{"id":67800,"date":"2021-05-03T10:13:47","date_gmt":"2021-05-03T08:13:47","guid":{"rendered":"https:\/\/fjala.info\/?p=67800"},"modified":"2021-05-03T10:13:47","modified_gmt":"2021-05-03T08:13:47","slug":"fokusimi-naiv-i-vemendjes-te-dialogu","status":"publish","type":"post","link":"https:\/\/jehonashqiptare.al\/fjala\/fokusimi-naiv-i-vemendjes-te-dialogu\/","title":{"rendered":"FOKUSIMI NAIV I V\u00cbMENDJES TE DIALOGU"},"content":{"rendered":"<p><em>Dialogu ka nj\u00eb doz\u00eb mashtruese n\u00eb vetvete, por le t\u00eb mos mbesim fajtor\u00eb p\u00ebr destruktivitet n\u00eb t\u00eb, faji p\u00ebr k\u00ebt\u00eb destruktivitet t\u00eb vazhduesh\u00ebm \u00ebsht\u00eb serb dhe nd\u00ebrkomb\u00ebtaret le t\u00eb k\u00ebrkojn\u00eb nga Serbia llogari dhe p\u00ebrgjegj\u00ebsi, n\u00ebse duan marr\u00ebveshje dhe jo t\u00eb k\u00ebrkojn\u00eb koncesione t\u00eb tjera nga ne p\u00ebr hesape t\u00eb djallit q\u00eb mbase do vet\u00ebm luft\u00eb t\u00eb re.<\/em><\/p>\n<p>Nga <strong>Bekim Rexhepi<\/strong><\/p>\n<p>Ka nj\u00eb fokusim dhe v\u00ebmendje nd\u00ebrkomb\u00ebtare p\u00ebr dialogun Kosov\u00eb-Serbi, i cili ka filluar thuajse q\u00eb nj\u00ebzet\u00eb vite e m\u00eb par\u00eb dhe prap\u00eb t\u00eb duket se po fillon prap\u00eb aty nga e para. P\u00ebr k\u00ebt\u00eb lloj fiksim mosbesues ka nj\u00eb faktor koherent q\u00eb k\u00ebto bisedime t\u00eb duken t\u00eb tilla pa shpres\u00eb pa gjasa edhe p\u00ebr m\u00eb shum\u00eb koh\u00eb t\u00eb tjera, ky faktor \u00ebsht\u00eb vet\u00ebm serb, \u00ebsht\u00eb defekti politik serb p\u00ebr tu marr\u00eb vesh m\u00eb t\u00eb tjer\u00ebt, me marr\u00ebveshje paqe. Serbia dhe politikan\u00ebt e saj historikisht kan\u00eb nxjerr\u00eb n\u00eb pah defekte politike sepse marr\u00ebveshjet e lehta nuk i konsideron marr\u00ebveshje p\u00ebrfundimtare sepse ka k\u00ebrkesa t\u00eb tjera sip\u00ebr tyre dhe mbi to shton\u00eb gjithnj\u00eb doza ose ngarkesa nacionaliste.<\/p>\n<p>Nd\u00ebrsa nj\u00eb faktori tjet\u00ebr \u00ebsht\u00eb ay shqiptar, i cili padyshim, dor\u00ebn n\u00eb zem\u00ebr ka besuar n\u00eb forc\u00ebn dhe gatishm\u00ebrin\u00eb nd\u00ebrkomb\u00ebtare se p\u00ebrfshirja e tyre si nd\u00ebrmjet\u00ebsues n\u00eb k\u00ebto bisedime dhe n\u00eb marr\u00ebveshje do t\u00eb ket\u00eb suksese. Megjith\u00ebse jan\u00eb b\u00ebr\u00eb disa marr\u00ebveshje infatile nga lider\u00ebt e deritanish\u00ebm t\u00eb Kosov\u00ebs, ato marr\u00ebveshje ende duken t\u00eb jen\u00eb n\u00eb fillimin e tyre sepse nuk ka p\u00ebrparime edhe pse ka disa obligime nd\u00ebrkomb\u00ebtare p\u00ebr arritjen e tyre dhe implementimin e tyre.<\/p>\n<p>Kur jemi tek obligimet nd\u00ebrkomb\u00ebtare mbase dhe domosdoshm\u00ebrish duhet t\u00eb potencojm\u00eb dhe t\u00eb ngulim k\u00ebmb\u00eb n\u00eb q\u00ebndrime e parime negociuese se ato obligimet jan\u00eb t\u00eb dy anshme edhe p\u00ebr Kosov\u00ebn, po edhe p\u00ebr Serbin\u00eb. Nuk mund t\u00eb jen\u00eb vet\u00ebm p\u00ebr nj\u00ebr\u00ebn pal\u00eb obligative.