{"id":7788,"date":"2016-10-22T14:52:13","date_gmt":"2016-10-22T13:52:13","guid":{"rendered":"http:\/\/www.fjala.info\/?p=7788"},"modified":"2021-05-13T00:30:51","modified_gmt":"2021-05-12T22:30:51","slug":"10-propozimet-e-7-akademikeve-per-shqiperine","status":"publish","type":"post","link":"https:\/\/jehonashqiptare.al\/fjala\/10-propozimet-e-7-akademikeve-per-shqiperine\/","title":{"rendered":"10 propozimet e 7 akademik\u00ebve p\u00ebr Shqip\u00ebrin\u00eb"},"content":{"rendered":"<p><strong>Pakti p\u00ebr Reformizmin nga Akademik\u00ebt, 10 ide p\u00ebr reform\u00eb<\/strong><\/p>\n<p><a href=\"http:\/\/www.pamfleti.com\/pakti-per-reformizmin-akademiket-10-ide-jopopuliste\" target=\"_blank\" rel=\"noopener\">Pamfleti<\/a>, <strong>22 tetor 2016<\/strong><\/p>\n<blockquote><p>7 profesor\u00eb pran\u00eb Universitetit Europian t\u00eb Tiran\u00ebs, me n\u00eb krye dy ekonomist\u00ebt Selami Xhepa dhe Luljeta Minxhozi hedhin p\u00ebr debat p\u00ebr dy pal\u00ebt politike, p\u00ebr liderin e shumic\u00ebs dhe opozit\u00ebs, 10 propozime populiste<\/p><\/blockquote>\n<p>Nj\u00eb reform\u00eb kushtetuese q\u00eb p\u00ebrfshin krijimin e nj\u00eb senati, pagesa m\u00eb t\u00eb mira dhe m\u00eb transparente p\u00ebr funksionet e larta politike e shtet\u00ebrore, financim transparent t\u00eb partive politike, legalizim t\u00eb lobimit dhe liberalizim ekonomik, jan\u00eb pjes\u00eb e nj\u00eb propozimi me 10 pika prej nj\u00eb grupi profesor\u00ebsh t\u00eb Universitetit Europian t\u00eb Tiran\u00ebs.<\/p>\n<p>Ata thon\u00eb se propozimi vjen nga nevoja p\u00ebr t\u00eb p\u00ebrmir\u00ebsuar Shqip\u00ebrin\u00eb dhe ekonomin\u00eb e vendit edhe pse ai p\u00ebrmban tema jo fort t\u00eb p\u00eblqyeshme p\u00ebr populizmin.<\/p>\n<p>Propozimi po ashtu p\u00ebrfshin reformimin e strukturave t\u00eb mb\u00ebshtetjes sociale, nd\u00ebrhyrjen p\u00ebr t\u00eb p\u00ebrmir\u00ebsuar pagesat dhe cil\u00ebsin\u00eb e pun\u00ebsimit dhe po ashtu krijimin e institucioneve m\u00eb t\u00eb forta kontrolluese e standarde t\u00eb larta sh\u00ebrbimesh.<\/p>\n<p>I pag\u00ebzuar si \u201cPakti p\u00ebr reformimin\u201d, propozimi ka b\u00ebr\u00eb bashk\u00eb nj\u00eb grup profesor\u00ebsh heterogjen\u00eb n\u00eb bindje politike, t\u00eb cil\u00ebt i propozojn\u00eb qeveris\u00eb dhe opozit\u00ebs hapjen e nj\u00eb diskutimi t\u00eb gjer\u00eb mbi nj\u00eb platform\u00eb me 10 pika, p\u00ebr t\u00eb cilat do t\u00eb k\u00ebrkohej debat dhe konsensus komb\u00ebtar.<\/p>\n<p>Grupi q\u00eb p\u00ebrfaq\u00ebsohet nga profesor Selami Xhepa, ish-deputet i Partis\u00eb Demokratike dhe ish-k\u00ebshilltar i kryeministrit Sali Berisha dhe profesore Luljeta Minxhozi, e cila q\u00ebndron majtas dhe \u00ebsht\u00eb p\u00ebr politika ekonomike m\u00eb \u201cKejsianiste\u201d, ka sjell\u00eb nj\u00eb platform\u00eb gati bipartizane q\u00eb synon t\u2019i b\u00ebj\u00eb bashk\u00eb pal\u00ebt p\u00ebr t\u00eb v\u00ebn\u00eb n\u00eb jet\u00eb nj\u00eb s\u00ebr\u00eb reformash.<\/p>\n<p>P\u00ebr t\u00eb prezantuar reform\u00ebn do t\u00eb ket\u00eb ftesa p\u00ebr drejtuesit politik\u00eb t\u00eb t\u00eb gjitha krah\u00ebve, duke p\u00ebrfshir\u00eb kryeministrin Edi Rama, kreun e opozit\u00ebs Lulzim Basha dhe aktor\u00eb t\u00eb tjer\u00eb politik\u00eb n\u00eb t\u00eb dy krah\u00ebt, p\u00ebr t\u00eb nisur si\u00e7 thon\u00eb iniciator\u00ebt nj\u00eb debat konstruktiv p\u00ebr t\u00eb ardhmen e vendit. Pjes\u00eb e grupit jan\u00eb edhe Edi Puka, Hemion Braho, Roland Lami, Arb\u00ebr Agalliu dhe Ledia Dushi.