IDRIZ ZEQIRAJ<\/strong><\/p>\n

N\u00eb shkrimin “Ngutia hileqare zgjedhore n\u00eb LDK”, p\u00ebrvijuam disa mendime, p\u00ebr mund\u00ebsin\u00eb e rikthimit t\u00eb LDK-s\u00eb ton\u00eb, n\u00eb koh\u00ebt e saj t\u00eb arta. N\u00eb vazhd\u00ebn e shkrimit t\u00eb cituar, japim sugj\u00ebrimet, n\u00eb sintez\u00eb, se si mund t\u00eb krenohemi, s\u00ebrishmi, m\u00eb partin\u00eb-l\u00ebvizje, si e par\u00eb pliuraliste. “Fillimi i mbar\u00eb, suksesi i garantuar”, – thot\u00eb nj\u00eb urt\u00ebsi. Pranimi i faj\u00ebsis\u00eb, \u00ebsht\u00eb baza nga ku do t\u00eb filloj\u00eb mbar\u00ebsia, ringritja e LDK-s\u00eb:<\/p>\n

1) Ndryshimet statutare, me baz\u00eb statutin e LDK-s\u00eb t\u00eb Dr. Rugov\u00ebs;<\/p>\n

2) Afatizimi i mandatit t\u00eb kryetarit n\u00eb dy mandate. N\u00eb munges\u00eb t\u00eb p\u00ebrformanc\u00ebs apo t\u00eb tundimit t\u00eb pun\u00ebs klanore, t\u00eb
\nshkarkohet n\u00eb \u00e7do koh\u00eb;<\/p>\n

3) Kufizimi i kompetencave t\u00eb kryetarit: Heqja e s\u00eb drejt\u00ebs p\u00ebr propozimin e 2\/3-s\u00eb t\u00eb kryesis\u00eb, t\u00eb delegat\u00ebve apo t\u00eb strukturave tjera t\u00eb partis\u00eb. Mjafton 1(nj\u00eb) propozim, si t\u00eb gjith\u00eb delegat\u00ebt;<\/p>\n

4) Zgjedhja e kryetarit: 1 an\u00ebtar, 1 vot\u00eb;<\/p>\n

5) Zgjedhja e kryesis\u00eb dhe e kryesis\u00eb t\u00eb ngusht\u00eb, nga K\u00ebshilli i P\u00ebrgjithsh\u00ebm (dhe jo nga kryetari), n\u00eb konsultim dhe koordinim paraprak me Kuvendet e Deg\u00ebve. Kjo vlen edhe p\u00ebr deputet\u00ebt dhe zyrtar\u00ebt e lart\u00eb qeveritar\u00eb;<\/p>\n

6) Kryesia t\u00eb kufizohet n\u00eb 15 an\u00ebtar\u00eb;<\/p>\n

7) N\u00eb prb\u00ebrjen e kryesis\u00eb klasike t\u00eb LDK-s\u00eb, t\u00eb mos jet\u00eb asnj\u00eb kryetar komune, sepse ata jan\u00eb m\u00eb t\u00eb ngarkuarit me pun\u00eb t\u00eb komun\u00ebs;<\/p>\n

8) T\u00eb ndahet posti i kryetarit t\u00eb komun\u00ebs me kryetarin e Deg\u00ebs t\u00eb LDK-s\u00eb. Bashkimi i k\u00ebtyre dy posteve, \u00ebsht\u00eb b\u00ebr\u00eb p\u00ebr q\u00ebllime kanore, centralizim t\u00eb pushtetit, si\u00e7 b\u00ebri lidershipi aktual. Shumica e tyre kan\u00eb p\u00ebrzgjedhur edhe delegat\u00ebt, duke i v\u00ebn\u00eb n\u00eb sh\u00ebrbim t\u00eb lidershipit-klanor t\u00eb LDK-s\u00eb. Ve\u00e7 k\u00ebsaj, ata duhet ta p\u00ebrcjellin pun\u00ebn e nj\u00ebri-tjetrit;<\/p>\n

