u00ebl nga ana e Administrat\u00ebs Trump. Krejt\u00eb se \u00e7ka ndodhi ne Shtepin e Bardh\u00eb \u00ebsht\u00eb se aty nuk pati kurrfar\u00eb mareveshje e cila do te obligonte palet q\u00eb ta zbatojn\u00eb, bile Shtepia e Bardh\u00eb as q\u00eb dha ndonj\u00eb garancion p\u00ebr zbatimin e k\u00ebsaj mareveshje. N\u00eb k\u00ebto mareveshje u dhan\u00eb nenshkrime te ndara nga Kosova dhe Serbia qe nuk marrin kurrfar\u00eb obligime ndja njera tjteres. K\u00ebsaj \u201cMareveshje\u201d as qe ju dha ndonj\u00eb r\u00ebndesi e poas\u00e7me ne mediat amerikane. M\u00eb k\u00ebr\u00eb \u201cMarr\u00ebveshje\u201d Kosova u p\u00ebrmbys n\u00eb Uashington, nuk fitoi asgj\u00eb, kurse Serbia \u00e7do gj\u00eb qe deshti. Sipas k\u00ebsaj mareveshje vetem se legjitimohet prania e Serbis\u00eb n\u00eb Kosov\u00eb.<\/p>\n

Kjo mareveshje nuk e p\u00ebrcakton edhe njohj\u00ebn e Kosov\u00ebs nga Serbia qe ishte edhe qellimi kryesor i delegacionit ton\u00eb atje, prandej edhe kjo marevshje zor \u00ebshte e zbatueshme kur nuk ka njohje te nd\u00ebrsjellt\u00eb.<\/p>\n

Kjo marr\u00ebveshje e cenon edhe integritetin teritorial te Kosov\u00ebs duke e lejuar Serbin qe te b\u00ebhet hisedare ne asetet e r\u00ebnd\u00ebsishme te Kosov\u00ebs si\u00e7 \u00ebsht\u00eb Ligjeni i Ujmanit.<\/p>\n

Kjo hise e Serbis\u00eb ne Liqenin e Ujmanit paralajmeron edhe formimin e Asociacionit te komunave Serbe me kompetenca ekzekutive qe cenon sistemin juridik te Kosov\u00ebs duke e krijuar nj\u00eb \u201cmini shtet\u201d ne shtetin e Kosov\u00ebs.<\/p>\n

Te pranosh me k\u00ebt\u00eb marevshje m\u00eb nj\u00eb mini-shengen qe ishte iniciative e Serbis\u00eb do te thot\u00eb te lejosh Serbin qe te kaluron dhe te glaberon pasurit\u00eb e vendeve, edhe te Kosov\u00ebs, te p\u00ebfshiera ne ket\u00eb mini-shengen sepse Serbia \u00ebsht\u00eb ekonomikishte me e fort nga te gjitha shtetet qe jan\u00eb pjes\u00eb e k\u00ebtij mini-shengeni.<\/p>\n

Analisti i njohur nga Amerika David Philips e quan k\u00ebte si nj\u00eb \u201cdeklarat\u00eb gadi te pavler\u00eb, ligjerisht dhe nd\u00ebrkombtarisht te paobligueshme. SHBA nuk veproi si garantuese\u201d, po k\u00ebshtu mendon edhe Ambasadori i SHBA n\u00eb Beograd Anthony Godfrey i cili marr\u00ebveshjen e Vashingtonit e quan si zotim politik dhe jo si nj\u00eb marveshje ligjerisht te obligueshme\u201d. Nd\u00ebrsa Eksperti p\u00ebr Ballkan Daniel Server tha s\u00eb \u201cMarr\u00ebveshja nuk ka shum\u00eb vler\u00eb as p\u00ebr Kosov\u00ebn e as p\u00ebr Serbin\u00eb, \u00ebsht\u00eb nj\u00eb dokument i pa vler\u00eb, i paobligush\u00ebm, q\u00eb nuk ka garanci nga SHBA. Sipas Serverit kjo marr\u00ebveshje u b\u00eb nen trysnin\u00eb e Richard Grenell p\u00ebr te rrit\u00eb imazhin e humbur te Donal Trump, para zgjedhjeve ne SHBA<\/em>\u201d. Nga ana tjet\u00ebr, Daniel Bieber thekson s\u00eb kjo marr\u00ebveshje do te \u201dharrohet shum\u00eb shpejt\u00eb, jo vetem nga Administrata e Trumpit, nese fiton zjgjedhjet por ajo nuk do te zbatohet as nga Adminstrata Biden n\u00ebse i fiton zgjedhjet<\/em>\u201d.<\/p>\n

Dhe zgjedhjet n\u00eb SHBA p\u00ebrfunduan m\u00eb sukses. Edhe p\u00ebrkund\u00ebr pandesmis qe e ka kapluar k\u00ebt\u00eb shtet, dalja ne zgjedhje ishte shum\u00eb e madhe, bile si\u00e7 thon\u00eb analistet me e madhja \u00e7\u2019prej viti 1956. T\u00eb deshpruar me politikat jo te matura te Administart\u00ebs Trump si mbrenda ku pati p\u00ebrplasje te mbrendshme te karakterit racor, te injoranc\u00ebs etnike, te menaxhimit jo te mir\u00eb te pandemis\u00eb, por edhe nga vet\u00eb sjellja arrogante prej nj\u00eb sharlatani te vet\u00eb Presidentit Trump, kurse ne aren\u00ebn nd\u00ebrkombetare shkaterroi gadi te gjitha urat miqesie dhe mareveshjet qe ishin lidhur n\u00eb nivele nd\u00ebkomb\u00ebtare, ndikoi n\u00eb marr\u00ebdh\u00ebnien midis shteteve e sidomos me e dhimbshmja ishte ajo me Bashk\u00ebsin Evropinan. T\u00eb gjitha k\u00ebto dhe shum\u00eb te tjera ndikuan, qe Donald Trump t’i hum\u00eb bindshem zgjedhjet.<\/p>\n