<\/p>\n<p>\u201cKa ardhur koha p\u00ebr nj\u00eb Pakt p\u00ebr Reformizmin, pakt i gjer\u00eb 10-vje\u00e7ar mes qeveris\u00eb dhe opozit\u00ebs, por dhe faktor\u00ebve t\u00eb tjer\u00eb politik\u00eb e shoq\u00ebror\u00eb, p\u00ebr kryerjen e disa reformave t\u00eb r\u00ebnd\u00ebsishme, p\u00ebr ta strukturuar plot\u00ebsisht shoq\u00ebrin\u00eb shqiptare, p\u00ebr ta nisur drejt nj\u00eb etape tjet\u00ebr, drejt nj\u00eb etape q\u00eb p\u00ebrgatit premisat e Shqip\u00ebris\u00eb si nj\u00eb vend i zhvilluar, t\u00eb denj\u00eb p\u00ebr t\u2019iu bashkuar familjes evropiane\u201d, thuhet n\u00eb draftin q\u00eb prezanton k\u00ebt\u00eb platform\u00eb reformash ekonomike.<\/p>\n<p>\u201cD\u00ebshira e secilit prej nesh q\u00eb jetojm\u00eb n\u00eb k\u00ebt\u00eb vend do t\u00eb ishte nj\u00eb Shqip\u00ebri m\u00eb e prosperuar\u201d, tha p\u00ebr Mapo Luljeta Minxhozi, nd\u00ebrsa shpjegoi arsyet pse i ishte bashkuar k\u00ebsaj nisme e cila k\u00ebrkon ndryshime thelb\u00ebsore ekonomike dhe politike.<\/p>\n<p>Propozimi i akademik\u00ebve sugjeron ndryshim kushtetues p\u00ebr t\u00eb krijuar nj\u00eb legjislativ me dy dhoma, q\u00eb sipas tyre do t\u00eb garantonte ekuilib\u00ebr politik, financim publik t\u00eb jet\u00ebs politike dhe legalizim t\u00eb lobimit p\u00ebr nj\u00eb politik\u00eb dhe administrat\u00eb t\u00eb lart\u00eb m\u00eb transparente, m\u00eb t\u00eb aft\u00eb dhe m\u00eb pak t\u00eb korruptuar.<\/p>\n<p>Po ashtu platforma q\u00eb synon nj\u00eb reform\u00eb t\u00eb thell\u00eb ekonomike t\u00eb vendit, propozon nj\u00eb sistem fiskal t\u00eb thjeshtuar, formalizim t\u00eb ekonomis\u00eb, forcim t\u00eb konkurrenc\u00ebs, zhvillim t\u00eb q\u00ebndruesh\u00ebm dhe mb\u00ebshtetje p\u00ebr sektor\u00ebt strategjik\u00eb, nxitje t\u00eb sip\u00ebrmarrjes, liberalizim t\u00eb tregut, sh\u00ebrbime publike me standarde.<\/p>\n<p>Po ashtu propozohet nj\u00eb paket\u00eb e nevojave baz\u00eb, fokusim t\u00eb energjive te p\u00ebrmir\u00ebsimi i pagesave dhe cil\u00ebsia e pun\u00ebsimit q\u00eb ofrohet, nj\u00eb p\u00ebrmir\u00ebsim i m\u00ebtejsh\u00ebm i skem\u00ebs s\u00eb pensioneve, reformim i sistemit sh\u00ebndet\u00ebsor dhe thellim i reform\u00ebs n\u00eb arsim.<\/p>\n<p>Selami Xhepa i tha Mapos se me gjith\u00eb konfliktualitetin politik q\u00eb ka n\u00eb vend, kryerja e reform\u00ebs n\u00eb sistemin e drejt\u00ebsis\u00eb ishte nj\u00eb shkoll\u00eb e r\u00ebnd\u00ebsishme p\u00ebr klas\u00ebn ton\u00eb politike. Sipas tij ajo tregoi domosdoshm\u00ebrin\u00eb q\u00eb ka vendi p\u00ebr t\u00eb hyr\u00eb n\u00eb nj\u00eb faz\u00eb t\u00eb re \u201ct\u00eb zhvillimit t\u00eb demokracis\u00eb dhe forcimit t\u00eb institucioneve t\u00eb saj, dhe nga ana tjet\u00ebr, d\u00ebshmoi se klasa politike ka mund\u00ebsi t\u00eb bashk\u00ebpunoj\u00eb kur b\u00ebhet fjal\u00eb p\u00ebr reforma madhore\u201d.<\/p>\n<p>Pakti p\u00ebr Reformizmin \u00ebsht\u00eb sipas propozuesve nj\u00eb domosdoshm\u00ebri p\u00ebr t\u00eb shp\u00ebtuar politik\u00ebb\u00ebrjen nga presionet populiste dhe dh\u00ebn\u00eb p\u00ebr vendin zgjedhje afatgjata.<\/p>\n<p>\u201cZhvillimi i q\u00ebndruesh\u00ebm \u00ebsht\u00eb nj\u00eb proces evolutiv, i lodhsh\u00ebm, jo shum\u00eb popullor n\u00eb disa raste, por q\u00eb garanton nj\u00eb t\u00eb ardhme m\u00eb t\u00eb sigurt p\u00ebr vendin. Mos harrojm\u00eb se zhg\u00ebnjimet e m\u00ebdha popullore nga politikat tradicionaliste, konfliktuale, populiste kan\u00eb prodhuar nj\u00eb rezistenc\u00eb t\u00eb fort\u00eb t\u00eb qytetar\u00ebve me establishmentin politik tradicional\u201d, thot\u00eb Xhepa.