Kishte shkruar shum\u00eb mir\u00eb s\u00eb \u00e7far\u00eb n\u00eb t\u00eb v\u00ebrtet\u00eb do t\u00eb duhej t\u00eb ishin proceset politike dhe ve\u00e7mas rrjedhat ekonomike n\u00eb Kosov\u00eb. <\/p>\n

Kryeministri Mustafa lavd\u00ebrohet n\u00eb k\u00ebt\u00eb postim p\u00ebr pun\u00ebn e mir\u00eb t\u00eb qeveris\u00eb, t\u00eb cil\u00ebn ai e drejton, e plot\u00eb fjal\u00eb t\u00eb mira t\u00eb tjera, t\u00eb cilat bien ndesh kat\u00ebrcip\u00ebrisht m\u00eb situat\u00ebn politike tensionuese dhe rrjedhat ekonomike t\u00eb dob\u00ebta. Mustafa e p\u00ebrmend rritj\u00ebn ekonomike. Po, n\u00eb rregull, po nuk e thekson s\u00eb \u00e7ka p\u00ebrfituan qytetar\u00ebt dhe t\u00eb pa pun\u00ebt nga kjo rritje ekonomike?<\/p>\n

Edhe nese ka rritje ekonomike, sa vlen\u00eb ajo rritje kur kemi gjendjen alarmante t\u00eb atyre t\u00eb cil\u00ebt po k\u00ebrkojn\u00eb pun\u00eb. Pse nuk tregoi kryeministri, Isa Mustafa s\u00eb \u00e7ka \u00ebsht\u00eb duke u b\u00ebr\u00eb n\u00eb zhvillimin e ekonomis\u00eb s\u00eb vog\u00ebl dhe ekonomis\u00eb s\u00eb mesme t\u00eb cilat jan\u00eb t\u00eb nj\u00eb r\u00ebnd\u00ebsie t\u00eb madhe p\u00ebr zhvillim t\u00eb gjith\u00ebmabarshem ? Pak. E p\u00ebrmend konsolidimin e buxhetit. M\u00eb mir\u00eb \u00ebsht\u00eb ta kishte th\u00ebn\u00eb s\u00eb buxheti i trash\u00ebguar nga Qeveria e Tha\u00e7it ka qen\u00eb buxhet m\u00eb shum\u00eb emergjent. E \u00e7ka mund t\u00eb b\u00ebh\u00ebt n\u00eb planin zhvillimor m\u00eb k\u00ebt\u00eb buxhet bie fjala? Fare pak. Por, k\u00ebtyre qeveritar\u00ebve po iu mungon shum\u00eb transparenca, e cila pastaj po i kushton Kosov\u00ebs.<\/p>\n

Kur qendron puna k\u00ebshtu m\u00eb nj\u00eb buxhet t\u00eb till\u00eb, at\u00ebher\u00eb sigurisht s\u00eb burimet p\u00ebr avansimin e ecurive zhvillimore ekomomike duhet k\u00ebrkuar. Ka burime, po sa ato po shfryt\u00ebzohen \u00ebsht\u00eb nj\u00eb kapitull krejt tjet\u00ebr. Thithja e investimeve t\u00eb jashtme p.sh, do t\u00eb ishte nj\u00eb pun\u00eb fort\u00eb e mir\u00eb p\u00ebr zbutjen e gjendj\u00ebs s\u00eb papun\u00ebsis\u00eb enorme. Kjo nuk po ndodh\u00eb s\u00eb investitor\u00ebt e jasht\u00ebm nuk po iu lev\u00ebrdisin kast\u00ebs politiko – financiare n\u00eb pushtet. Nuk dojn\u00eb t’i rrezikojn\u00eb t\u00eb gjitha ato biznese t\u00eb paligjshme q\u00eb i kan\u00eb. E p\u00ebrmend\u00eb n\u00eb k\u00ebt\u00eb postim kryeministri Mustafa edhe sektorin bujq\u00ebsor duke e cil\u00ebsuar si stabil. Sektori bujq\u00ebsor \u00ebsht\u00eb shum\u00eb m\u00eb r\u00ebnd\u00ebsi p\u00ebr Kosov\u00ebn kur dihet s\u00eb m\u00eb \u00e7far\u00eb tokash pjellore posedojm\u00eb, e ve\u00e7mas Rrafshi i Dukagjinit.<\/p>\n