<\/p>\n<p>Patjet\u00ebr duhet t\u00eb qart\u00ebsohet edhe opinioni i gjer\u00eb nd\u00ebrkomb\u00ebtar se Serbia nuk realizon marr\u00ebveshje politike edhe pse i n\u00ebnshkruan ato, edhe pse n\u00eb nj\u00ebfar\u00eb forme zotohet se do t\u00eb marr obligime dhe p\u00ebrgjegj\u00ebs shtet\u00ebror\u00eb e nd\u00ebrkomb\u00ebtare p\u00ebr to. Duhet t\u00eb sakt\u00ebsojm\u00eb po ashtu se marr\u00ebveshje serbe nuk realizohen m\u00eb q\u00ebllime t\u00eb caktuar politike sepse jasht\u00eb tyre do q\u00eb t\u00eb ket\u00eb k\u00ebrkesa t\u00eb tjera, k\u00ebrkesa shtes\u00eb, k\u00ebrkesa ekspansioniste, sikur ato nuk do t\u00eb jan\u00eb t\u00eb mjaftueshme kurr\u00eb p\u00ebr interesat e saja.<\/p>\n<p>Paraprakisht, ato marr\u00ebveshje t\u00eb n\u00ebnshkruara i l\u00eb m\u00ebnjan\u00eb, n\u00eb m\u00ebnyr\u00eb q\u00eb m\u00eb pastaj k\u00ebrkesat e saja t\u00eb reja n\u00eb dialog t\u00eb jen\u00eb m\u00eb prioritet se ato q\u00eb jan\u00eb n\u00ebnshkruar dhe jo realizuar, duke gjetur po ashtu obstruksione t\u00eb tjera p\u00ebr mistifikuar marr\u00ebveshjet e arritura m\u00eb her\u00ebt.<\/p>\n<p>Pala shqiptare e Kosov\u00ebs vazhdimisht ka b\u00ebr\u00eb koncesione t\u00eb m\u00ebdha dhe t\u00eb cilat nga nj\u00eb priz\u00ebm mbase duken t\u00eb r\u00ebnda p\u00ebr stabilitetin e m\u00ebtejm\u00eb t\u00eb vendit. Si\u00e7 \u00ebsht\u00eb marr\u00ebveshja e 12 prill 2013-\u00ebs e cila me t\u00eb drejt\u00eb u quajt si marr\u00ebveshje e \u201czajadnic\u00ebs\u201d, q\u00eb u kund\u00ebrshtua e edhe nga kushtetuesja u vler\u00ebsua si antikushtetuese, dhe si e till\u00eb ajo m\u00eb nuk mund t\u00eb realizohet, sepse \u00ebsht\u00eb konstaturar ligj\u00ebrisht se prish\u00eb komplet konfiguracionin e shtet\u00ebsis\u00eb s\u00eb Kosov\u00ebs, ndaj pala shqiptare duhet q\u00eb disi k\u00ebt\u00eb marr\u00ebveshje ta modifikoi brenda struktur\u00ebs kushtetuese t\u00eb shtetit multietnik t\u00eb Kosov\u00ebs.<\/p>\n<p>\u00c7do p\u00ebrpjekje e ndryshme q\u00eb do t\u00eb preki struktur\u00ebn multietnike t\u00eb Kosov\u00ebs me nj\u00eb marr\u00ebveshje t\u00eb re p\u00ebr ndonj\u00eb \u201cZajednic\u00eb\u201d, t\u00eb tipit etnik n\u00eb vend, b\u00ebhet e paq\u00ebndrueshme p\u00ebr stabilitetin e shtetit, prek direkt mbi resurset m\u00eb t\u00eb bujshme t\u00eb vendit, mbi t\u00eb cilat realisht shteti mban gjasat dhe shpresat p\u00ebr rim\u00ebk\u00ebmbje.<\/p>\n<p>N\u00eb analin e marr\u00ebveshjeve Kosov\u00eb-Serbi deri m\u00eb tani kemi 33-i, marr\u00ebveshje t\u00eb n\u00ebnshkruara dhe Serbia, thuajse asnj\u00ebra nga k\u00ebto nuk i ka realizuar, p\u00ebr t\u00eb mbetur m\u00eb skepticiz\u00ebm se ato do t\u00eb realizohen. Dhe m\u00eb t\u00eb drejt\u00eb le t\u00eb pyesim se pse duhet t\u00eb ket\u00eb marr\u00ebveshje t\u00eb tjera, marr\u00ebveshje t\u00eb reja pa u realizuar q\u00ebpari ato marr\u00ebveshjet e m\u00ebhershme.