<\/p>\n<p>Kush jan\u00eb 7 pedagog\u00ebt<\/p>\n<p><strong>Prof. Asoc. Dr. Hemion Braho<\/strong>, jurist,<br \/>\n<strong>Dr. Ledia Dushi<\/strong>, let\u00ebrsi,<br \/>\n<strong>Dr. Roland Lami<\/strong>, shkenca politike<\/p>\n<hr \/>\n<p><strong>10 propozimet e 7 akademik\u00ebve p\u00ebr Shqip\u00ebrin\u00eb <\/strong><\/p>\n<p><strong>\u201cPAKTI P\u00cbR REFORMIZMIN\u201d<\/strong><\/p>\n<p>Nj\u00ebzet e pes\u00eb vite pas transformimit demokratik, Shqip\u00ebria ndodhet s\u00ebrish para udh\u00ebkryqesh t\u00eb vjetra, me nevoj\u00ebn e zgjidhjeve t\u00eb reja dhe t\u00eb duhura. Shum\u00eb prej proceseve ekonomike, sociale, politike apo kulturore gjenden, realisht, n\u00eb udh\u00ebkryq. Nisur nga arsyetimet e posht\u00ebrenditura, ne, nj\u00eb grup ekspert\u00ebsh dhe individ\u00ebsh me angazhim publik, besojm\u00eb se, disa nga masat q\u00eb do t\u00eb rendisim n\u00eb vijim, do t\u00eb ishin t\u00eb dobishme p\u00ebr debatin publik n\u00eb Shqip\u00ebri, n\u00eb v\u00ebmendje t\u00eb opinionit publik, vendimmarr\u00ebsve, aktor\u00ebve politik\u00eb e shoq\u00ebror\u00eb, si dhe partner\u00ebve nd\u00ebrkomb\u00ebtar\u00eb.<\/p>\n<p>Ne arsyetojm\u00eb se:<\/p>\n<p>S\u00eb pari: Krahas arritjeve t\u00eb padiskutueshme t\u00eb tranzicionit shqiptar, transformimit t\u00eb shoq\u00ebris\u00eb shqiptare drejt nj\u00eb shoq\u00ebrie demokratike, t\u00eb hapur ndaj bot\u00ebs dhe, n\u00eb disa aspekte, edhe t\u00eb nj\u00eb shoq\u00ebrie t\u00eb zhvilluar, shum\u00eb prej proceseve t\u00eb reformimit t\u00eb vendit ose kan\u00eb mbetur n\u00eb vend, ose kan\u00eb humbur vizionin strategjik, duke marr\u00eb tiparet e politikave t\u00eb dit\u00ebs.<\/p>\n<p>S\u00eb dyti: Nuk mund t\u00eb shmanget fakti q\u00eb, p\u00ebr shkak t\u00eb p\u00ebrfundimit t\u00eb nj\u00eb cikli t\u00eb plot\u00eb 25-vje\u00e7ar reformues dhe transformues, shum\u00eb prej proceseve ekonomike, kulturore, kushtetuese, ligjore e sociale, kan\u00eb manifestuar potencialet, por dhe kufizimet e tyre. Nga larg\u00ebsia e k\u00ebsaj distance 25 -vje\u00e7are, mund t\u00eb kundrohen ato \u00e7far\u00eb jan\u00eb b\u00ebr\u00eb mir\u00eb dhe nuk jan\u00eb b\u00ebr\u00eb mir\u00eb, \u00e7far\u00eb \u00ebsht\u00eb transformuar apo ka mbetur e nj\u00ebjt\u00eb, si n\u00eb t\u00eb kaluar\u00ebn e af\u00ebrt, ashtu edhe n\u00eb t\u00eb larg\u00ebt\u00ebn.<\/p>\n<p>S\u00eb treti: Politika aktuale, proceset politike dhe p\u00ebrvoja e shkurt\u00ebr demokratike, pozitive apo e hidhur, e tranzicionit shqiptar, duket se shpesh her\u00eb kan\u00eb l\u00ebn\u00eb n\u00eb vend, kan\u00eb ngrir\u00eb ose kan\u00eb kthyer mbrapsht, p\u00ebr interesa t\u00eb momentit, p\u00ebr interesa populiste apo p\u00ebr interesa meskine t\u00eb elit\u00ebs politike dhe drejtuesve t\u00eb Shqip\u00ebris\u00eb, disa prej proceseve reformuese t\u00eb vendit nisur pozitivisht n\u00eb nj\u00eb koh\u00eb ose tjet\u00ebr. Cikli politik, cikli ekonomik dhe interesat e ngushta t\u00eb elit\u00ebs dhe koniunktur\u00ebs politike, kan\u00eb b\u00ebr\u00eb q\u00eb shum\u00eb prej reformave t\u00eb lihen n\u00eb mes, t\u00eb mos kapen me dor\u00eb, t\u00eb mos guxohet t\u00eb preken, ose, \u00e7ka \u00ebsht\u00eb m\u00eb revoltuesja, t\u00eb b\u00ebhen keq n\u00eb interes t\u00eb populizmit t\u00eb radh\u00ebs.<\/p>\n<p>S\u00eb kat\u00ebrti: Populizmi, ose politika populiste e orientuar drejt rezultatit elektoral, ka kompromentuar shum\u00eb prej ideve, profileve, rrymave politike, lider\u00ebve politik\u00eb, i ka v\u00ebn\u00eb ata n\u00eb kontradikt\u00eb dhe n\u00eb inkoherenc\u00eb, duke kompromentuar r\u00ebnd\u00eb interesat e zhvillimit afatgjat\u00eb t\u00eb vendit.<\/p>\n<p>S\u00eb pesti: Duke marr\u00eb shkas nga sa m\u00eb sip\u00ebr, ne mendojm\u00eb se ka ardhur koha p\u00ebr nj\u00eb PAKT P\u00cbR REFORMIZMIN, pakt i gjer\u00eb 10-vje\u00e7ar mes Qeveris\u00eb dhe Opozit\u00ebs, por dhe faktor\u00ebve t\u00eb tjer\u00eb politik\u00eb e shoq\u00ebror\u00eb, p\u00ebr kryerjen e disa reformave t\u00eb r\u00ebnd\u00ebsishme, p\u00ebr ta strukturuar plot\u00ebsisht shoq\u00ebrin\u00eb shqiptare, p\u00ebr ta nisur drejt nj\u00eb etape tjet\u00ebr, drejt nj\u00eb etape q\u00eb p\u00ebrgatit premisat e Shqip\u00ebris\u00eb si nj\u00eb vend i zhvilluar, t\u00eb denj\u00eb p\u00ebr t\u2019iu bashkuar familjes evropiane.