Kjo vones\u00eb ndodh\u00eb p\u00ebr shkak t\u00eb pushtimit p\u00ebr nj\u00eb koh\u00eb t\u00eb gjat\u00eb t\u00eb viseve shqiptare nga t\u00eb huajt, t\u00eb cil\u00ebt pengonin gjithsesi p\u00ebrparimin kulturor t\u00eb shqiptar\u00ebve, si edhe zhvillimin e shkoll\u00ebs n\u00eb gjuh\u00ebn shqipe dhe shkrimin e saj.<\/p>\n<p>Pa mohuar aspak p\u00ebrpjekjet e autor\u00ebve t\u00eb vjet\u00ebr t\u00eb mesjet\u00ebs s\u00eb von\u00eb, q\u00eb b\u00ebn\u00eb p\u00ebr zhvillimin e shkrimit shqip q\u00eb pati nj\u00eb nd\u00ebrprerje p\u00ebr nj\u00eb periudh\u00eb t\u00eb gjat\u00eb, p\u00ebr t\u00eb vazhduar pastaj me shkrimet me alfabetin arab dhe me shkrimet n\u00eb arb\u00ebrishten (nga shkrimtar\u00eb arb\u00ebresh\u00eb), t\u00eb cilat nuk kishte si t\u00eb luanin ndonj\u00eb rol t\u00eb drejtp\u00ebrdrejt\u00eb p\u00ebr shqipen, pavar\u00ebsisht nga r\u00ebnd\u00ebsia e tyre, jan\u00eb shkrimet e m\u00ebvonshme t\u00eb Kristoforidhit e shkrimtar\u00ebt e tjer\u00eb t\u00eb gjysm\u00ebs s\u00eb dyt\u00eb t\u00eb shekullit XIX, q\u00eb me shkrimet e tyre, me shkall\u00ebn e njohjes dhe t\u00eb pasurimit t\u00eb shqipes, si dhe me p\u00ebrpunimin e saj, &#8211; krijuan parakushtet p\u00ebr themelimin e shqipes letrare.<\/p>\n<p>N\u00eb k\u00ebt\u00eb rrug\u00eb, nuk ka asnj\u00eb dyshim q\u00eb, sidomos veprimtaria e shoqatave e klubeve shqiptare n\u00eb at\u00eb periudh\u00eb (\u201cShoq\u00ebria e t\u00eb Shtypurit Shkronja Shqip\u201d e Stambollit, shoq\u00ebrit\u00eb \u201cAgimi\u201d e \u201cBashkimi\u201d t\u00eb Shkodr\u00ebs, \u201cKlubi i Manastirit\u201d e ndonj\u00eb tjet\u00ebr), n\u00eb p\u00ebrpjekjet p\u00ebr themelimin e alfabetit t\u00eb shqipes, do t\u00eb shtronin edhe probleme t\u00eb ve\u00e7anta t\u00eb shqipes letrare. K\u00ebto m\u00eb pastaj do t\u00eb vazhdonin me shkrimet p\u00ebr gjuh\u00ebn shqipe nga intelektual\u00eb si Ndre Mjedja, Faik Konica, Aleksand\u00ebr Xhuvani e t\u00eb tjer\u00eb.<\/p>\n<p>Megjith\u00ebk\u00ebt\u00eb, prova e par\u00eb p\u00ebr t\u00eb standardizuar n\u00eb nj\u00ebfar\u00eb shkalle gjuh\u00ebn shqipe, do t\u00eb b\u00ebhej n\u00eb vitet 1916\/17 nga Komisija Letrare Shqipe e Shkodr\u00ebs, e cila, afro dhjet\u00eb vjet pas themelimit t\u00eb alfabetit t\u00eb shqipes n\u00eb Manastir, do t\u00eb arrinte t\u00eb hartonte Ortografin\u00eb e par\u00eb t\u00eb shqipes. Ajo komisi shtronte p\u00ebr t\u00eb par\u00ebn her\u00eb \u00e7\u00ebshtjen e zgjedhjes s\u00eb dialektit q\u00eb do t\u00eb sh\u00ebrbente si baz\u00eb, mbi t\u00eb cil\u00ebn do t\u00eb krijohej shqipja standarde, e cila asokohe shkruhej n\u00eb dy a tri variante: tosk\u00ebrishtja letrare, geg\u00ebrishtja e ashtuquajtur e mesme letrare (me fare pak shkrime) dhe shkodranishtja letrare.