<\/p>\n<p>\u00cbsht\u00eb th\u00ebn\u00eb dhe p\u00ebrs\u00ebritur gati n\u00eb retorik\u00eb verbale se e vetmja marr\u00ebveshje q\u00eb aludohet dhe q\u00eb duhet t\u00eb arrihet \u00ebsht\u00eb marr\u00ebveshja p\u00ebr njohja reciproke t\u00eb dy shteteve. A \u00ebsht\u00eb e gatshme Serbia ta b\u00ebj\u00eb k\u00ebt\u00eb njohje t\u00eb shtet\u00ebsis\u00eb se Kosov\u00ebs edhe po t\u00eb realizohen t\u00eb gjitha marr\u00ebveshjet e arritura m\u00eb her\u00ebt kjo duket m\u00eb qart\u00eb se jo.<\/p>\n<p>Por, po ashtu as edhe Kosova nuk \u00ebsht\u00eb m\u00eb n\u00eb at\u00eb gjendje t\u00eb b\u00ebj\u00eb koncesione t\u00eb tjera t\u00eb d\u00ebmshme p\u00ebr interesat e saja, e n\u00eb dobi t\u00eb Serbis\u00eb p\u00ebr t\u00eb pasur nj\u00eb paqe e cila mbase kurr\u00eb nuk do t\u00eb jet\u00eb e p\u00ebrhershme sepse Serbia gjithnj\u00eb dhe gjithmon\u00eb do t\u00eb interesohet t\u00eb gjej\u00eb fakte dhe faktor\u00eb t\u00eb tjer\u00eb t\u00eb destabilizimit t\u00eb Kosov\u00ebs.<\/p>\n<p>Nj\u00eb marr\u00ebveshje me Serbin\u00eb duket e v\u00ebshtir\u00eb, sepse ende kemi nj\u00eb Serbi t\u00eb centralizuar n\u00eb faktor ekstrem nacionalist\u00eb. P\u00ebr k\u00ebt\u00eb alarmojn\u00eb edhe vet serbet, n\u00ebse \u00ebsht\u00eb kjo gjendje ahere pse duhet t\u00eb besojm\u00eb se do t\u00eb ket\u00eb marr\u00ebveshje stabile me Serbin\u00eb. Para nj\u00eb marr\u00ebveshje t\u00eb till\u00eb t\u00eb supozuar p\u00ebr njohje reciproke mes Kosov\u00ebs dhe Serbis\u00eb, duhet ta dim\u00eb se k\u00ebshtu si\u00e7 \u00ebsht\u00eb gjendja n\u00eb Serbi dhe me asi politikan q\u00eb ndez\u00ebn flak\u00eb dhe prish\u00ebn Jugosllavin\u00eb nuk ka dhe as nuk do t\u00eb ket\u00eb minimumin e garancive p\u00ebr marr\u00ebveshje t\u00eb q\u00ebndrueshme.<\/p>\n<p>Faktori nd\u00ebrkomb\u00ebtar duhet t\u00eb n\u00ebnshtroj faktor\u00ebt nacionalist serb brenda Serbis\u00eb q\u00eb t\u00eb krijohet s\u00eb paku premisa q\u00eb Serbia \u00ebsht\u00eb demokratike, dhe demokracia ka parime t\u00eb civilizimet me \u00e7ka ajo do t\u00eb mund t\u00eb njihte masakrat q\u00eb ka b\u00ebr\u00eb gjithandej, e edhe ndaj shqiptar\u00ebve. T\u00eb k\u00ebrkoj falje p\u00ebr krimet dhe d\u00ebmet dhe tek m\u00eb pas t\u00eb krijohej p\u00ebrshtypjeje se Serbia \u00ebsht\u00eb e gatshme p\u00ebr marr\u00ebveshje paqe.<\/p>\n<p>Nuk mund t\u00eb ket\u00eb m\u00eb asi marr\u00ebveshje t\u00eb tipit gabuar si marr\u00ebveshja p\u00ebr \u201cZajednic\u00ebn\u201d, pa \u00e7ka se sensasiviteti i pal\u00ebs shqiptare ka koinciduar n\u00eb interesa t\u00eb Serbis\u00eb n\u00eb nj\u00eb koh\u00eb kur u b\u00eb ajo marr\u00ebveshje. Qeveria e re nuk duhet t\u00eb lejoj as diskutime nd\u00ebrkomb\u00ebtare p\u00ebr k\u00ebt\u00eb variant dhe e mira do t\u00eb ishte qe tipi i \u201czajednic\u00ebs\u201d, t\u00eb b\u00ebhet n\u00eb vet\u00ebm nj\u00eb OJQ -(zajednica) me kompetenca fare kulturore.