Fitoi rivali i tij demokrat Joe Biden, nje njeri me p\u00ebrvoj\u00eb shum\u00eb vje\u00e7are ne politik ne nivele ta larta t\u00eb ploitik\u00ebs amrrikane. Ishte njeriu i af\u00ebrt me Bushet (bab\u00eb e bir) ishte i af\u00ebrt dhe bashk\u00ebpun\u00ebtor i Klintonit dhe nenpresident i Obam\u00ebs p\u00ebr tet\u00eb vite m\u00eb radh\u00eb. Ishte pjesm\u00ebarr\u00ebsh dhe projektues i fushat\u00ebs p\u00ebr \u00e7lirimin e Kosov\u00ebs e cila u arrijt\u00eb me 1999, dhe Kosova sot \u00ebsht\u00eb e lir\u00eb qe \u00ebshte edhe merit\u00eb e Joe Bidenit.<\/p>\n

Fitor\u00ebn e Bideni nuk e ka deshiruar lidershipi serb ne krye me Vu\u00e7iqin dhe Da\u00e7iqin. Me fitor\u00ebn e Bidenit ata jan\u00eb qart\u00eb po ulurojn\u00eb si bishat e egra, kan\u00eb mb\u00ebt\u00eb si te pa kok\u00eb.<\/p>\n

Por,ne administrat\u00ebn e Joe Biden do te k\u00ebt\u00eb ndryshime edhe n\u00eb Ballkanin p\u00ebrendimaor, sepse ekipet e Bidenit do te ken\u00eb si prioritet kujdesin p\u00ebrman\u00ebnt p\u00ebr Ballkanin p\u00eberendimor e ne ve\u00e7anti situat\u00ebn shum\u00eb te brish\u00ebt\u00eb midis Kosov\u00ebs dhe Serbis\u00eb ku Serbia edhe pas shum\u00eb vieteve dialog me Kosov\u00ebn nuk heq dor\u00eb nga veriu i Kosov\u00ebs, sepse p\u00ebr k\u00ebt\u00eb qellim edhe ka hye ne dialog p\u00ebr te gllaberit teritorte Kosov\u00ebs e jo p\u00ebr ndonj\u00eb normalizim te maredhenjeve midis shqiptareve dhe serbeve te Kosov\u00ebs. Ajo sot haptas po k\u00ebrcnohet edhe m\u00eb luft\u00eb s\u00eb nj\u00eb gje te till\u00eb edhe mund ta b\u00ebj\u00eb duke e pas parasysh\u00eb se n\u00eb Serbi sundojn\u00eb bandat \u00e7etnike t\u00eb Millosheviqit ne krye me Vu\u00e7iqin Da\u00e7iqin t\u00eb cil\u00ebt u b\u00ebn\u00eb si bishat e egra me fitor\u00ebn e Joe Bidenit si presidnt i Amerik\u00ebs, e kan\u00eb humb\u00eb tourrin sepse ata e dijn\u00eb se nuk mund te sill\u00ebn me Bid\u00ebnin si me pro serbet Trump dhe Grenell te cil\u00ebt u munduan ta bejn\u00eb nj\u00eb marevshje kryekputet ne dobi te Serbis\u00eb.<\/p>\n

Kohet e fundit, gjithashtu, \u00ebsht\u00eb ediskutueshme se \u00e7ka do te ndosh\u00eb me Mareveshj\u00ebn e Vashingtonit e cila ishte nj\u00eb p\u00ebrmbysje p\u00ebr Kosov\u00ebn, a do te merret\u00eb parasysh\u00eb a do te zbatohet kjo marevshje e kqe p\u00ebr Kosov\u00ebn nga administrata Biden. Si\u00e7, pam\u00eb me lart\u00eb edhe nga analistet e spikatur mderkombetar del se kjo marevshje nuk \u00ebsht\u00eb marevshje ligjerisht dhe ndrkomb\u00ebtarisht e obligueshme e as garantuese nga SHBA, por u konsidru vetem si nj\u00eb deklarat\u00eb politike ne Shtetpin e Bradh\u00eb p\u00ebr spektakle parazgjedhor t\u00eb administrates Trump. Do si do kjo mareveshje do te anlizohet edhe nga administrat Biden, por duke e par\u00eb njenashmerin e saj kah Serbia ne dam\u00eb te Kosov\u00ebs, besoj qe kjo mareveshje nuk do te zbatohet por do te hudh\u00ebt posht\u00eb si e demshme.<\/p>\n

Se \u00e7ka do te ndodh\u00eb me Marevshj\u00ebn e Vashingtonit me fitor\u00ebn e Joe Biden-it me se mire e thot\u00eb e Madhja Sekretarja e shtetit Mddeleine Albright nj\u00eb mike e Joe Bidenit e cila ishte n\u00eb koh\u00ebn e Bill Klintonit negociatrorja e fu\u00e7ishem e hekurt\u00eb p\u00ebr te arrijt\u00eb nj\u00eb marr\u00ebveshje midis Kosove dhe Serbis\u00eb ne Rambuj\u00eb t\u00eb Frances\u00eb, e cila hapat deklaroi deklaroi k\u00ebto dit\u00eb se:<\/p>\n
