Veprimtar\u00ebt e Rilindjes krahas ndjenjave atdhetare dhe bindjes se edhe shqiptar\u00ebt meritojn\u00eb t\u00eb jen\u00eb nj\u00eb nd\u00ebr popujt e ndri\u00e7uar e t\u00eb zhvilluar, ishin edhe njer\u00ebz t\u00eb ditur, me njohuri t\u00eb gjera kulturore p\u00ebr koh\u00ebn. Rilind\u00ebsit, t\u00eb mbledhur n\u00eb \u2018\u2019Shoq\u00ebrin\u00eb e t\u00eb shtypurit shkronja shqip\u2019\u2019, p\u00ebrcaktuan m\u00eb 1879, p\u00ebrb\u00ebrjen fonematike t\u00eb shqipes s\u00eb shkruar:<\/p>\n<p>36 fonemat q\u00eb ka edhe sot shqipja standarde, dhe krijuan alfabetin e njohur si i Stambollit, i cili pas Kongresit t\u00eb Manastirit (n\u00ebntor 1908) u z\u00ebvend\u00ebsua me nj\u00eb alfabet krejt\u00ebsisht latin, por duke ruajtur po at\u00eb renditje shkronjash.<\/p>\n<p>Rilindja Komb\u00ebtare \u00e7\u00ebshtjen e gjuh\u00ebs e vuri n\u00eb qend\u00ebr t\u00eb programit t\u00eb vet jo vet\u00ebm sepse ajo ishte simboli madhor i identitetit dhe lasht\u00ebsis\u00eb s\u00eb kombit, por edhe sepse vendosja e shqipes si gjuh\u00eb zyrtare ishte hapi i par\u00eb dhe shenja vendimtare e pavar\u00ebsis\u00eb. Kur Lidhja Shqiptare e Prizrenit nisi luft\u00ebn p\u00ebr nj\u00eb shtet shqiptar, problemi i gjuh\u00ebs p\u00ebr k\u00ebt\u00eb shtet doli q\u00eb n\u00eb hapat e par\u00eb t\u00eb saj. N\u00eb Programin e botuar m\u00eb 15 shtator 1878, nd\u00ebr t\u00eb tjera thuhej: \u201c Gjuha osmane t\u00eb mbetet si gjuh\u00eb zyrtare n\u00eb let\u00ebrk\u00ebmbimin e vilajetit me Port\u00ebn e Lart\u00eb. Me gjith\u00eb k\u00ebt\u00eb n\u00eb k\u00ebshillat e gjykatave t\u00eb p\u00ebrdoret gjuha shqipe dhe diskutimet t\u00eb zhvillohen n\u00eb k\u00ebt\u00eb gjuh\u00eb.\u201d (Dokumente t\u00eb Lidhjes Shqiptare t\u00eb Prizrenit, Prishtin\u00eb, 1978).<\/p>\n<p>Aktet e Rilindjes e shtrojn\u00eb qart\u00eb problemin e njohjes s\u00eb shqipes si gjuh\u00eb komb\u00ebtare. P\u00ebr t\u00eb gjith\u00eb n\u00ebpun\u00ebsit n\u00eb Shqip\u00ebri quhet e detyrueshme t\u00eb din\u00eb gjuh\u00ebn e vendit. D\u00ebshirojm\u00eb t\u00eb t\u00ebrheqim v\u00ebmendjen me k\u00ebt\u00eb rast, se nevoja e nj\u00eb alfabeti t\u00eb vet\u00ebm t\u00eb shqipes, e cila si zgjidhje historike u arrit n\u00eb Kongresin e Manastirit, nuk u shtrua me forc\u00eb n\u00eb fund t\u00eb shek. XIX vet\u00ebm p\u00ebr shkak t\u00eb shqet\u00ebsimit q\u00eb sillte prania e shum\u00eb alfabeteve, por n\u00eb radh\u00eb t\u00eb par\u00eb sepse shteti shqiptar, q\u00eb tashm\u00eb po projektohej n\u00eb horizont, nuk mund t\u00eb konceptohej pa nj\u00eb alfabet t\u00eb vet\u00ebm.<\/p>\n<p>Nuk mund t\u00eb p\u00ebrfytyrohet nj\u00eb shtet, dokumentacioni i t\u00eb cilit t\u00eb p\u00ebrpilohet n\u00eb alfabete t\u00eb ndryshme. Me fjal\u00eb t\u00eb tjera, ishte shtysa imperative p\u00ebr nj\u00eb gjuh\u00eb zyrtare, q\u00eb p\u00ebrcaktoi edhe nj\u00ebsimin e alfabetit. Madje pas Kongresit t\u00eb Manastirit shtohet kushti, q\u00eb t\u00eb zbatohet alfabeti i tij, si\u00e7 thuhet n\u00eb nj\u00eb memorandum t\u00eb majit 1912: \u201cGjuha zyrtare t\u00eb jet\u00eb shqipja me shkrimin komb\u00ebtar.