<\/p>\n<p>Ne besojm\u00eb se disa prej k\u00ebtyre ideve gjenden aty-k\u00ebtu n\u00eb mjedisin politik, n\u00eb mjedisin akademik, intelektual, gazetaresk apo rretheve ideologjike n\u00eb Shqip\u00ebrin\u00eb e sotme. Ka nevoj\u00eb p\u00ebr nj\u00eb sintez\u00eb, duke kap\u00ebrcyer kufijt\u00eb politik\u00eb, elektoral\u00eb, ideor\u00eb, ideologjik\u00eb apo grupeve t\u00eb interesit, n\u00eb funksion t\u00eb nj\u00eb interesi t\u00eb p\u00ebrgjithsh\u00ebm: interesit publik m\u00eb t\u00eb r\u00ebnd\u00ebsish\u00ebm t\u00eb momentit; zhvillimit t\u00eb Shqip\u00ebris\u00eb dhe p\u00ebrgatitjes s\u00eb nj\u00eb Shqip\u00ebrie moderne, t\u00eb gatshme p\u00ebr t\u00eb hyr\u00eb n\u00eb familjen e vendeve evropiane me t\u00eb drejta t\u00eb plota, n\u00eb harkun e nj\u00eb dekade.<\/p>\n<p>Ndaj, ne vijm\u00eb me nj\u00eb propozim t\u00eb integruar, t\u00eb \u00e7liruar nga interesat e \u00e7astit, ndikimet politike e interesat personale, por t\u00eb p\u00ebrbashkuar rreth nj\u00eb interesi vital, q\u00eb \u00ebsht\u00eb REFORMIMI I VENDIT. Propozojm\u00eb p\u00ebr klas\u00ebn politike shqiptare nj\u00eb num\u00ebr reformash t\u00eb r\u00ebnd\u00ebsishme, t\u00eb cilat i kap\u00ebrcejn\u00eb kufijt\u00eb e majt\u00eb apo t\u00eb djatht\u00eb politik\u00eb dhe krijojn\u00eb mund\u00ebsin\u00eb e nj\u00eb strukturimi modern t\u00eb shoq\u00ebris\u00eb shqiptare, me q\u00ebllim bashk\u00ebngjitjen reale, ose t\u00eb pakt\u00ebn afrimin me kontinentin ku jetojm\u00eb dhe zhvillimet per\u00ebndimore apo euro-atlantike n\u00eb p\u00ebrgjith\u00ebsi.<\/p>\n<p>Ne ftojm\u00eb dhe inkurajojm\u00eb fort qeverin\u00eb shqiptare dhe kryeministrin Edi Rama, n\u00eb nj\u00eb proces reformimi t\u00eb guximsh\u00ebm dhe apelojm\u00eb p\u00ebr kap\u00ebrcimin e gjith\u00eb kufizimeve q\u00eb vijn\u00eb nga programet elektorale, p\u00ebrkat\u00ebsit\u00eb partiake apo p\u00ebrfaq\u00ebsit\u00eb e grupeve t\u00eb interesave, duke qen\u00eb se interesi m\u00eb i madh \u00ebsht\u00eb zhvillimi i vendit.<\/p>\n<p>Ne ftojm\u00eb opozit\u00ebn shqiptare dhe kryetarin e saj, Lulzim Basha, duke ruajtur profilin politik dhe ideologjik n\u00eb p\u00ebrfaq\u00ebsim t\u00eb opozit\u00ebs politike n\u00eb vend, t\u2019u bashk\u00ebngjitet t\u00eb gjithave, ose t\u00eb pakt\u00ebn disa prej k\u00ebtyre reformave, duke ofruar mb\u00ebshtetje politike p\u00ebr reformimin e plot\u00eb t\u00eb vendit. E gjitha kjo, duke mund\u00ebsuar nuancimin e politikave sipas krah\u00ebve politik\u00eb, n\u00eb \u00e7astin e ardhjes n\u00eb pushtet. K\u00ebta hapa reformues duhet t\u00eb jen\u00eb sa m\u00eb konsensual\u00eb t\u00eb jet\u00eb e mundur dhe nuk duhet t\u00eb p\u00ebrb\u00ebjn\u00eb bilanc politik dhe elektoral p\u00ebr nj\u00eb krah politik, apo t\u00eb shnd\u00ebrrohen n\u00eb kosto elektorale politike p\u00ebr krahun q\u00eb i b\u00ebn apo i mb\u00ebshtet.<\/p>\n<p>Si e till\u00eb, ftesa jon\u00eb p\u00ebr nj\u00eb mb\u00ebshtetje bipartizane p\u00ebr REFORMIZMIN SHQIPTAR \u00ebsht\u00eb shum\u00eb e hapur dhe e sinqert\u00eb. Ne ftojm\u00eb, po ashtu, koleg\u00eb, miq n\u00eb bot\u00ebn akademike apo aktor\u00eb shoq\u00ebror\u00eb, p\u00ebrfaq\u00ebsues t\u00eb grupeve t\u00eb interesit, p\u00ebr t\u2019i debatuar k\u00ebto hapa p\u00ebrtej kontekstit aktual e sidomos, p\u00ebrtej populizmit apo koniunktur\u00ebs t\u00eb \u00e7far\u00ebdollojshme n\u00eb t\u00eb cilat ne gjendemi si shoq\u00ebri, apo si aktor\u00eb shoq\u00ebror\u00eb p\u00ebr momentin.