{"id":66308,"date":"2021-04-04T09:12:21","date_gmt":"2021-04-04T08:12:21","guid":{"rendered":"https:\/\/fjala.info\/?p=66308"},"modified":"2021-04-04T09:12:21","modified_gmt":"2021-04-04T08:12:21","slug":"ne-kerkim-te-votes-se-arte","status":"publish","type":"post","link":"https:\/\/jehonashqiptare.al\/fjala\/ne-kerkim-te-votes-se-arte\/","title":{"rendered":"N\u00eb k\u00ebrkim t\u00eb vot\u00ebs s\u00eb art\u00eb!"},"content":{"rendered":"<p>Shkruan: <strong>Florim Zeqa<\/strong>, <em>04.04.2021<\/em><\/p>\n<p><em>Zhvillimimet e (pa) pritura dhe dramatike n\u00eb mbr\u00ebmjen e dit\u00ebs s\u00eb premte e shp\u00ebrfaq\u00ebn edhe nj\u00eb her\u00eb papjekurin\u00eb politike dhe tendenc\u00ebne hapur t\u00eb kryeministrit Albin Kurti p\u00ebr kontrabandim t\u00eb ligjit p\u00ebr m\u00ebrgat\u00ebn dhe shantazhim t\u00eb pjes\u00ebs m\u00eb t\u00eb pavendosur t\u00eb klas\u00ebs politike n\u00eb Kuvendin e Kosov\u00ebs.<\/em><\/p>\n<p><strong>Tendenca e LVV-s\u00eb e ngutshme dhe e pa koh\u00eb<\/strong><\/p>\n<p>Tendeca e L\u00ebvizjes Vet\u00ebvendosje p\u00ebr shqyrtimin e Ligjit p\u00ebr Zgjedhjet e P\u00ebrgjithshme me procedur\u00eb t\u00eb p\u00ebrshpejtuar n\u00eb Kuvendin e Kosov\u00ebs, p\u00ebrveqse e gabuar n\u00eb koh\u00eb, ishte form\u00eb e past\u00ebr e shantazit politik, k\u00ebrc\u00ebnim p\u00ebr rendin kushtetues dhe dhunim i demokracis\u00eb s\u00eb brisht\u00eb kosovare.<\/p>\n<p>Tendenca p\u00ebr kontrabandim dhe jo ndryshim t\u00eb Ligjit p\u00ebr Zgjedhjet e P\u00ebrgjithshme, q\u00eb me procedur\u00eb t\u00eb p\u00ebrshpejtuar ta ndryshoj\u00eb k\u00ebt\u00eb ligj, para se t\u00eb zgjidhet presidenti i ri i Kosov\u00ebs, ishte tentimi i par\u00eb i kapjes s\u00eb institucionit m\u00eb t\u00eb lart\u00eb ligjv\u00ebn\u00ebs n\u00eb vendin ton\u00eb.<\/p>\n<p>Mir\u00ebpo kjo tendenc\u00eb urgjente e LVV-s\u00eb hasi n\u00eb kund\u00ebrshtime t\u00eb fuqishme t\u00eb partive opozitare n\u00eb Kuvend, shoq\u00ebris\u00eb civile dhe organizateve t\u00eb ndryshme nd\u00ebrkomb\u00ebtare.<\/p>\n<p>Moskalimi n\u00eb Kuvend i k\u00ebsaj nisme n\u00eb procedur\u00eb t\u00eb p\u00ebrshpejtuar sh\u00ebnon d\u00ebshtimin e par\u00eb dhe fillimin e mbrapsht t\u00eb &#8216;Qeveris\u00eb Kurti 2&#8217;.<\/p>\n<p><strong>Beteja p\u00ebr kalimim e pargut kushtetues<\/strong><\/p>\n<p>Pas d\u00ebshtimit t\u00eb par\u00eb, partia fituese po e vazhdon me tentimin e dyt\u00eb t\u00eb zgjedhjes s\u00eb presidentit pa konsensus politik.