Pasi e shpalli veten mbret m\u00eb 1928, Ahmet Zogu e detyroi Asamblen\u00eb Kushtetuese t\u00eb miratonte edhe Statutin Themeltar t\u00eb Mbret\u00ebris\u00eb dhe k\u00ebshtu n\u00eb sfer\u00ebn shtet\u00ebrore u p\u00ebrfshi terminologjia e regjimit monarkist. U vazhdua po ajo tradit\u00eb e gjuh\u00ebs zyrtare mbi baz\u00ebn e elbasanishtes sipas rekomandimeve t\u00eb Komisis\u00eb Letrare.<\/p>\n

P\u00ebrfundimisht, do t\u00eb n\u00ebnvizonim se n\u00eb periudh\u00ebn nd\u00ebrmjet dy luft\u00ebrave bot\u00ebrore shteti shqiptar ndoqi nj\u00eb politik\u00eb elastike, madje liberale kundrejt gjuh\u00ebs standarde. Pavar\u00ebsisht se at\u00ebher\u00eb nuk kishim specialist\u00eb p\u00ebr planifikimin gjuh\u00ebsor dhe p\u00ebr proceset e kodifikimt, gj\u00ebra t\u00eb cilat edhe n\u00eb shkenc\u00ebn bot\u00ebrore jan\u00eb p\u00ebrpunuar m\u00eb von\u00eb e prej gjuh\u00ebtar\u00ebve t\u00eb sot\u00ebm gjithashtu u m\u00ebsuan m\u00eb von\u00eb, nuk e teprojm\u00eb po t\u00eb themi se shteti praktikisht u kujdes p\u00ebr shqipen standarde t\u00eb sfer\u00ebs zyrtare, dometh\u00ebn\u00eb n\u00eb nj\u00eb sfer\u00eb t\u00eb ngusht\u00eb, por kjo do v\u00ebshtruar jo si e met\u00eb, p\u00ebrkundrazi, ishte arritje e dobishme p\u00ebr koh\u00ebn, madje u ka sh\u00ebrbyer zhvillimeve t\u00eb m\u00ebvonshme si p\u00ebr planifikimin, ashtu edhe p\u00ebr kodifikimin. D\u00ebshmia m\u00eb bind\u00ebse \u00ebsht\u00eb ndikimi q\u00eb pati kjo zgjidhje te shqiptar\u00ebt n\u00eb Kosov\u00eb si nj\u00eb frym\u00eb, q\u00eb erdhi deri n\u00eb vitet \u201860.<\/p>\n

Politizimi edhe i \u00e7\u00ebshtjes gjuh\u00ebsore u b\u00eb fakt n\u00eb vitet e Luft\u00ebs II Bot\u00ebrore. Nuk ka filluar \u201clufta p\u00ebr pushtet brenda gjuh\u00ebs\u201d
\npas Luft\u00ebs II Bot\u00ebrore, por p\u00ebrkundrazi, gjat\u00eb asaj lufte nisi p\u00ebrdorimi i zgjidhjeve gjuh\u00ebsore n\u00eb sh\u00ebrbim t\u00eb luft\u00ebs p\u00ebr pushtet. Dhe kjo nuk \u00ebsht\u00eb nd\u00ebrprer\u00eb as n\u00eb dit\u00ebt tona.<\/p>\n

Me \u00e7lirimin e vendit dhe vendosjen e qeveris\u00eb s\u00eb re n\u00eb Tiran\u00eb n\u00eb n\u00ebntor 1944 Dekreti Kryeministror i vitit 1923 nuk u p\u00ebrfill m\u00eb dhe n\u00eb organet e larta t\u00eb shtetit e t\u00eb PKSH u p\u00ebrdor kryesisht varianti letrar jugor, ashtu si dhe gjat\u00eb viteve t\u00eb LAN\u00c7. Kjo ishte pasoj\u00eb e dy faktor\u00ebve: s\u00eb pari, e ep\u00ebrsis\u00eb s\u00eb zhvillimit, t\u00eb p\u00ebrhapjes e t\u00eb kodifikimit t\u00eb k\u00ebtij varianti letrar; s\u00eb dyti, e prejardhjes krahinore t\u00eb shumic\u00ebs d\u00ebrrmuese (rreth \u00be) t\u00eb njer\u00ebzve t\u00eb shkolluar n\u00eb at\u00eb koh\u00eb, \u00e7ka pasqyrohej edhe n\u00eb p\u00ebrb\u00ebrjen e drejtuesve t\u00eb dy forcave politike kryesore gjat\u00eb viteve t\u00eb luft\u00ebs, Partia Komuniste dhe Balli Komb\u00ebtar. Akti m\u00eb i r\u00ebnd\u00ebsish\u00ebm, q\u00eb tregonte se kishte nisur nj\u00eb etap\u00eb e re ishte vendimi, sipas t\u00eb cilit nga viti 1950 do t\u00eb botohej nj\u00eb abetare e nj\u00ebsuar.<\/p>\n