<\/p>\n<p><strong>REFORMA 1- Reform\u00eb kushtetuese dhe politike drejt nj\u00eb Republike t\u00eb Re<\/strong><\/p>\n<p>Institucionet aktuale nuk krijojn\u00eb ekuilib\u00ebr t\u00eb p\u00ebrshtatsh\u00ebm p\u00ebr t\u00eb administruar nj\u00eb jet\u00eb politike dhe demokratike. Qeveria ka shum\u00eb pushtet ose nuk ka pushtet p\u00ebr gj\u00ebrat q\u00eb duhet t\u00eb ket\u00eb, nd\u00ebrkoh\u00eb q\u00eb Parlamenti ka n\u00eb dukje shum\u00eb pushtet, por pa pasur n\u00eb fakt instrumentet e duhura p\u00ebr kryerjen e misionit t\u00eb vet kushtetues. Nevoja e nj\u00eb reforme kushtetuese, q\u00eb t\u00eb futej n\u00eb fuqi pas zgjedhjeve t\u00eb 2021-it, edhe kjo, n\u00eb m\u00ebnyr\u00eb q\u00eb shumica aktuale t\u00eb ishte e painteresuar p\u00ebr ta influencuar, me q\u00ebllim p\u00ebrfitimesh, brenda mandatit. Kjo reform\u00eb t\u00eb mund\u00ebsoj\u00eb krijimin e Senatit, p\u00ebr t\u00eb agreguar dhe mos nxjerr\u00eb jasht\u00eb sistemit vlerat e elit\u00ebs politike, q\u00eb konkurrimi elektoral p\u00ebr parlamentin shqiptar i p\u00ebrjashton; p\u00ebr t\u00eb krijuar nj\u00eb Dhom\u00eb t\u00eb dyt\u00eb Parlamenti, pra SENATIN E REPUBLIKES, q\u00eb t\u00eb zhvilloj\u00eb dhe filtroj\u00eb cil\u00ebsisht legjislacionin dhe politikat kryesore q\u00eb kan\u00eb t\u00eb b\u00ebjn\u00eb, sidomos, me pjes\u00ebn natyrore t\u00eb shtetit. Senati nuk do krijonte kosto shtes\u00eb, pasi do t\u00eb duhej t\u00eb zgjidhej nga zgjedh\u00ebs t\u00eb dyt\u00eb, nga asamblet\u00eb e p\u00ebrgjithshme t\u00eb k\u00ebshillave, komunave pas ndarjes s\u00eb re territoriale. Nj\u00eb parlament me dy dhoma, me raportin 100 deputet\u00eb t\u00eb dhom\u00ebs s\u00eb par\u00eb dhe af\u00ebrisht 3 senator\u00eb p\u00ebr qark, plus gjith\u00eb ish-president\u00ebt e Republik\u00ebs, do t\u00eb krijonte nj\u00eb ekuilib\u00ebr real t\u00eb sistemit ton\u00eb politik, pa penguar, realisht, funksionet q\u00eb ka dhoma e par\u00eb n\u00eb qeverisjen korrente.<\/p>\n<p><strong>REFORMA 2- Financimi rr\u00ebnj\u00ebsisht m\u00eb i mir\u00eb i jet\u00ebs politike<\/strong><\/p>\n<p>Ne besojm\u00eb se themeli, p\u00ebrve\u00e7 element\u00ebve t\u00eb natyrsh\u00ebm t\u00eb korrupsionit n\u00eb shtresa ose segmente t\u00eb caktuara t\u00eb elit\u00ebs politike, q\u00eb mban n\u00eb k\u00ebmb\u00eb dhe ushqen nj\u00eb korruptim t\u00eb p\u00ebrgjithsh\u00ebm t\u00eb elit\u00ebs politike apo administrat\u00ebs s\u00eb lart\u00eb shtet\u00ebrore \u00ebsht\u00eb niveli i ul\u00ebt i pag\u00ebs q\u00eb merr elita politike dhe administrata publike, duke filluar nga Presidenti i Republik\u00ebs e deri n\u00eb nivelet e ul\u00ebta t\u00eb sh\u00ebrbimit publik, p\u00ebrfshir\u00eb edhe sistemin gjyq\u00ebsor, q\u00eb tashm\u00eb \u00ebsht\u00eb zgjidhur me reform\u00ebn e saporealizuar. Nevoja q\u00eb profesioni i politikanit t\u00eb paguhet, n\u00eb m\u00ebnyr\u00eb t\u00eb ligjshme, rr\u00ebnj\u00ebsisht m\u00eb mir\u00eb, \u00ebsht\u00eb imediate p\u00ebr t\u00eb krijuar nj\u00eb profil t\u00eb njer\u00ebzve t\u00eb aft\u00eb, t\u00eb ndersh\u00ebm dhe t\u00eb drejt\u00eb n\u00eb sh\u00ebrbim t\u00eb publikut n\u00eb elit\u00ebn ton\u00eb politike dhe m\u00eb gjer\u00eb, n\u00eb administrat\u00ebn publike.<\/p>\n<p>Indeksimi i sistemit t\u00eb pagave t\u00eb politikan\u00ebve referuar, p\u00ebraf\u00ebrsisht, koeficientit t\u00eb GDP pro capite, pra t\u00eb prodhimit p\u00ebr frym\u00eb, \u00ebsht\u00eb nj\u00eb praktik\u00eb moderne dhe plot\u00ebsisht e mundshme p\u00ebr t\u2019u arritur brenda nj\u00eb kohe t\u00eb shkurt\u00ebr n\u00eb Shqip\u00ebri. K\u00ebtij sistemi duhet t\u2019i n\u00ebnshtrohet, m\u00eb pas, edhe i gjith\u00eb sistemi i pagave n\u00eb administrat\u00ebn publike, hap q\u00eb duhet hedhur nj\u00ebkoh\u00ebsisht me zvog\u00eblimin numerik dhe riorganizimin e saj. Pra, m\u00eb pak njer\u00ebz n\u00eb administrat\u00ebn publike, por t\u00eb paguar m\u00eb mir\u00eb, m\u00eb t\u00eb ndersh\u00ebm, t\u00eb cil\u00ebve mund t\u2019ju k\u00ebrkojm\u00eb m\u00eb shum\u00eb llogari. Kjo do t\u00eb t\u00ebrhiqte p\u00ebr lart edhe nivelin e pag\u00ebs minimale dhe gjith\u00eb sistemin e pagave e pensioneve n\u00eb vend. Kostot dhe pasojat ekonomike e financiare t\u00eb k\u00ebsaj mase duhet t\u00eb vihen n\u00eb balanc\u00eb me p\u00ebrfitimet afatgjata q\u00eb ajo do t\u00eb prodhoj\u00eb.