<\/p>\n<p>Si\u00e7 \u00ebsht\u00eb e ditur, Ortografia e Komisis\u00eb Letrare t\u00eb Shkodr\u00ebs ishte ngritur mbi baz\u00eb t\u00eb geg\u00ebrishtes s\u00eb mesme dhe, sado q\u00eb kjo form\u00eb letrare nuk do t\u00eb b\u00ebhej e vetmja, sepse do t\u00eb vazhdonte p\u00ebrdorimi dhe l\u00ebvrimi i m\u00ebtejsh\u00ebm i tosk\u00ebrishtes letrare, sidomos n\u00eb fush\u00eb t\u00eb let\u00ebrsis\u00eb, dhe i shkodranishtes letrare (nga disa autor\u00eb), &#8211; do t\u00eb vazhdonte t\u00eb zhvillohej e t\u00eb zbatohej n\u00eb administrat\u00eb, n\u00eb tekste shkollore dhe nga disa shkrimtar\u00eb. Pas daljes nga Lufta e Dyt\u00eb Bot\u00ebrore\u2026, gjuha shqipe u ndodh n\u00eb nj\u00eb situat\u00eb t\u00eb re, shum\u00eb m\u00eb t\u00eb favorshme, qoft\u00eb fal\u00eb zgjerimit t\u00eb sistemit t\u00eb arsimit dhe nj\u00eb hovi t\u00eb ri q\u00eb merrte let\u00ebrsia dhe kultura p\u00ebrgjith\u00ebsisht n\u00eb Shqip\u00ebri, dhe qoft\u00eb fal\u00eb nj\u00ebfar\u00eb lirie p\u00ebr shkoll\u00ebn, arsimin e librin shqip n\u00eb Kosov\u00eb e n\u00eb viset e tjera shqiptare, q\u00eb asokohe ishin pjes\u00eb t\u00eb ish-Jugosllavis\u00eb.<\/p>\n<p>N\u00eb Veri t\u00eb Shqip\u00ebris\u00eb dhe n\u00eb Kosov\u00eb e n\u00eb viset e tjera jasht\u00eb Shqip\u00ebris\u00eb, vazhdoi t\u00eb p\u00ebrdorej varianti i geg\u00ebrishtes s\u00eb mesme letrare, kurse n\u00eb Jugun e Shqip\u00ebris\u00eb dhe n\u00eb institucionet qendrore politike, ushtarake, ekonomike, arsimore e t\u00eb tjera \u2013 p\u00ebrdorej kryesisht tosk\u00ebrishtja letrare. N\u00eb k\u00ebt\u00eb faz\u00eb t\u00eb zhvillimit t\u00eb kultur\u00ebs komb\u00ebtare, t\u00eb arsimit e t\u00eb let\u00ebrsis\u00eb, u shtrua k\u00ebrkesa p\u00ebr themelimin e nj\u00eb forme t\u00eb vetme, q\u00eb do t\u00eb thot\u00eb e krijimit t\u00eb shqipes, q\u00eb n\u00eb diskutimet asokohe quhej gjuh\u00eb, her\u00eb e unjisuar, her\u00eb e unifikuar dhe m\u00eb von\u00eb e nj\u00ebsuar letrare.