<\/p>\n<p>N\u00ebse ju referohemi dy votimeve t\u00eb d\u00ebshtuara t\u00eb Raundit t\u00eb Par\u00eb, ku shkaku i mospjes\u00ebmarrjes s\u00eb 80 deputet\u00ebve n\u00eb votim nuk u arrit t\u00eb kalohet pragu i par\u00eb kushtetues (kuorumi), pa sigurimin e vot\u00ebs s\u00eb art\u00eb nuk ka logjik\u00eb t\u00eb procedohet tutje me zgjedhjen e presidentit.<\/p>\n<p>Mbetet t\u00eb shihet se a do t\u00eb kontrabandohet ndonj\u00eb deputet minoritar apo do t\u00eb dali ndonj\u00eb margaritar i ri nga partit\u00eb opozitare q\u00eb do t&#8217;i mund\u00ebsoj kalimet e dy raundeve t\u00eb para p\u00ebr t\u00eb arritur n\u00eb raundin e tret\u00eb, q\u00eb pastaj me shumic\u00ebn e thjesht\u00eb t\u00eb p\u00ebrmbyllet cikli i formiminit t\u00eb institucioneve, p\u00ebr her\u00eb t\u00eb par\u00eb monopartiake n\u00eb vendin ton\u00eb!<\/p>\n<p><strong>&#8220;Institucionalist\u00ebt&#8221; unik n\u00eb seanc\u00eb, t\u00eb ndar\u00eb n\u00eb votim<\/strong><\/p>\n<p>Dy votimet n\u00eb raundin e par\u00eb p\u00ebr zgjedhjen e presidentit e shp\u00ebrfaq\u00ebn situat\u00ebn laramane dhe alarmante q\u00eb ekziston n\u00eb LDK pas kuvendit zgjedhor t\u00eb k\u00ebsaj partie.<\/p>\n<p>Edhe p\u00ebrkund\u00ebr trumbetimeve t\u00eb disa eksponent\u00ebve t\u00eb LDK-s\u00eb se kjo parti ka dal\u00eb unike nga kuvendi zgjedhor, faktet po ua thon\u00eb t\u00eb kund\u00ebrt\u00ebn.<\/p>\n<p>Tre prej 14 deputet\u00ebve nuk muar\u00ebn pjes\u00eb fare n\u00eb votim, nd\u00ebrsa prej atyre q\u00eb votuan, disa votuan pro e disa t\u00eb tjer\u00eb e hudh\u00ebn flet\u00ebvotimin e &#8220;bardh\u00eb&#8221;, duke e b\u00ebr\u00eb t\u00eb pavlefshme vot\u00ebn dhe t\u00eb pavler\u00eb votimin e tyre!<\/p>\n<p>Kjo situat\u00eb e paqart\u00eb dhe e pazakont e d\u00ebshmon gj\u00ebndjen reale n\u00eb LDK, ku nuk dihet m\u00eb se &#8220;kush qet e kush pret n\u00eb k\u00ebt\u00eb subjekt politik.<\/p>\n<p>Sa do q\u00eb lideri i ri po mundohet ta kapitalozoj\u00eb personalitetin e tij mbi fatkeq\u00ebsin\u00eb e ndarjes s\u00eb LDK-s\u00eb, me vot\u00ebn p\u00ebr presidentin po e rrezikon shkaktimin e nj\u00eb ndarje t\u00eb re dhe akoma m\u00eb t\u00eb thell\u00eb t\u00eb LDK-s\u00eb.<\/p>\n<p>Shihet qart\u00eb se LDK nuk \u00ebsht\u00eb m\u00eb n\u00eb gjendje t\u00eb mbroj\u00eb parime dhe as premtime elektorale, shkaku i interesave personale dhe lidhjeve klanore.<\/p>\n<p>Seanca p\u00ebr zgjedhjen e presidentit e b\u00ebri akoma m\u00eb t\u00eb paqart\u00eb &#8220;konstruktivitetin&#8221;