<\/p>\n<p><strong>REFORMA 3 \u2013 Legalizimi i lobimit. Ligji i ri p\u00ebr Shoq\u00ebrin\u00eb Civile dhe defiskalizimi i mecenatit kulturor <\/strong><\/p>\n<p>Ka nj\u00eb kompleks n\u00eb shoq\u00ebrin\u00eb shqiptare, p\u00ebr t\u00eb pranuar ndikimin e drejt\u00eb e t\u00eb ligjsh\u00ebm n\u00eb favor t\u00eb interesit publik t\u00eb grupeve t\u00eb interesit, shoqatave t\u00eb biznesit, organizimeve korporatiste n\u00eb sektor\u00eb t\u00eb ndrysh\u00ebm t\u00eb ekonomis\u00eb dhe jet\u00ebs s\u00eb vendit, p\u00ebr rregullimin e sektor\u00ebve t\u00eb caktuar ekonomik\u00eb apo industrive e sh\u00ebrbimeve t\u00eb ndryshme. M\u00eb posa\u00e7\u00ebrisht, njohja e m\u00eb shum\u00eb shpenzimeve t\u00eb zbritshme nga sa lejon legjislacioni aktual \u2013 llogaritur deri n\u00eb 5% t\u00eb detyrimeve tatimore p\u00ebr k\u00ebto projekte \u2013 p\u00ebr efekte tatimi, do t\u00eb motivonte edhe m\u00eb shum\u00eb donacionin e biznesit p\u00ebr k\u00ebrkimin shkencor, jet\u00ebn kulturore, artistike apo sociale n\u00eb vend.<\/p>\n<p><strong>REFORMA 4 \u2013 Platform\u00eb komb\u00ebtare e zhvillimit t\u00eb q\u00ebndruesh\u00ebm.<\/strong><\/p>\n<p>Degradimi mjedisor, shfryt\u00ebzimi pa kriter i burimeve natyrore dhe ndotjet masive t\u00eb qendrave urbane por dhe zonave t\u00eb tjera t\u00eb vendit, jan\u00eb nj\u00eb fenomen shum\u00eb shqet\u00ebsuese p\u00ebr cil\u00ebsin\u00eb e jet\u00ebs n\u00eb vend. Ne mendojm\u00eb se zhvillimi i ekonomis\u00eb dhe sip\u00ebrmarrjes private duhet t\u00eb respektojn\u00eb standardet m\u00eb t\u00eb larta mjedisore, duke rritur fuqimisht forc\u00ebn zbatuese t\u00eb ligjit. Po k\u00ebshtu rehabilitimi mjedisor nga d\u00ebmtimet ai q\u00eb ka p\u00ebsuar nga shfryt\u00ebzimi pa kriter n\u00eb k\u00ebto vite tranzicioni, \u00ebsht\u00eb n\u00eb kufijt\u00eb e emergjenc\u00ebs. Ndryshimet klimatike dhe ngrohja globale, edhe pse duken tep\u00ebr t\u00eb larg\u00ebta prej nesh, jan\u00eb n\u00eb fakt duke e ndryshuar dhe k\u00ebrc\u00ebnuar jet\u00ebn ton\u00eb n\u00eb nj\u00eb m\u00ebnyr\u00eb gjithnj\u00eb e m\u00eb t\u00eb shpesht\u00eb dhe m\u00eb t\u00eb rrezikshme. Pasuria e individ\u00ebve, ajo publike dhe sh\u00ebndeti i shoq\u00ebris\u00eb jan\u00eb p\u00ebrpara rreziqeve t\u00eb forta dhe t\u00eb panjohura dhe me ndikime t\u00eb pallogaritshme.<\/p>\n<p>P\u00ebr k\u00ebt\u00eb q\u00ebllim, nj\u00eb plan komb\u00ebtar q\u00eb t\u00eb p\u00ebrvijoj\u00eb objektivat dhe planin e masave q\u00eb duhet t\u00eb realizohen nga autoritet publike, duhet t\u00eb filloj\u00eb t\u00eb hartohet duke angazhuar potencialet m\u00eb t\u00eb mira profesionale t\u00eb vendit. Dhe n\u00eb vijim, asnj\u00eb politik\u00eb ekonomike, reform\u00eb apo aksion publik nuk duhet t\u00eb miratohet nga Kuvendi i Shqip\u00ebris\u00eb n\u00ebse nuk \u00ebsht\u00eb shoq\u00ebruar nga nj\u00eb analiz\u00eb e detajuar e ndikimit q\u00eb ato kan\u00eb potencialisht mbi burimet, mjedisin dhe ekosistemin.<\/p>\n<p><strong>REFORMA 5 \u2013 Platform\u00eb komb\u00ebtare p\u00ebr pun\u00ebsim dhe t\u00eb ardhura dinjitoze nga puna.<\/strong><\/p>\n<p>Papun\u00ebsia dhe puna e keqpaguar n\u00eb shum\u00eb sektor\u00eb t\u00eb manifaktur\u00ebs dhe bujq\u00ebsi, jan\u00eb dramat sociale t\u00eb shoq\u00ebris\u00eb n\u00eb tranzicion t\u00eb cilat nuk mund t\u00eb mos z\u00ebn\u00eb nj\u00eb vend qendror. Pun\u00ebsimi i krijuar nga industrit\u00eb e fasoneris\u00eb, call centersapo industri t\u00eb tjera, kan\u00eb luajtur nj\u00eb rol pozitiv n\u00eb luft\u00ebn ndaj papun\u00ebsis\u00eb masive n\u00eb vend, por nga ana tjet\u00ebr, kan\u00eb prodhuar nj\u00eb gjendje ku t\u00eb ardhurat e punonj\u00ebsve jan\u00eb n\u00ebn kufirin e mbijetes\u00ebs.