9) T\u00eb krijohet Kryesia e Gjer\u00eb e LDK-s\u00eb, e cila, duhet t\u00eb p\u00ebrb\u00ebhet nga: kryesia e ngusht\u00eb, kryesia klasike, e zakonshme dhe kryesia e gjer\u00eb – ku p\u00ebrfshihen: kryetar\u00ebt e deg\u00ebve dhe kryetar\u00ebt e komunave t\u00eb LDK-s\u00eb. Pa aprovimin e tyre, nuk mund t\u00eb merret asnj\u00eb vendim i r\u00ebnd\u00ebsis\u00eb s\u00eb ve\u00e7ant\u00eb, p\u00ebrfshir\u00eb edhe b\u00ebrjen e koalicioneve. Po t\u00eb ishte Kryesia e Gjer\u00eb, LDK-ja nuk do t\u00eb b\u00ebhej e mbetej, p\u00ebrtej dekad\u00ebs, pateric\u00eb e PDK-s\u00eb, e PAN-it;<\/p>\n

10) Aklamacioni, votimi fiktiv, mashtrues, i rrejsh\u00ebm, por, edhe cinik, t\u00eb shpallet i paligjsh\u00ebm. Sepse, shqiptar\u00ebt e Kosov\u00ebs, duke qen\u00eb popull i rob\u00ebruar n\u00eb dekada e shekuj, ende nuk e kan\u00eb vrar\u00eb frik\u00ebn dhe hipokrizia e tyre \u00ebsht\u00eb masive dhe unike. E themi k\u00ebt\u00eb, ngaq\u00eb, me gjith\u00eb kritikat e b\u00ebra p\u00ebr akamacionin, si nj\u00eb form\u00eb g\u00ebnjeshtare e horrake, nj\u00ebri nga an\u00ebtar\u00ebt e kryesis\u00eb aktuale, tha, n\u00eb debat televiziv, n\u00eb Kuvend, do t\u00eb propozohen kandidat\u00ebt p\u00ebr kryetar t\u00eb LDK-s\u00eb dhe pranimi i tyre do t\u00eb b\u00ebhet me votim akamativ. Jo, kurr\u00eb! T\u00eb propozohen, p.sh. 6 kandidat\u00eb. T\u00eb fut\u00ebn n\u00eb nj\u00eb list\u00eb, t\u00eb votohen me vot\u00eb t\u00eb fsheht\u00eb 3 prej tyre. Numri i votave p\u00ebrcakton kryetarin e LDK-s\u00eb. (Fjala \u00ebsht\u00eb, n\u00ebse k\u00ebsaj radhe, nuk praktikohet zgjedhja e kryetarit: nj\u00eb an\u00ebtar, nj\u00eb vot\u00eb);<\/p>\n

11) T\u00eb ligj\u00ebsohet me statut votimi i fesheht\u00eb demokratik dhe t\u00eb p\u00ebrdoret p\u00ebr t\u00eb gjitha rastet, madje n\u00eb \u00e7do rrethan\u00eb;<\/p>\n

12) Ftesa e sinqert\u00eb, p\u00ebr t\u00eb gjith\u00eb t\u00eb b\u00ebrryluarit dhe t\u00eb larguarit nga LDK-ja, me metoda p\u00ebrfide moniste, \u00ebsht\u00eb e domosdoshme. Kuadrot e tanish\u00ebm, nuk duhet t\u00eb ken\u00eb frik\u00eb nga t\u00eb kthyerit, themelues\u00ebve dhe t\u00eb kontribues\u00ebve, n\u00eb nd\u00ebrtimin e sht\u00ebpis\u00eb ton\u00eb t\u00eb madhe – LDK -. \u00cbsht\u00eb cinike t\u00eb thuhet se “nuk i p\u00ebrzum\u00eb, por, vet\u00eb u larguan”, si\u00e7 mashtron e g\u00ebnjen, pacip\u00ebrisht, lidershipi aktual dhe tellall\u00ebt e tyre t\u00eb bollsh\u00ebm, p\u00ebr – vajzat krenare – t\u00eb Kosov\u00ebs dhe t\u00eb Shqiptaris\u00eb, Donik\u00eb G\u00ebrvalla dhe Vjos\u00eb Osmani.<\/p>\n