17 vite pas p\u00ebrfundimit t\u00eb luft\u00ebs dhe produktet vendore nuk kan as sigurin\u00eb minimale n\u00eb treg. Shiten prodhimet m\u00eb \u00e7mime mizerable, duke mos pasur mund\u00ebsi bujqit e vyer t\u00eb Kosov\u00ebs, t\u00eb nxjerrin si\u00e7 thuhet n\u00eb gjuh\u00ebn e popullit as shpenzimet minimale. Subvensionimet jan\u00eb aq t\u00eb vogla sa nuk ia vlen\u00eb as t’i p\u00ebrmendim, edhe pse ka mundur t\u00eb b\u00ebh\u00ebt shum\u00eb pik\u00ebrisht n\u00eb k\u00ebt\u00eb plan. Nj\u00eb pronar i nj\u00eb restorani m\u00eb thot\u00eb, \u201cMerreni m\u00eb mend, nuk kemi mund\u00ebsi n\u00eb Kosov\u00eb t\u00eb kemi shum\u00eb prodhime vendore, madje duhet t\u00eb importojm\u00eb thot\u00eb ai edhe majdanoz!!! Nj\u00eb pjes\u00eb t\u00eb shkrimit Mustafa ia kushton korrupcionit, e krimit t\u00eb organizuar. Q\u00eb t\u00eb dyja k\u00ebto ishin dhe kan\u00eb mbetur fenomenet t\u00eb cilat Kosov\u00ebn dhe popullin e saj e kan katandisur si \u00ebsht\u00eb m\u00eb s\u00eb keqi. Shum\u00eb ia kan zbehur imazhin vendit n\u00eb syt\u00eb e bot\u00ebs demokratike.<\/p>\n

Mustafa thot\u00eb gjithashtu s\u00eb kemi mekanizma p\u00ebr ta luftuar krimin. \u201cKemi vullnetin e qeveris\u00eb t\u00eb mos lejoj\u00eb q\u00eb njer\u00ebzit e inkriminuar n\u00eb krim dhe korrupsion t\u00eb punojn\u00eb n\u00eb institucione qeveritare<\/em>\u201d. Po mir\u00eb, sigurisht se i kemi t\u00eb gjitha mund\u00ebsit\u00eb. Por p\u00ebr ta luftuar krimin dhe p\u00ebr t’i zbardhur vrasjet politike, t\u00eb cilat nuk i ke p\u00ebrmend fare, kjo luft\u00eb duhet t\u00eb fillon nga kreu i shtetit e deri zyrtari m\u00eb vog\u00ebl pa p\u00ebrjashtim. Bie pyetja logjike, a ka vullnet politik t\u00eb luftohen krimi dhe korrupsioni ? Nuk ka. Pse, prap\u00eb shtrohet pyetja? Nuk ka mund\u00ebsi t\u00eb luftohen k\u00ebto dukuri negative dhe dukurit\u00eb tjera m\u00eb k\u00ebt\u00eb kast\u00eb politike. Si t\u00eb luftohet korrupcioni kur organ\u00ebt tona t\u00eb drejt\u00ebsis\u00eb jan\u00eb t\u00eb ndikuara nga politika ditore.<\/p>\n

N\u00eb t\u00eb gjitha hallkat e pushtetit jan\u00eb instaluar m\u00eb direktiva partiake ose direktiva t\u00eb tjera njer\u00ebzit t\u00eb cil\u00ebt po vendosin p\u00ebr Kosov\u00ebn? Natyrisht s\u00eb lufta kunder krimit dhe korrupcionit b\u00ebh\u00ebt shum\u00eb e v\u00ebshtir\u00eb. P\u00ebr t’u luftuar krimi dhe korrupsioni duhet t\u00eb lirohemi nga kjo kast\u00eb politike e korruptuar dhe e kriminalizuar. V\u00ebtem at\u00ebher\u00eb mund edhe t\u00eb llogarisim s\u00eb lufta kund\u00ebr \u00e7do dukurie negative do t\u00eb jet\u00eb shum\u00eb m\u00eb efikase s\u00eb deri m\u00eb tash. Tash kur puna ju ka ardhur n\u00eb zgripc t\u00eb madh, shkaku i Demakrakcionit e p\u00ebrmendet luft\u00ebn q\u00eb duhet b\u00ebr\u00eb kunder korrupsionit. Nuk e ke fare nd\u00ebrmend at\u00eb pun\u00eb, ve\u00e7 i lutesh Zotit ti bashk\u00eb m\u00eb presidentin Tha\u00e7i, q\u00eb t\u00eb kaloj\u00eb disi edhe kjo fortun\u00eb politike. Ne do t’u p\u00ebrkrahim n\u00eb \u00e7do veprim t\u00eb ligjsh\u00ebm.<\/p>\n

P\u00ebrgjigja e tij ishte se korrupsioni \u00ebsht\u00eb \u00e7\u00ebshtje e kultur\u00ebs. \u00cbsht\u00eb d\u00ebshmi sesa qytetar\u00ebt e duan shtetin e tyre. N\u00eb vendin tuaj, sikurse edhe n\u00eb disa vende p\u00ebrreth, njer\u00ebzit m\u00eb me \u00ebndje e akuzojn\u00eb Qeverin\u00eb, institucionet, bizneset se jan\u00eb t\u00eb korruptuara sesa q\u00eb kan\u00eb gatishm\u00ebri, q\u00eb at\u00eb ta argumentojn\u00eb dhe ta d\u00ebshmojn\u00eb.<\/p>\n