<\/p>\n<p>Ne sugjerojm\u00eb q\u00eb \u00e7do politik\u00eb ekonomike e financiare, \u00e7do alokim shpenzimesh buxhetore, \u00e7do prioritet sektorial apo mas\u00eb tjet\u00ebr politike favorizuese p\u00ebr sip\u00ebrmarrjen private, t\u00eb ket\u00eb si kriter themelor, ndoshta dhe t\u00eb vet\u00ebm t\u00eb gjykimit t\u00eb saj, pun\u00ebsimin dhe t\u00eb ardhurat e k\u00ebnaqshme q\u00eb ai krijon nga puna. N\u00eb ve\u00e7anti, programet e nxitjes s\u00eb pun\u00ebsimit duhet t\u00eb lidhen me arritjen e objektivave jo vet\u00ebm sasior, por edhe cil\u00ebsor n\u00eb pun\u00ebsim. Fondet publike p\u00ebr mb\u00ebshtetjen e pun\u00ebsimit duhet t\u00eb jen\u00eb integrale, duke p\u00ebrfshir\u00eb rikualifikimin dhe aft\u00ebsimin profesional t\u00eb forc\u00ebs s\u00eb pun\u00ebs, si faktor q\u00eb rrisin produktivitetin e sip\u00ebrmarrjeve dhe mund\u00ebsojn\u00eb politikat e rritjes s\u00eb pagave, ashtu sikurse edhe mb\u00ebshtetjen e drejtp\u00ebrdrejt\u00eb t\u00eb pun\u00ebtor\u00ebve t\u00eb rinj t\u00eb pun\u00ebsuar me t\u00eb ardhura m\u00eb t\u00eb larta q\u00eb n\u00eb momentin e pun\u00ebsimit, duke reduktuar kostot e pun\u00ebtor\u00ebve t\u00eb sapo angazhuar n\u00eb tregun e pun\u00ebs. Me prioritet duhet t\u00eb konsiderohen aktivitetet industriale n\u00eb zonat rurale, si nj\u00eb m\u00ebnyr\u00eb e rritjes s\u00eb t\u00eb ardhurave p\u00ebr fermer\u00ebt dhe zhvillimin rural n\u00eb p\u00ebrgjith\u00ebsi.<\/p>\n<p><strong>REFORMA 6 \u2013 Nj\u00eb politik\u00eb fiskale e q\u00ebndrueshme, mb\u00ebshtet\u00ebse p\u00ebr zhvillimin e sip\u00ebrmarrjes dhe dekurajuese p\u00ebr mosshfryt\u00ebzimin e aseteve.<\/strong><\/p>\n<p>Ndryshimet tep\u00ebr t\u00eb shpeshta t\u00eb politikave fiskale, dob\u00ebsit\u00eb e theksuara n\u00eb administrimin fiskal dhe inkoherenca n\u00eb ndryshimet normative t\u00eb taksave kan\u00eb qen\u00eb nj\u00eb tipar karakteristik i k\u00ebtyre dy dekada e gjysm\u00eb tranzicioni. Kjo ka shtuar pasigurin\u00eb n\u00eb planifikimin e sip\u00ebrmarrjes dhe ka d\u00ebmtuar krijimin e nj\u00eb klime biznesi t\u00eb favorshme dhe t\u00eb parashikueshme.<\/p>\n<p>Ne propozojm\u00eb nj\u00eb sistem fiskal t\u00eb thjesht\u00eb nga pik\u00ebpamja e administrimit, ku t\u00eb spikas\u00eb nj\u00eb taks\u00eb unike mbi kapitalin dhe t\u00eb ardhurat, nj\u00eb-nivel\u00ebshe, e rendit 12%, shoq\u00ebruar me politika preferenciale p\u00ebr investimet strategjike dhe me kontribut t\u00eb lart\u00eb n\u00eb krijimin e vendeve t\u00eb reja t\u00eb pun\u00ebs, sepse jemi vendi me investimet m\u00eb t\u00eb vogla t\u00eb huaja dhe tradit\u00ebn m\u00eb t\u00eb pakt\u00eb n\u00eb kapitaliz\u00ebm, por edhe sepse gjendemi n\u00eb nj\u00eb konkurrenc\u00eb t\u00eb ashp\u00ebr me vendet e rajonit p\u00ebr thithjen e investimeve t\u00eb huaja. Nj\u00eb regjim i posa\u00e7\u00ebm ligjor dhe institucional, duke mos u kufizuar vet\u00ebm tek taksat, por dhe n\u00eb element\u00ebt e tjer\u00eb t\u00eb kostove, duhet t\u00eb p\u00ebrshtatet p\u00ebr t\u00eb thithur markat m\u00eb t\u00eb m\u00ebdha nd\u00ebrkomb\u00ebtare n\u00eb t\u00eb gjith\u00eb sektor\u00ebt e ekonomis\u00eb. Ligji p\u00ebr investimet strategjike duhet t\u00eb rishikohet s\u00eb bashku me opozit\u00ebn p\u00ebr t\u2019u dakord\u00ebsuar n\u00eb parime dhe n\u00eb p\u00ebrmbajtje, dhe t\u00eb jet\u00eb i pandryshuesh\u00ebm p\u00ebr t\u00eb pakt\u00ebn nj\u00eb periudh\u00eb nj\u00ebzetvje\u00e7are.