Nuk ka nevoj\u00eb t\u00eb p\u00ebrmenden gjith\u00eb fazat, se si nga terminologjia demokratike e viteve menj\u00ebher\u00eb pas Luft\u00ebs II Bot\u00ebrore u kalua te shpallja e hapur e shtetit t\u00eb diktatur\u00ebs. Kushtetut\u00ebs s\u00eb vitit 1946 iu b\u00ebn\u00eb disa ndryshime m\u00eb 1950 (botuar n\u00eb gazet\u00ebn \u201cBashkimi\u2019 m\u00eb 28 korrik, 1950) dhe ajo u z\u00ebvend\u00ebsua n\u00eb dhjetor 1976 me at\u00eb q\u00eb tashm\u00eb u quajt Kushtetuta e Republik\u00ebs Popullore Socialiste t\u00eb Shqip\u00ebris\u00eb. Vendosja e nj\u00eb shteti ideologjik solli ndryshime t\u00eb gjera n\u00eb leksikun e gjuh\u00ebs zyrtare, t\u00eb b\u00ebra q\u00ebllimisht p\u00ebr t\u2019u dalluar nga \u201cregjimi i vjet\u00ebr\u201d e sidomos p\u00ebr t\u00eb m\u00ebnjanuar gjith\u00e7ka q\u00eb quhej se i p\u00ebrkiste \u201crendit kapitalist-borgjez.\u201d U ndoq\u00ebn t\u00eb gjitha format sovjetike t\u00eb organizmit shtet\u00ebror, ekonomik, arsimor, kulturor e ushtarak dhe, p\u00ebr pasoj\u00eb u kalkuan gjer\u00ebsisht mjetet leksikore p\u00ebrkat\u00ebse t\u00eb rusishtes, nd\u00ebrsa huazimet si nj\u00ebsi nga rusishtja qen\u00eb fare t\u00eb pakta.<\/p>\n

Por, p\u00ebr zgjidhjen e \u00e7\u00ebshtjes gjuh\u00ebsore nuk u nd\u00ebrmor ndonj\u00eb veprim vendimtar. Institutit t\u00eb Shkencave iu vu detyr\u00eb t\u00eb punonte n\u00eb at\u00eb drejtim. Rregullat drejtshkrimore (1948, 1951) dhe Fjalori i gjuh\u00ebs shqipe (1954) t\u00eb punuara nga Instituti i Shkencave merrnin parasysh t\u00eb dyja variantet letrare, nd\u00ebrsa prof. K. Cipo si p\u00ebr gramatik\u00ebn shkencore, ashtu dhe p\u00ebr gramatik\u00ebn shkollore (t\u00eb dyja 1949) zgjodhi tosk\u00ebrishten letrare, duke e argumentuar k\u00ebt\u00eb me arsye gjuh\u00ebsore e kulturore-historike.<\/p>\n

Kthesa p\u00ebr ta p\u00ebrshpejtuar vendosjen e nj\u00eb forme gjuh\u00ebsore t\u00eb nj\u00ebsuar ishin dy sesionet shkencore t\u00eb Institutit t\u00eb Shkencave t\u00eb vitit 1952. Nuk ka kuptim ta mohojm\u00eb sot se k\u00ebshtu zu fill nj\u00eb politik\u00eb gjuh\u00ebsore e importuar nga gjuh\u00ebsia sovjetike. Shteti shqiptar e pranoi at\u00eb pa asnj\u00eb q\u00ebndrim kritik jo vet\u00ebm se kjo ishte qasja e p\u00ebrgjithshme kundrejt gjith\u00e7kaje t\u00eb lidhur me ideologjin\u00eb sovjetike, por edhe sepse nuk kishte rezultate t\u00eb pun\u00ebs s\u00eb studiuesve shqiptar\u00eb n\u00eb k\u00ebto drejtime t\u00eb ndryshuara.
\nRrjedhimisht, m\u00eb tej gjuh\u00ebsia u orientua m\u00eb fort drejt studimeve n\u00eb kuadrin e institucioneve, sesa n\u00eb caktimin e menj\u00ebhersh\u00ebm t\u00eb nj\u00eb norme letrare t\u00eb nj\u00ebsuar n\u00ebp\u00ebrmjet ndonj\u00eb forumi shkencor.<\/p>\n

L\u00ebvrimi i t\u00eb dy varianteve n\u00eb let\u00ebrsin\u00eb artistike, n\u00eb botimet shkencore, pjes\u00ebrisht n\u00eb p\u00ebrkthime e n\u00eb publicistik\u00eb vijoi si m\u00eb par\u00eb. K\u00ebsaj gjendjeje i p\u00ebrgjigjen edhe rregullat drejtshkrimore t\u00eb vitit 1956, t\u00eb cilat p\u00ebrmbajn\u00eb n\u00eb rastet e nevojshme, edhe udh\u00ebzime p\u00ebr format e geg\u00ebrishtes, ripunimi i k\u00ebtyre rregullave n\u00eb vitet \u201960 dhe hartimi i projektit t\u00eb ri t\u00eb drejtshkrimit (1967), t\u00eb synuar si drejtshkrim i nj\u00eb forme gjuh\u00ebsore t\u00eb nj\u00ebsuar.<\/p>\n","protected":false},"excerpt":{"rendered":"