Ju, po sa t’i zgjidhni njer\u00ebzit i shpallni t\u00eb korruptuar, pa marr\u00eb parasysh se \u00e7far\u00eb kan\u00eb punuar m\u00eb par\u00eb dhe cil\u00ebs pjes\u00eb t\u00eb shoq\u00ebris\u00eb u takojn\u00eb. N\u00eb vendet tjera, korrupsioni nuk \u00ebsht\u00eb tem\u00eb e p\u00ebrditshme e publikut, por \u00ebsht\u00eb \u00e7\u00ebshtje e organeve t\u00eb cilat e ndjekin dhe marrin masa. Prandaj, askush nuk shpallet i korruptuar, pa vendim t\u00eb drejt\u00ebsis\u00eb. K\u00ebto jan\u00eb dallime kulturash shtet\u00ebrore, ata q\u00eb e duan shtetin e tyre nuk e sulmojn\u00eb por e ndihmojn\u00eb.<\/p>\n

N\u00eb Kosov\u00eb s\u2019gjen ask\u00ebnd q\u00eb nuk e ka plot goj\u00ebn akuza kund\u00ebr korrupsionit. As ata q\u00eb kan\u00eb z\u00ebn\u00eb pun\u00eb me lidhje t\u00eb llojllojshme as ata q\u00eb jan\u00eb diskriminuar gjat\u00eb pun\u00ebsimit. As ata q\u00eb kan\u00eb privatizuar pasuri t\u00eb paimagjinueshme, e para lufte s\u2019kan\u00eb pasur asgj\u00eb, e as ata q\u00eb jetojn\u00eb nga puna e tyre. Kritikojn\u00eb pronar\u00ebt e k\u00ebshtjellave dhe pallateve, pa fije turpi se me cilat para i kan\u00eb nd\u00ebrtuar ato, por edhe disa bos\u00eb q\u00eb fal\u00eb donacioneve t\u00eb jashtme dhe gjeturis\u00eb menj\u00ebher\u00eb pas lufte kan\u00eb monopolizuar nj\u00eb sfer\u00eb t\u00eb shoq\u00ebris\u00eb. Prandaj, ajo \u00e7far\u00eb mund t\u00eb jet\u00eb m\u00eb e sakt\u00eb, deklarimet kund\u00ebr korrupsionit m\u00eb shum\u00eb po p\u00ebrngjajn\u00eb n\u00eb biznes p\u00ebr t\u00eb fituar para dhe p\u00ebr t\u00eb fshehur burimet e paras\u00eb s\u00eb p\u00ebrvet\u00ebsuar, sesa nj\u00eb vullnet q\u00eb ai t\u00eb luftohet.<\/p>\n

Ne duhet t\u00eb kemi guxim qytetar dhe vullnet politik t\u00eb shohim edhe gjerat shum\u00eb t\u00eb mira, q\u00eb po ndodhin n\u00eb k\u00ebt\u00eb vend. Rritjen ekonomike q\u00eb e kemi m\u00eb t\u00eb lart\u00eb sesa vendet fqinje, infrastruktur\u00ebn rrugore shum\u00eb t\u00eb p\u00ebrparuar, stabilitetin buxhetor, rezultatet e mira n\u00eb bujq\u00ebsi, standardin e banimit, q\u00eb asgj\u00eb nuk ngec\u00eb nga shum\u00eb vende fqinje dhe vende tjera, p\u00ebrmbushjen e kritereve p\u00ebr liberalizim t\u00eb vizave, Marr\u00ebveshjen e Stabilizim Asocimit, Projektin amerikan t\u00eb MCC-s\u00eb, luft\u00ebn kund\u00ebr ekstremizmit t\u00eb dhunsh\u00ebm dhe terrorizmit… Kemi popullat\u00eb dhe rini t\u00eb arsimuar mir\u00eb dhe t\u00eb edukuar. Tradit\u00eb t\u00eb urt\u00ebsis\u00eb dhe respektit n\u00eb komunikim e shumic\u00ebs d\u00ebrrmuese.<\/p>\n

Mund t\u00eb arrijm\u00eb ta mposhtim edhe korrupsionin dhe krimin e organizuar. Kemi institucione t\u00eb cilat po tregohen t\u00eb vendosura dhe kredibile, Policin\u00eb, Prokurorin\u00eb, Gjyq\u00ebsin\u00eb. Kemi vullnetin e Qeveris\u00eb t\u00eb mos lejoj\u00eb q\u00eb njer\u00ebzit e inkriminuar n\u00eb krim dhe korrupsion t\u00eb punojn\u00eb n\u00eb institucione qeveritare.<\/p>\n

Ajo q\u00eb na nevojitet si vullnet i p\u00ebrbashk\u00ebt \u00ebsht\u00eb q\u00eb t\u00eb lirojm\u00eb nga kapja \u00e7do segment t\u00eb shtetit.