13) Tendenca p\u00ebr t\u00eb goditur kuadrin n\u00eb Deg\u00eb e N\u00ebndeg\u00eb, si nj\u00eb faj\u00ebsim kolektiv, nuk \u00ebsht\u00eb as e drejt\u00eb dhe as e sh\u00ebndetshme p\u00ebr LDK-n\u00eb. P\u00ebrgjat\u00eb k\u00ebrkes\u00ebs t\u00eb vot\u00ebs zgjedhore, p\u00ebr LDK-n\u00eb, p\u00ebrgjigja e prer\u00eb ka qen\u00eb: “Mjaft m\u00eb me g\u00ebnjeshtra e dallavere. Tjet\u00ebr k\u00ebrkon an\u00ebtar\u00ebsia, elektorati, populli, ndryshe vepron udh\u00ebheqja qendrore e LDK-s\u00eb. Prandaj nuk kemi vot\u00eb p\u00ebr ata dhe miqt\u00eb e tyre -PAN-in!” Dhe, askush nga an\u00ebtar\u00ebsia dhe elektorati nuk akuzon as Deg\u00ebt dhe as N\u00ebndeg\u00ebt, sepse, nj\u00ebsoj, shp\u00ebrfillsh\u00ebm dhe injoruesh\u00ebm, jan\u00eb trajtuar, nga lidershipi klanor, p\u00ebrfshir\u00eb edhe strukturat e partis\u00eb. Faj\u00ebsia e k\u00ebtyre t\u00eb fundit, \u00ebsht\u00eb servilizmi dhe heshtja qyqare, e turpshme, karshi vendimeve t\u00eb lidershipit, t\u00eb cilat kan\u00eb rezultuar fatale p\u00ebr LDK-n\u00eb, popullin, Kosov\u00ebn.<\/p>\n

14) Ringritja e LDK-s\u00eb, nuk b\u00ebhet m\u00eb format e p\u00ebrjashtimit, lin\u00e7imit, po, me afrimin dhe maturin\u00eb politike, akute t\u00eb nevojshme. Kuvendi i 14 marsit duhet ta p\u00ebr\u00e7oj\u00eb k\u00ebt\u00eb mesazh, p\u00ebr t\u00eb gjith\u00eb kuadrot, an\u00ebtar\u00ebsin\u00eb dhe elektoratin e LDK-s\u00eb dhe shqiptar\u00ebt. Zgjedhja e nj\u00eb ekipi, e K\u00ebshillit Organizativ, p\u00ebr p\u00ebrgaditjen e zgjedhjeve partiake, t\u00eb pas disa muajve, do t\u00eb ishte zgjedhja dhe zgjidhja e duhur.<\/p>\n

N\u00eb letr\u00ebn e Besianit ton\u00eb, (ngush\u00ebllimit ton\u00eb t\u00eb madh, bashk\u00eb me motr\u00ebn Berihane, fotografia proverbiale familjare – n\u00eb vajtim, mbi arkmortin t\u00eb kryefamiljarit Xhem\u00eb, q\u00eb vazhdon ta xhiroj\u00eb e shokoj\u00eb bot\u00ebn, p\u00ebrtej dy dekadave radhazi), \u00ebsht\u00eb p\u00ebrzgjedhur nj\u00eb th\u00ebnie-porosi t\u00eb kryezotit t\u00eb LDK-s\u00eb, Dr. Rugova: “Ne nuk kemi as lisa p\u00ebr t\u00eb humbur, l\u00ebre m\u00eb njer\u00ebz”.<\/p>\n

Besiani \u00ebsht\u00eb i vetmi nga an\u00ebtar\u00ebt e kryesis\u00eb qendrore, q\u00eb b\u00ebri nj\u00eb analiz\u00eb t\u00eb sakt\u00eb, t\u00eb sinqert\u00eb, t\u00eb drejt\u00ebp\u00ebrdrejt\u00eb dhe shum\u00eb kritike. Kryesia, n\u00eb vend q\u00eb ta shp\u00ebndaj\u00eb n\u00eb Deg\u00eb, N\u00ebndeg\u00eb dhe n\u00eb strukturat e partis\u00eb, letr\u00ebn-opinion-analiz\u00eb t\u00eb Besian Mustaf\u00ebs, p\u00ebr t\u00eb marr\u00eb mendimin e tyre, p\u00ebr propozimet dhe sugj\u00ebrimet e dh\u00ebna, fort t\u00eb q\u00eblluara, ajo e heshti, e injoroi. Kryesia, me fodull\u00ebk dhe “kok\u00eb-mushku”, th\u00ebrret Kuvendin, p\u00ebr dat\u00eb 14 mars, duke caktuar edhe rendin e dit\u00ebs, n\u00eb kund\u00ebrshtim t\u00eb hapur me k\u00ebrkes\u00ebn e an\u00ebtar\u00ebsis\u00eb, elektoratit, madje, edhe t\u00eb strukturave t\u00eb LDK-s\u00eb.<\/p>\n