\u201d( Shih: Fjalor enciklopedik shqiptar, 2, Botimet Toena, Tiran\u00eb, 2008).<\/p>\n<p>Shqipja u shpall gjuh\u00eb zyrtare m\u00eb 23 shtator 1913, pra thuaja nj\u00eb muaj pas shpalljes s\u00eb pavar\u00ebsis\u00eb. Akti i par\u00eb legjislativ n\u00eb fush\u00ebn e organizimit gjyq\u00ebsor komb\u00ebtar ishte Kanuni i Zhuris\u00eb (13.V.1913), nd\u00ebrsa akti m\u00eb i r\u00ebnd\u00ebsish\u00ebm ishte Kanuni i P\u00ebrtash\u00ebm i administrat\u00ebs civile t\u00eb Shqip\u00ebris\u00eb (n\u00ebntor 1913). I pari proces gjyq\u00ebsor n\u00eb gjuh\u00ebn shqipe \u00ebsht\u00eb shkruar n\u00eb fund t\u00eb vitit 1912 nga Kristo Floqi, i cili ka hartuar disa v\u00ebllime me shkrime juridike dhe tek \u201cE drejta kushtetuese\u201d ka nj\u00eb fjalorth n\u00eb kat\u00ebr gjuh\u00eb. Kadiler\u00ebt u hoq\u00ebn menj\u00ebher\u00eb nga funksioni.<\/p>\n<p>Sado jet\u00ebshkurt\u00ebr q\u00eb qe Qeveria e Vlor\u00ebs, menj\u00ebher\u00eb pasi shpalli shqipen si gjuh\u00eb zyrtare t\u00eb shtetit shqiptar, e nisi pun\u00ebn me krijimin e disa komisioneve p\u00ebr nj\u00ebsimin e terminologjis\u00eb ushtarake, t\u00eb sh\u00ebrbimit postar etj.<\/p>\n<p>Gjat\u00eb dy viteve t\u00eb fundit t\u00eb Luft\u00ebs s\u00eb Par\u00eb Bot\u00ebrore (dhjetor<br \/>\n1916 \u2013 n\u00ebntor 1918) n\u00eb Shkod\u00ebr, qendra e zon\u00ebs austrohungareze t\u00eb pushtimit q\u00eb p\u00ebrfshinte pjes\u00ebn m\u00eb t\u00eb madhe t\u00eb territorit shqiptar, u mblodh Komisia Letrare, e cila synonte caktimin e nj\u00eb gjuhe t\u00eb nj\u00ebsuar t\u00eb shkrimit mbi baz\u00ebn e dialektit t\u00eb Elbasanit.<\/p>\n<p>Ajo caktoi disa rregulla drejtshkrimore q\u00eb afronin shkrimin e geg\u00ebrishtes me t\u00eb tosk\u00ebrishtes dhe vendosi nj\u00eb num\u00ebr termash p\u00ebr administrat\u00ebn dhe gjyqet. Praktika dyvje\u00e7are e p\u00ebrdorimit t\u00eb elbasanishtes letrare si gjuh\u00eb e admistrat\u00ebs n\u00eb zon\u00ebn austro-hungareze t\u00eb pushtimit, e cila p\u00ebrfshinte pjes\u00ebn m\u00eb t\u00eb madhe t\u00eb trojeve shqiptare, sh\u00ebrbeu si mb\u00ebshtetje p\u00ebr dekretin kryeministror t\u00eb janarit 1923, q\u00eb caktonte dialektin e Elbasanit si dialekt zyrtar t\u00eb administrat\u00ebs s\u00eb shtetit shqiptar.<\/p>\n<p>Nd\u00ebrkaq let\u00ebrsia artistike, p\u00ebrkthimet, shtypi jo vet\u00ebm n\u00eb vend, po edhe n\u00eb diaspor\u00eb, vijuan zhvillimin e tyre sipas varianteve letrare t\u00eb m\u00ebparshme. Madje edhe tekstet shkollore t\u00eb gjuh\u00ebs e t\u00eb let\u00ebrsis\u00eb hartoheshin sipas p\u00ebrkat\u00ebsis\u00eb dialektore t\u00eb autorit (tosk\u00ebrisht I. D. Sheperi, E. \u00c7abej, N. Resuli; geg\u00ebrisht A. Xhuvani, J. Rrota, O. Myderrizi etj.). Nd\u00ebrkaq Kongresi Pedagogjik i Lushnjes (shkurt 1921) vendosi pranimin e dialektit t\u00eb Elbasanit n\u00eb shtypjen e teksteve shkollore.<\/p>\n<p>Gjuh\u00ebtar\u00ebt, vazhdues t\u00eb drejtp\u00ebrdrejt\u00eb t\u00eb traditave t\u00eb Rilindjes, dhan\u00eb ndihmes\u00eb t\u00eb \u00e7mueshme p\u00ebr nj\u00eb shqipe t\u00eb p\u00ebrpunuar n\u00eb ligjet, n\u00eb dokumentet administrative, n\u00eb ushtri e n\u00eb shkoll\u00eb.