<\/p>\n<p>P\u00ebr k\u00ebt\u00eb q\u00ebllim qen\u00eb organizuar dy sesione shkencore (1952 e 1953 n\u00eb Tiran\u00eb) me rezultatin Ortografia e gjuh\u00ebs shqipe e vitit 1956 dhe nj\u00ebsoj qe vepruar edhe n\u00eb Prishtin\u00eb m\u00eb 1957 e 1963, kur qen\u00eb hartuar edhe ortografi t\u00eb gjuh\u00ebs shqipe. P\u00ebr shkall\u00ebn e mb\u00ebshtetjes teorike e praktike t\u00eb kodifikimit, dhe m\u00eb pastaj t\u00eb zbatimit p\u00ebr nj\u00eb periudh\u00eb, shquhej sidomos \u201cOrtografia e gjuh\u00ebs shqipe\u201d, (Prishtin\u00eb 1964). Kjo ishte gjendja e p\u00ebrdorimit t\u00eb variantit t\u00eb geg\u00ebrishtes letrare, kurse n\u00eb Shqip\u00ebri p\u00ebrdorej kryesisht varianti i tosk\u00ebrishtes letrare, krahas geg\u00ebrishtes -kryesisht n\u00eb let\u00ebrsi nga autor\u00eb t\u00eb Veriut.<\/p>\n<p>N\u00eb vitin 1967 Instituti i Gjuh\u00ebsis\u00eb dhe i Let\u00ebrsis\u00eb i Tiran\u00ebs, n\u00eb p\u00ebrpjekjet p\u00ebr nj\u00ebsimin e shqipes letrare, botoi nj\u00eb projekt t\u00eb Rregullave t\u00eb Drejtshkrimit t\u00eb Shqipes, ku p\u00ebr her\u00eb t\u00eb par\u00eb nuk kishte forma t\u00eb ve\u00e7anta p\u00ebr tosk\u00ebrishten dhe t\u00eb ve\u00e7anta p\u00ebr geg\u00ebrishten letrare (sikur veprohej m\u00eb p\u00ebrpara) dhe ato rregulla u hodh\u00ebn n\u00eb diskutime t\u00eb gjera publike \u2013 n\u00eb institucione shkencore, arsimore e n\u00eb qarqe letrare e t\u00eb tjera, ku t\u2019u b\u00ebheshin v\u00ebrejtje ose t\u00eb miratoheshin ashtu si ishin.<\/p>\n<p>Edhe n\u00eb Prishtin\u00eb, n\u00eb nj\u00eb mbledhje t\u00eb gjer\u00eb shkencore, e cila njihet si Konsulta Gjuh\u00ebsore e Prishtin\u00ebs (1968) objekt diskutimi u b\u00ebn\u00eb ato rregulla me tem\u00ebn qendrore: t\u00eb nj\u00ebsohej shqipja apo t\u00eb vazhdonte p\u00ebrdorimi i variantit t\u00eb geg\u00ebrishtes letrare. Pas shum\u00eb diskutimesh t\u00eb mb\u00ebshtetura, konsulta dilte me konkluzat se \u201cpopulli shqiptar \u00ebsht\u00eb nj\u00eb, dhe gjuha letrare shqipe duhej t\u00eb ishte nj\u00eb, e p\u00ebrbashk\u00ebt\u201d.<\/p>\n<p>Pasoj\u00eb e gjith\u00eb k\u00ebtyre veprimeve kulturore qe organizimi i Kongresit t\u00eb Drejtshkrimit t\u00eb Gjuh\u00ebs Shqipe, q\u00eb u mbajt n\u00eb Tiran\u00eb n\u00eb n\u00ebntor 1972, ku merrnin pjes\u00eb nj\u00eb num\u00ebr i madh delegat\u00ebsh \u2013 studiues, shkrimtar\u00eb, punonj\u00ebs kulture e profesor\u00eb (gjithsej 87 &#8211; 11 prej t\u00eb cil\u00ebve nga viset shqiptare t\u00eb ish-Jugosllavis\u00eb dhe dy-tre arb\u00ebresh\u00eb e t\u00eb huaj).