<\/p>\n<p>Ne nuk do formojm\u00eb dot qytetar\u00eb t\u00eb p\u00ebrgjegjsh\u00ebm ndaj taksave, n\u00ebse nuk kalojm\u00eb realisht n\u00eb sistemin e \u201cNumrit fiskal personal\u201d, p\u00ebr t\u00eb gjith\u00eb qytetar\u00ebt mbi 18 vje\u00e7. Kjo \u00ebsht\u00eb baza e formalizimit t\u00eb ekonomis\u00eb dhe e interesit t\u00eb njer\u00ebzve p\u00ebr t\u00eb funksionuar n\u00eb nj\u00eb ekonomi formale. M\u00eb n\u00eb fund shqiptar\u00ebt duhet t\u00eb futen n\u00eb konceptin e deklarat\u00ebs tatimore universale vjetore, ku secili t\u00eb shihet sa i kontribuon realisht shoq\u00ebris\u00eb dhe sa i merr realisht asaj n\u00eb raste nevoje. Legjislacioni ekzistues n\u00eb k\u00ebt\u00eb fush\u00eb duhet t\u00eb rishikohet n\u00eb k\u00ebt\u00eb frym\u00eb dhe t\u00eb jet\u00eb realisht i aplikuesh\u00ebm. Kjo do t\u00eb krijonte nj\u00eb sistem t\u00eb fuqish\u00ebm, p\u00ebr t\u00eb p\u00ebrgatitur premisat p\u00ebr politikat sociale, fiskale etj. T\u00eb gjith\u00eb politikat sociale n\u00eb vend duhet t\u00eb lidhen me deklarat\u00ebn personale vjetore tatimore.<\/p>\n<p>Shqip\u00ebria ka pasuri t\u00eb jasht\u00ebzakonshme t\u00eb fjetura, t\u00eb cilat nuk shfryt\u00ebzohen, duke u b\u00ebr\u00eb d\u00ebm jo thjesht atyre q\u00eb i zot\u00ebrojn\u00eb, por gjith\u00eb shoq\u00ebris\u00eb. Kjo pasuri mund t\u00eb vihej n\u00eb l\u00ebvizje duke fiksuar nj\u00eb taks\u00eb p\u00ebr tokat dhe pasurit\u00eb, tokat bujq\u00ebsore ose jo bujq\u00ebsore t\u00eb pap\u00ebrdorura, duke nxitur k\u00ebshtu shfryt\u00ebzimin e tok\u00ebs dhe pasurive t\u00eb tjera natyrore, dhe duke ndikuar n\u00eb krijimin e tregut real t\u00eb shitblerjes s\u00eb tok\u00ebs. Nj\u00eb pasuri q\u00eb nuk shfryt\u00ebzohet, duhet t\u2019i kushtoj\u00eb pronarit dhe duhet t\u00eb vij\u00eb n\u00eb p\u00ebrfitim t\u00eb shoq\u00ebris\u00eb. Kjo taks\u00eb do t\u00eb nxiste nj\u00eb kthim t\u00eb pun\u00ebs e t\u00eb prodhimit n\u00eb k\u00ebta sektor\u00eb. Do t\u00eb fuste kapitalizmin n\u00eb fshat.<\/p>\n<p><strong>REFORMA 7 \u2013 Identifikim dhe mb\u00ebshtetje e p\u00ebrforcuar e sektorit strategjik t\u00eb ekonomis\u00eb<\/strong><\/p>\n<p>Mb\u00ebshtetje p\u00ebr sektor\u00ebt e ekonomis\u00eb me avantazhe t\u00eb shfaqura krahasuese. Ekonomia ka p\u00ebsuar ndryshime t\u00eb r\u00ebnd\u00ebsishme strukturore, duke kaluar drejt sektor\u00ebve m\u00eb produktiv\u00eb, me avantazhe krahasuese n\u00eb tregjet e brendshme dhe ato nd\u00ebrkomb\u00ebtare. Ne mendojm\u00eb se \u00ebsht\u00eb me r\u00ebnd\u00ebsi hartimi i politikave t\u00eb posa\u00e7me dhe mb\u00ebshtet\u00ebse, q\u00eb ndihmojn\u00eb k\u00ebta sektor\u00eb t\u00eb fuqizojn\u00eb lidhjet e krijuara e rrisin m\u00eb tej produktivitetin e tyre. N\u00eb ve\u00e7anti, inkurajojm\u00eb mb\u00ebshtetje t\u00eb fuqishme p\u00ebr sektorin e bujq\u00ebsis\u00eb, shfryt\u00ebzimin m\u00eb eficient t\u00eb kapacitetit energjetik dhe t\u00eb burimeve natyrore t\u00eb vendit. K\u00ebto prioritete duhet t\u00eb dakord\u00ebsohen dhe t\u00eb njihen si t\u00eb tilla nga t\u00eb gjith\u00eb forcat politike q\u00eb do t\u00eb qeverisin edhe n\u00eb nj\u00ebzet vitet e ardhshme, duke vendosur kufij dysheme buxhetor q\u00eb t\u00eb respektohen prej tyre.<\/p>\n<p><strong>REFORMA 8 \u2013 Fuqizimi i konkurrenc\u00ebs dhe lufta ndaj monopoleve<\/strong><\/p>\n<p>Ekonomia e tregut t\u00eb lir\u00eb bazohet thelb\u00ebsisht te konkurrenca e ndershme n\u00eb treg midis t\u00eb gjith\u00eb aktor\u00ebve sip\u00ebrmarr\u00ebs. Vet\u00ebm konkurrenca garanton p\u00ebrdorimin me eficienc\u00eb t\u00eb burimeve dhe p\u00ebrfitimet maksimale p\u00ebr konsumator\u00ebt. Garantimi i konkurrenc\u00ebs s\u00eb lir\u00eb realizohet n\u00ebn mbik\u00ebqyrjen e tregjeve dhe rregullimin e funksionimit t\u00eb tyre, mbi baz\u00ebn e standardeve m\u00eb t\u00eb p\u00ebrparuara europiane. Prandaj, fuqizimi i institucioneve t\u00eb mbrojtjes s\u00eb konkurrenc\u00ebs dhe mbik\u00ebqyrjes s\u00eb tregut duhet t\u00eb jen\u00eb nd\u00ebr objektivat m\u00eb t\u00eb r\u00ebnd\u00ebsishme t\u00eb politikave qeveritare. Nj\u00eb skem\u00eb pensionesh me dy shkall\u00eb do t\u00eb ishte nj\u00eb alternativ\u00eb m\u00eb e mir\u00eb.
